About CRS

CRS began direct operations in Afghanistan in early 2002. CRS maintains four main offices throughout the country: Kabul, Herat, Chaghcharan, and Bamiyan, with sub-offices in of all these provinces as well as Daikundi. The CRS strategic plan for Afghanistan focuses on poverty and risk reduction, human development, and emergency response in rural areas in western and central Afghanistan. CRS works to:

  • Support people, especially girls and women from marginalized communities, gain basic education
  • Support poor rural and peri-urban households to have increased livelihood security
  • Support vulnerable communities to survive shocks without long-term negative impacts on their livelihoods.
  • Support the Water, Sanitation, and Hygiene (WASH) needs of vulnerable households through community-driven construction and rehabilitation projects and hygiene promotion.

CRS launched a high-profile, multi-sectoral livelihoods and WASH early recovery response in July 2021 that will help households meet immediate needs following the recent drought through food security interventions and water source rehabilitation and development.  Additionally, the project will focus on building the capacity and long-term livelihood resilience of participants through training events on simple, low-cost, low-risk, agriculture practices that are proven to yield quick and positive results in a single growing season.  Lastly, the early recovery response features a hygiene promotion component that emphasizes behavior change related to water treatment and storage, as well as household hygiene practices. The WASH response will support communities through participatory approaches to implement small and community-driven infrastructure projects that rehabilitate water sources and facilitate access to safe drinking water. CRS is currently looking for a Project Officer (PO) with a project management background, preferably experienced in managing agriculture or WASH projects in the Central Highlands. The PO will be responsible to lead the day-to-day implementation of multiple projects in Ghor Province. 

Job Description

Under the supervision of the WASH Manager, the Roving WASH Officer is responsible for frequent travel to all field locations, build the capacities of WASH team on sanitation and hygiene promotion approaches, and new practices in Afghanistan to collaborative work toward the improvement of sanitation and hygiene awareness of the community and pupils in the schools. Besides, the Roving WASH Officer will need to work closely with external and internal stakeholders including local government departments, communities, CRS Senior Project Officers, Livelihoods Field Officers (Engineers), Livelihoods Field Agents, Education manager, and CRS Program Managers to bring holistic impacts in water, sanitation, and hygiene (WASH) sector.

Roles and Key Responsibilities

  • Directly responsible for monitoring the implementation of field-based sanitation and hygiene activities in all field locations
  • Supervise and management of the field staff and their sanitation and hygiene activities
  • Assure effective and appropriate use of training manual, SBCC & IEC in changing behaviors of community in sanitation and hygiene.
  • Supervise& monitor the distribution and use of IEC materials in the target areas
  • Directly responsible for reporting from the field activities and achievements
  • Frequently travel to field location and sharing new lessons learnt and train all WASH team on improved sanitation and hygiene practices.
  • Involved in the implementation of Knowledge Attitude Practice (KAP) survey at the target areas
  • Conduct health, hygiene& sanitation training sat the provincial level
  • Work closely (jointly) with WASH engineers, senior project engineers, and TA for the establishment of new approaches and practices in sanitation and hygiene sectors.
  • Follow up on project progress to achieve set objectives in a given time frame
  • Sustain coordination with pertinent government and non- government agencies and attend related meetings on regular bases at the provincial, district and community level
  • Carry out any other assignment as advised by the supervisor
  • Compile data collected from HH, village and districts on monthly base and submit quarterly progress report.
  • Build the technical capacity of WASH team in integrating water, sanitation, and hygiene to bring the overall impact of the projects.

Job Requirements

  • The Provincial Sanitation & Hygiene Officer should have at least Intermediate or equivalent degree from a recognized institute
  • At least three years of field experience in promotion improve sanitation and hygiene practices
  • Experience in CLTS, 3STAR, WASH EM and PHAST is favorable
  • Experience in working with community and institutions (schools & health facilities)
  • Familiarity with cultures of different Afghan communities
  • Very good interpersonal communication skills
  • Very good skills in conducting training and conveying sanitation and hygiene messages.
  • Basic information regarding Afghanistan MoPH BPHS system
  • Ability to conduct health and hygiene related trainings
  • Ability to implement hygiene and sanitation programs at the community level
  • Must be computer literate and familiar with basic computer software including MS Office and internet use
  • Ability to supervise and manage a team
  • Must be able to communicate well in Pashto, Dari, and English
  • Both male and female candidates must have the ability to travel to provinces of our intervention
 

Job Requirements:

  • Bachelor’s degree/Master of public health/Environmental health/nursing
  • Minimum two years relative experience for master’s and four for master’s with national or international NGOs in Afghanistan.
  • Preferably have a certificate in participatory sanitation and hygiene transformation (PHAST) approach.
  • Knowledge of appropriate sanitation and hygiene promotion experience in compliant with cultures and norms for Afghanistan
  • Ability to work independently and within a team of national and international staff
  • Excellent communication skills and good judgment with regards to problem solving
  • Good attitude and willingness to always learn

Supervisory Responsibilities: None

Key Working Relationships:  

Internal: Senior Project Officer, MEAL Officer, WASH Engineer, Livelihoods Field Agent, WASH TA, WASH Manager & Program Manager

External: Project Participants, Community Leaders, and other Community Members.

Required Languages – Fluent in Dari, Pashto and working knowledge of English

Travel - willingness to travel to all filed locations of remote communities in of Ghor, Bamiyan and Daikundi districts at least 4 days a week.

  • Possess initiative and ability to adapt and cope with pressure and challenges.
  • Microsoft office 365 basic knowledge (Outlook 2016, Excel Online, Word Online, Microsoft Teams)
  • Microsoft SharePoint online usage and experience
  • Microsoft OneDrive usage or any other similar cloud base technology usage experience
  • Basic knowledge on understanding the internet security and data privacy (phishing, Spam, Malware, Virus, Content Filtering)
  • Understanding of basics on Intranet usage and protocols
