Job Description

Treasury Management:

  • Manage bank accounts activities including negotiation of fees, interest and currency exchange rates.
  • Preparations of timely preparation, review and approval of all monthly bank account and cash reconciliations.
  • Design, implement, and monitor systems, procedures and reporting necessary to maintain on a current basis.
  • Coordinate with programme departments on monthly Cash Requests from provincial offices before cash transfer, and ensures that appropriate balances are maintained to facilitate grant implementation.
  • Development and implementation of a FX monitoring plan to minimize the organizational foreign currency gains and losses.
  • Develop and Implement controls over cash floats kept within the office and ensure that it is within the established minimum and maximum levels as well as to keep the cash safe at all times.
  • Ensure that sufficient cash is available to meet immediate operational needs at Head Office level in close collaboration with other finance/accounting staff.
  • Prepare weekly and monthly cash flow projections in order to anticipate cash needs and request appropriate decisions regarding cash transfers and currency conversion.
  • Prepare weekly and monthly cash reconciliations for review as per monthly cut off timelines.
  • Liaise with banks on opening of new bank accounts, obtaining bank statements and/or proof of payment, changing signatories and negotiation exchange ratesAccounts & Records:
  • Maintain and monitor staff, customer (donor) and supplier accounts to ensure that correct balances are reflected in the financial management system.
  • Preparing payments vouchers and ensure that payments are executed in accordance with their due dates, contractual obligations and statutory requirements in case of remittance of government taxes.
  • Ensure optimal utilization of the financial management system to determine correct vendor balances and payment due dates.
  • Ensuring of all receipts, payments, expense reports and other financial transactions have been correctly captured into financial management system in a timely manner.
  • Checking and verify forms and vouchers in order to ensure that they are properly completed; the required supporting documents are attached and that they are duly approved in line with the approval authority limits in place.
  • Ensure that accounts payable accounts are reconciled with vendor statements and that payments are made only after the reconciliation has been completed.
  • Ensure that funds transfers between banks and to provincial offices are done in a timely manner and in accordance with the requests from the field.
  • Update monthly average and closing exchange rates in accordance with established procedures.
  • Maintain orderly and up to date financial records in sequential filing system.
  • Maintain the cheques dispatch register as well as a log book of documents submitted to the accounts payable office in order to guard against loss and establish accountability.
  • Undertake any other duties as and when required by the line manager and/or overview manager.
  1. Capacity Building
    1. Regular review of existing systems, policies, procedures and internal controls of the Treasury Service pillar.
    2. Ensure adequate flow of information within the organization to facilitate smooth functioning of Treasury Service pillar system and processes.
    3. Conduct performance appraisal for all Treasury Service pillar staff
    4. Identify capacity gaps and training needs for different categories of Treasury Service pillar staff.
    5. Provide, coordinate and organise trainings and refresher courses on treasury Management
    6. Provide orientation to new joiners to help them understand the treasury systems, policies and procedures
  2. Compliance and Support Visits and
    1. Perform due diligence assessments of new SARAFs and Banks.
    2. Ensure full compliance with counter terrorism and money laundering polices.
    3. Make trips when required to the district and provincial offices to support staff and report to the Line Manager on major shortcomings
    4. Make sure all treasury service pillar expenses are relevant and within the annual approved budget
    5. Prepare work plan, budget, and reports for treasury service pillar
    6. Collaborate and cooperate with the other managers in regard to administration matters
  1. Peoples Management
  1. Provide effective leadership, good communications, active and positive support and promote a positive team spirit within the treasury service pillar
  2. Ensure that Treasury staff have their job descriptions, clarity in roles and responsibilities, schedule of duties, perform duties as agreed.
  3. Undertake performance appraisals meetings and weekly meeting with all provinces.
  1. Reporting:
  1. Prepare treasury weekly, monthly and ad hoc reports.
  2. Monitor compliance and consistent application of treasury policies and procedures
  3. Supervise and streamline the all treasury functions and ensure that these are performing    smoothly and systematically.
  4. Actively participate in the formulation and review of treasury policies and guidelines.
  5. Participate and contribute during reviews and audits.
  6. Provide weekly report on work plan to the Line Manager & Overview Manager
  7. To immediately inform your line manager for any financial irregularities of which you may become aware.

Undertake any other duties as and when required by the line manager and/or overview manager.

 

Job Requirements

PERSON SPECIFICATION

Education/ Training

Bachelor’s degree in finance, business or related discipline and/or studying towards a professional accounting qualification.

Work Experience

More than 5 years of professional experience in finance/accounting with strong emphasis on treasury management.

Afghanaid seeks a responsible and dependable Treasury Manager with strong initiative, judgment and adaptability as well as excellent skills in communication, organisational, interpersonal relations, decision-making, financial management and reporting.

Specifically, the holder of this position should also demonstrate the following:

    1. Proficiency in computer software including Accounting Packages, MS Office etc.
    2. Advanced MS Excel knowledge and ability to slice and dice numbers using excel functions such as pivot tables/charts.
    3. Working knowledge of budget development, monitoring & control as well as treasury management.
    4. Knowledge of generally accepted financial accounting and treasury management.
    5. Advanced knowledge of internal controls and donor rules and regulations
    6. Ability to deal with difficult, often challenging work situations.
    7. Behavioural role model for peers and fellow team members.
    8. Competent to work with significant levels of autonomy and able to meet tight deadlines.
