About AWEC

AWEC is a non-political, non-profit, woman-headed national organization established in 1991 by a group of educated Afghan women in exile, who rallied together to address the lack of facilities for Afghan refugees in Islamabad and eventually Peshawar, in Pakistan. AWEC has always been involved in advocacy and awareness-raising for women and children’s rights while providing services to those who frequently fall through safety nets. In recent years, one of AWEC’s core activities has been to support women through mobilizing Afghans, from local communities to political elites, towards the goal of reducing and eventually eliminating violence against women.

Job Description

General Position Summary

The MEL Database Officer will be responsible for managing and maintaining the MEL database and ensuring data quality and accuracy for the program. The MEL Database Officer will coordinate with the MEL team and other program staff to collect, enter, analyze, and report on program data and indicators. The MEL Database Officer will also support the MEL activities of the program, including baseline, annual, and endline surveys, regular monitoring, feedback and reporting according to the MEL work plan. The MEL Database Officer will report to the Country MEL Manager and will be based in Herat.

Essential Job Responsibilities

MEL DATABASE

  • Understand, maintain, and innovate a MEL system database (MIS) that improves the MEL’s ability to inform program implementation, analyze data, and represent impact to donors, colleague agencies, and other stakeholders.
  • Ensure all relevant MEL staff are able to utilize the database to analyze program information and results.
  • Design, adapt, test, and maintain the data collection tools/forms under supervision of the Country MEL Manager.
  • Provide support and/or orientation in use of database, pivot tables and pivot charts to staff members that require it, or support on exporting to MS Excel for data analysis.
  • Ensure the database is live and accessible to relevant team members.
  • Review data being entered in the database regularly in order to locate and fix problems with data entry or integrity.
  • Document system database contents, protocols according to Mercy Corps SOPs and manuals for smooth functioning.
  • Work as part of a team to facilitate and support MEL operations including baseline, annual, and endline surveys, regular monitoring, data collection and analysis, feedback and reporting according to the MEL work plan.
  • Generate data (tables/graphs/reports) from the database at regular intervals, ensuring reports/information are available for the relevant staff members when required.
  • Facilitate data analysis with MEL team members as requested.
  • Ensure the security and confidentiality of data, implementing data access controls and establishing backup protocols as per the Mercy Corps standard manuals and guidelines.
  • Assist in deidentification of personally identifiable information based on the Mercy Corps standard manuals and guidelines.
  • Conduct regular field visits to ensure all elements of the MEL system and database are being utilized effectively by all relevant teams, assessing, and identifying breakdowns and areas that require clarifications and improvements.
  • Contribute to all field work, including identifying beneficiaries and vendors, participating in distributions, monitoring, and supporting beneficiaries during the distribution periods, and other field-based tasks as assigned.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
  • Performs any other duty assigned by the supervisor.

Supervisory Responsibility: N/A

Accountability

Reports Directly To: Country MEL Manager  

Works Directly With: PaQ Manager, MEL staff, and program teams where required.

Job Requirements

Knowledge and Experience

  • Bachelors in statistics, MIS, or any other related field.
  • At least 3 years of experience in managing databases for humanitarian and development programs, preferably in MEL context.
  • Proficient in MS Excel, MS Access, and online data collection and data management platforms.
  • Experience in designing and conducting surveys, data collection tools and methods, data analysis and reporting.
  • Knowledge of MEL frameworks, indicators, standards, and best practices.
  • Good interpersonal and communication skills with the ability to achieve cooperation and agreement amongst diverse groups with competing priorities.
  • Excellent problem-solving and communication skills to troubleshoot data-related issues.
  • Demonstrated ability to manage multiple priorities, deadlines, and tasks efficiently and with a calm attitude.
  • Ability to work independently and as part of a team, with attention to detail and accuracy.
  • Good knowledge of spoken and written English and Dari are required, Pashto is desired.
  • Ability to travel frequently to field locations.
