Job Description

The Senior Human Resources Officer works closely with the Country Human Resources Manager covering a variety of HR activities including employee relations, recruitment, benefits, orientation, implementation of policies and procedures and administration of personnel systems. S/he, in collaboration with other program staff, assists in coordinating local recruitment. In the absence of the Country Human Resource Manager, the Senior HR Officer serves as an alternate  resource person to staff with respect to program policies and procedures and the Benefits Program. S/he is the focal point and collaborates with the Accountants in providing information on holiday, sick, and vacation leave usage and in the determination of severance and final dues payable on employee separation. The Senior HR Officer assists the Country Human Resource Manager in communicating with HQ HR staff as and when required to keep Afghanistan personnel information and documentation up-to-date in MSH headquarters. S/he also provides assistance to the Country Human Resource Manager in the general orientation to new staff. The Senior HR Officer is aware of, and adheres to, MSH’s Procurement Integrity (PI) standards in all activities and is responsible for raising the awareness of staff regarding PI regulations, he/ she will supervise the HR Officer positions and maintain appropriate follow-up on their activities.

 

MAIN DUTIES AND RESPONSIBILITIES:

Recruitment

  • Under direct supervision of the Country HR Manager and in collaboration with program staff, provide services related to the recruitment of staff. This may include assisting hiring managers in defining recruitment needs, developing clear job descriptions, arranging the posting of approved job descriptions, receiving applications, reviewing and circulating applicant CV’s to Program Managers, identifying advertisement resources and placing ads as needed, setting up interview schedules and interview committees, interviewing candidates, and checking references. Ensure that the files and database for job applicants and consultants are maintained, forwarding CVs to MSH HQ for inclusion in the company-wide HR skills database as appropriate.

Personnel

  • Ensure that accurate personnel files are maintained for all employees. Act as a liaison to the HR Manager and as appropriate to HR in HQ with respect to personnel matters. Be available to employees regarding confidential employment matters, career development, job satisfaction, and grievance and discipline issues. Provide guidance and options and/or pathways for resolution, consulting with the Country HR Manager, and Regional HR Partner as appropriate. To keep the share point updated with the staff’s personal files. Provide assistance to the HR Manager in conducting exit interviews with departing staff and calculating the final payments in accordance with Afghanistan labor law, Global HR Handbook, and SOPs.

Leave tracking

  • Set up and maintain a system to track vacation, sick and holiday leave. Provide information to Accounting Unit on employee leave balances on a monthly basis, Assist the HR Assistant to track the Kabul and Provinces leaves and communicate with staff to use and plan their annual leaves.

Health and Medical Benefits Program

  • Assist in the administration of the health benefits program working with other staff as appropriate.

Orientation and Workday related issue training

  • Provide orientation for all new staff Provide the Goal setting, Semi-Annual Review, and Annual review training for staff and follow up with staff on completion of the workday process and to provide the mandatory training for support staff whit local language or coordinate with HR Officers to train staff.

Supervision

  • Supervise the Human Resource Officers and HR Assistant and to have close coordination with HR Officer and HR Assistant to meet the deadline.

Procurement Integrity

  • Provide PI training to new and continuing staff to ensure that MSH standards and USAID regulations are adhered to, particularly in regard to the recruitment of new staff.

Costpoint Online timesheet collection:

  • Take the lead on the Costpoint for the staff, provide the training for staff and new joiners as needed communicate the status with the HR Manager and Home Office.

Workday:

  • Provide training for staff on goal setting, semi-annual review, and annual review process, track the Mandatory training for staff, and provide the mandatory training for support staff in the local language.

Consultant Hiring:

  • To act as an Administrative focal point and assist in hiring the consultant with the Technical Department and with Home Office

fulfil any other tasks requested by the supervisor and pertinent to the general scope of work of the position.

Job Requirements

Education and Experience:

  • Bachelor’s degree in human resources management or other relevant discipline plus Seven (7) years of progressive experience working on human resources management.

Knowledge and Skills:

  • Ability to handle confidential matters discreetly and gain the trust and confidence of colleagues.
  • Experience in conflict resolution.
  • Competence to assess priorities, manage a variety of complex activities simultaneously in a time-sensitive environment, and meet competing deadlines.
  • Excellent organizational skills and attention to detail.
  • Proven ability to successfully participate on teams in a fast-paced environment.
  • Solid computer skills; proficiency in word-processing.
  • Database management and spreadsheet experience preferred; Microsoft Office preferred.
  • Knowledge of HRIS workday is preferred.
  • Long-term resident work experience in Afghanistan required.

COMPETENCIES:

  • Excellent written and oral communication skills both in local languages and English. Excellent interpersonal skills; demonstrated ability to interact professionally with culturally diverse staff, clients, and consultants.
