Job Description

ASSIGNMENT

Under the direct supervision of the Project Manager or Provincial Supervisor, the Engineer -WASH is responsible for field WASH project management, preparing the technical documents, reviewing the technical design and implementation on the field, quantity checking, verifying the fact of measures according to the line manager guidance and project proposals at the field level of the WASH Programme implemented by ACTED Afghanistan and. S/he is need to show the impact of the program on the field.

He is fully responsible for his activity in terms of quality, respect for the targets, bill of quantities, and respect for budget and deadline. He / She is also responsible for any staff allocated to him for the implementation of any given project and is expected to supervise and support each staff member accordingly.

In addition, the program related field level budget planning, reporting and capacity building and field staff planning, and good coordination with the field level stakeholder with assistance/validation from the Project Manager or Provincial Supervisor

  1. General function and objectives of the position:
    1. Mainly focus and manage projects technical issue belong to WASH projects survey, design, monitoring and evaluation of sub-projects and monitoring and evaluation of projects and technical training to CDCs members/project focal groups/ village stakeholders in terms of their projects.
    2. To educate/ direct teams of WASH field staff and volunteers and workers engaged in the specific public health promotion, water and sanitation tasks and ensure that work completed.
    3. Implemented successfully the field level WASH program activities in his area of Responsibility
    4. Improving ACTED presence and visibility in the field level and WASH groups
    5. Daily field visit for multi districts/ villages which is under a particular project to insuring work done/quality/community participation / sustainability of the program/ mobilization/capacity building/training programs/ community base accountability and confirm all the proposed activities according to the program design and feasibility.
    6. To ensure that sustainable systems are set in place for longer term operation and maintenance of all WASH and sanitation facilities, including the provision of all necessary training
    7. Ensure that the security, health and wellbeing of staff as general on the field along with security department
  2. Main Functions and Responsibilities:
    1. Staff management and coordination including masons, workers etc and liaison with local authorities and field stakeholders;
    2. On the basis of these assessments on the field  to design and construct appropriate systems to meet people's basic public health needs as per project design, as quickly as is necessary, including water supply for drinking, washing and cooking within a reasonable distance from their homes; sanitation; drainage; and solid waste disposal.
    3. To ensure that sustainable construction systems are set in place for longer term operation and maintenance of all water supplies and sanitation facilities, including the provision of all necessary training.
    4. Ensure cross-program integration, learning, sharing and adoption of best practices for other ACTED regional programs;
    5. Assessment, survey, design, proposal writing and implementation of all projects as evaluation and monitoring of rehabilitation and construction work in related community projects.
    6. Daily site visit and monitoring and give technical advice to the field tech team and communities
    7. Make sure the Implementation of the projects according to the approved timetable plan.
    8. Trains the skill / Unskilled workers and CDC members and quality, workmanship controls and the volume of work with number of workers.
    9. In coordination with the selected village beneficiaries, communities/committees, design the related construction systems and ensure technical design adapted to the village’s background or situation.
    10. With committee and communities identified advice and select the construction locations, ensure of the safety, stabilities, DRR measures and appropriate of the related constructions.
    11. Design the technical training module adapted to the areas on technical part for the committees/communities or government counterpart.
    12. Provide technical trainings and maintenance of the constructions to the committees and communities including ACTED staffs.
    13. Prepare construction check list and design the construction needs forms for committees/communities of each village constructions.
    14. Participate in organize with external and government inspector visits.
    15. Coordinate closely with local authorities, village leaders, township, committees and other stakeholders for smooth running for construction sites.
    16. Follow of the payment used for the constructions with committees/communities and advice.
    17. Ensure that the designs are cost effective and relevant to the context/ environment in which they are planned
    18. Ensure, as far as possible, that designs include DRR components and with local materials;
    19. Work closely with the team to ensure proper technical supervision of ACTED programs in the area of implementation;
    20. Provide written and oral reports with explanations of the designs and description of the construction process, monitoring outcomes;
    21. Ensure that all project activities are in accordance with budgetary constraints and being implemented on schedule within the particular area/province
    22. Ensure the WASH-latrine-sanitation-waste water/garbage management and hygiene practice in the project is implemented in line with donor proposals and requirements and in accordance with country and international standards
    23. Handing over/ the final completion report for each WASH and filling documents;
    24. Review field /correct /participate area pre-tender process.
    25. Assist the Project team/log with post-tender negotiations with Contractors and advise on cost savings from alternative construction methods
    26. Managing field staff and team leaders, agreeing work plans, indicators and reports and ensuring they are properly trained and equipped to do their tasks
    27. Problem solving activities related to a defined area, such as a limited geographical area or limited programme sectional area using professional or technical knowledge
    28. Keep and share to line manages all the beneficiaries related records (cash grant, payments, milestones and physical progress) within the target locations
    29. To ensure that all work is carried out in a way that is sensitive to community needs and gender issues. In particular to promote the full and equal participation of women in all aspects of the work.
    30. Make sure compliance and transparency mechanism along with AMEU department
    31. Prepare the weekly plan himself belongs to the field team and share to Line manager. 
    32. Prepare weekly reports to the Line manager with detailing progress and challenges;
    33. Any other assignment as may be required by the Line manager.
  3. Program related  functional support with FLATS
    1. Program side inputs to assist to develop technical documents to tender from the area
    2. Participate/Analyse in the tender process and assist to finalize all the evaluation related to the program-Area level or as assigned by the line manager  
    3. Maintain and update program files in the field office
    4. Inform line manager wherever the program facing challenges.
    5. Review and confirm all payment /completion of the works as line manager guidance/ finance procedures
  4. Others 
    1. Adhere to HAP standards as set by ACTED
    2. Ensuring that gender equivalence/equity policy is implemented at all program levels and in all aspects of the programme activities.
    3. Devising a lobbying and communications strategy for those areas where it is necessary to influence other parties, locally, nationally and internationally, and to advise the line manager and Country Representative.
    4. Any other task as assigned by the line manager.
    5. Represent ACTED in the sector working groups and interagency planning workshops at regional level
    6. Ensure good communication with beneficiaries, local partners and local authorities at the field level Represent ACTED at relevant coordination meetings under the request of the Coordination
 

Job Requirements

  • At least bachelor's degree in Civil engineering field/WASH-related special subject and a related subject, or equivalent field experience
  • As authorized project management experience in the relevant sectoral field.
  • At least  3 years of experience in the field and Strong analysis skills (qualitative and qualitative)
  • Previous experience of WASH, Hygiene, and sanitation project management, implementing such projects within agreed timescales and budget limitations
  • Previous experience of advocacy activities related to WASH, Hygiene and sanitation activities
  • High motivation and desire to work with local communities;
  • Ability to work independently while being a strong team player and Goal oriented, with the ability to work under pressure, independently and with limited supervision and result-oriented, multi-tasking and in a multi-cultural environment and manage conflicting priorities
  • Excellent in communication (spoken and written) skills, including the ability to explain and present technical information-English and national languages
  • Commitment to gender equity.
  • Familiarity with basic Computer packages (Word & Excel) and engineering programs are required as well and engineering programs (AutoCAD, Archi CAD, other engineering packages) are required as well.
  • Ability to travel to the field/provinces, according to the requirement of ACTED intervention areas within Afghanistan.
  • Politically and culturally sensitive with qualities of patience, tact, and diplomacy
  • Previous significant experience working with partners and local government
