Established in 1934, the Afghan Red Crescent Society (ARCS) is an independent, humanitarian institution which has been recognized by the government of Afghanistan as an auxiliary to State agencies. ARCS play an important role in delivering disaster response services. Under the 2016 Red Crescent Law, ARCS carry out its activities in accordance with the principles of humanity, impartiality, neutrality, independence, voluntary services, unity and universality. Among others, ARCS have the duty to provide assistance to disaster-affected communities, supply emergency shelter, and distribute relief items to vulnerable people. Through its network of 7 regional branches and 34 provincial branches and more than 20,000 staff and trained volunteers, ARCS is amongst the few national organizations with nation-wide outreach and access. Over the past decades, ARCS has managed to uphold its neutrality and enjoys acceptance enabling its teams to carry out principled humanitarian action across the lines of conflict, including in the large portions of the territories controlled by armed opposition groups. With the support of its Red Cross Red Crescent Movement partners – the International Federation of Red Cross and Red Crescent Societies (IFRC), the International Committee of the Red Cross (ICRC) and Partners National Societies like the Norwegian Red Cross – ARCS has also strengthened its management systems, procedures and partnerships to respond to emergencies, upon request of the public authorities or under its own initiative.

 

Job Description

Purpose

Supply Chain Officer 1 carries out order fulfilment activities in accordance with service level agreements. S/he ensures that all customers’ needs are understood,

met, delivered and well communicated.

 

Main Responsibilities:

Functional Responsibilities:

  • Monitor’s material resource planning (MRP) suggestions, analysis supply and demand, and takes appropriate actions to improve forecasting accuracy.
  • Maintains the forecast by monitoring and adjusting the AA/I5 when needed and making sure that all other forecasts I1/I3 are reflected on JDE based on the client requests and CDP validations.
  • Decides on order fulfilment based on the delegation’s stocking strategy per product category, and in accordance with the priorities identified together with the requesting departments and logistics team, to ensure the most effective and efficient inventory management.
  • Sets and updates the MRP system parameters and item settings in the JD Edwards software.
  • Manages the monthly upstream ordering process by analysing and refining normal and donation orders.
  • Manages the treatment of MRP messages.
  • Manages and support the prioritization of upstream orders.
  • Manages the replenishment of contingency stock on subsites.
  • Is responsible for the delegation’s consolidated demand figure; proposes and monitors buffer stock based on own analysis. Maintains the contingency stock items list in line with delegation policy.
  • Is the logistics focal point in the delegation’s demand planning process.
  • Analyses items’ historical behaviour and forecast accuracy, and provides requesting departments with the results, main trends, and deviations.
  • Supports focal points within the requesting departments in making and correcting their monthly forecasts.
  • Is part of the global planning network, helping to build and improve demand planning practice across the organization.
  • Helps reduce the variability of demand by supporting the Supply chain Coordinator in implementing tools for the customers.
  • Contributes to supply chain support for an assigned geographic area or specific group of products.
  • Manages to present health Bilat meeting and prepare health slides for monthly CDP presentation.
  • Ensures that the priorities set by the Supply Chain Coordinator(s) are followed.
  • Monitors logistics dashboards and provides statistics on weekly basis.

Job Requirements

  • University degree or technical degree or equivalent experience in logistics, administration.
  • Good command of spoken and written English and the local working language.
  • Computer literacy; good knowledge of Microsoft Office.
  • Knowledge of enterprise resource planning software is an asset
  • 2 to 4 years of experience in a similar field
  • Openness to learning and improving existing procedures based on need
