Job Description

The Surveyor and Scope Registration Officer is expected to Survey the target communities for Unconditional Seasonal Support project to select eligible beneficiaries for the targeted areas. She/he will Performing the job independently, considering the humanitarian value, and must not be manipulated by district authorities during the survey.
The Registration Officer will liaise closely with the project staff in all the Location to ensure smooth registration of Beneficiaries and issuance of Scope cards.

II. MAJOR DUTIES & RESPONSIBILITIES:
• Collect data from target areas through filling survey forms(online/offline) System and sending it back to the stakeholders.
• Conduct awareness and provide mobilization according to HEERO and WFP Manual on a community level.
• Survey the target communities to select eligible beneficiaries for the targeted areas.
• Select beneficiaries, considering the WFP vulnerability criteria and guideline.
• Keep records of selected beneficiaries and providing daily reports.

• Travel to the targeted districts and villages/areas.
• Assist in data collection, including household-level assessment verification, distribution and post-distribution monitoring, food and cash monitoring, other surveys and assessments as needed.
• Conduct beneficiaries’ identification and selection survey in all the targeted districts of Kapisa province.
• Support the overall monitoring of program activities, follow established M&E protocols.
• Collect the beneficiaries’ information as per the pre-designed template or as required for SCOPE registration system.
• Cross check the information provided by the beneficiaries such as NIC/Tazkera number with original NIC/Tazkera.
• Get approval of the selected beneficiaries from the beneficiaries’ selection committee.
• Monitor food and cash distributions to ensure that intended materials/cash are distributed to registered beneficiaries and as scheduled.
• Verify distribution figure and information.
• Submit reports on distribution/activities monitoring result, challenges faced and lessons learned.
• Record and document beneficiary/community feedback, in line with Community Feedback protocols.
• Perform any other activity assigned by project supervisor.
• Maintain proper hard and soft filing system of all related documents.
III. QUALIFICATIONS: (Minimum Requirements)
A. EDUCATION:
At least High School (12th class) graduate, university degree is preferable.
B. WORK EXPERIENCE:
At least two years’ experience in emergency response programs and related fields.
Previous work experience with WFP projects will be a bonus for the candidate.
C. SKILLS:
• Interpersonal and communication skills
• Data management and documentation skills
• Computer literacy and good command of word processing and spreadsheet and other database related programs.
• Assessment, distribution management, community mobilization and report writing.
D. Languages:
• Fluent in Speaking and writing of national languages.
• English language skill (Reading and Writing) is must.
E. GENERAL:
Good level of communication skills, conflict resolution and decision making capacities. The position will be required to travel to all project areas and willingness to work under heavy pressure to meet tight deadlines and deliver high-quality work on time.
