Overview of position

Treatment of severe acute malnutrition (SAM) is one of the key components of PND activities serviced through BPHS NGOS. It is primarily implemented in the emergency affected provinces where the prevalence of SAM is high. The services will be expanded as part of emergency response once there is emergency induced SAM cases. Therapeutic nutrition supplies (e.g F-75, F-100 and RUTF) are core elements of the services. PND manage the overall supply chain including forecasting, requesting, distributing, and collecting the reports on a quarterly basis.

Purpose of the post:

The main objective of this assignment is to support PND to manage quality IMAM services delivery as inpatient care and outpatient care. Also, to manage the therapeutic supply and minimize the nutrition supply stock outs through improved nutrition supply management system. The technical assistance will also be responsible for emergency related activities in PND including coordinating with Nutrition cluster. 

Job Description

Context:

Under the overall supervision of the Senior DTM Programme Coordinator and direct supervision of the DTM Operations Officer in coordination with the Head of Sub-Office, the Team Leader will be responsible for the following activities, according to the procedures and training provided by the DTM management team.

Core Functions / Responsibilities:

  1. Plan and lead all flow monitoring activities in the targeted border crossing points in close collaboration with the DTM Operation assistant, and Operational Officer.
  2. Prepare the plan for the FMP enumerators and provide the flow monitoring report to the DTM Operation Assistant, Coordinator, or Operational Officer on a daily basis.
  3. Supervise and evaluate the FMP Enumerators and share your feedback with the DTM Operation assistant, or Operational Officer on a weekly basis.
  4. To accompany the FMP enumerators in their daily tasks and help them to improve their daily work.
  5. Contact the FMP enumerators on a weekly basis to discuss the surveys and modify their work plans according to the circumstances.
  6. Daily Follow-up on the work of the enumerators and update the reports on a daily basis.
  7. In collaboration with the team, prepare and organize the data/information flow as per IOM procedures and ensure its accuracy.
  8. Compile and ensure data are archived and transferred in due time to the DTM Operation Assistant, or Operational Officer.
  9. Coordinate the flow monitoring survey with the IOM CBRR and DoRR staff in the Border Crossing Points on a daily basis.
  10. Supervise the data entry process and ensure that the data is encoded in the system in a timely manner, as well as assure the accuracy of the data encoded.
  11. Ensure the quality of the information collected by systematically verifying and correcting the questionnaire/form at the end of the interview/registration
  12. Liaise and build a good relationship with different data sources at the border crossing points, including but not limited to various humanitarian partners, INGOs, and governmental partners.
  13. Report daily on the activities conducted and the realities/issues encountered to the DTM Operations assistant or DTM  Operations Officer and make relevant recommendations.
  14. Respect and follow IOM’s Data Protection Principles.
  15. Perform other duties as they might be assigned.

Job Requirements

Required Qualifications and Experience

Education

Bachelor’s degree in social science, Business Administration, Data management, Information Technology or any other related fields from an accredited academic institution with one year of relevant professional experience.

High school diploma / Certificate with three years of relevant experience.

Experience

  • Experience in conducting community and household assessments and surveys.
  • Experience in managing and supervising teams in the field.
  • Previous experience in working with or liaising with the Afghan Government, UN agencies, NGOs and military counterparts is an advantage.
  • Experience with GPS and mobile data collection technologies, including KoBo or Open Data Kit (ODK) applications, is an advantage.

SKILLS

  • Ability to conduct an interview, administer a questionnaire or register a person with neutrality, empathy and professionalism.
  • Demonstrated knowledge of Excel, Word, PowerPoint, Google Earth, internet and email is required.
  • Excellent knowledge of the geography and culture of his/her designated geographical areas of operation – residence in the same geographical area of operation is preferred and an advantage.
  • Attention to details.
  • Demonstrated ability of confidentiality.
  • Accuracy.

Languages

  • For all applicants, fluency in English is required (oral and written).
  • Working knowledge of Pashto or Dari is required.
  • Fluency in all national language(s) are highly advantages.
