About People’s Action for change ( PAC )

People’s Action for change is a not for profit, non-governmental organization with a mission to work with the poor, excluded and marginalized sections of the society by empowering them to lead a life with dignity. PACo priority objectives includes empowerment of people through community organization and capacity development, promoting rights of women and children, ensuring livelihood options to end hunger and food insecurity and respond to calamities and conflicts through humanitarian assistance. PACo strategically expanding its program and intervention to support most vulnerable population to Qushtepa district of Jawzjan provinces, with focusing vulnerable women headed households. For implementing planned intervention which will be focusing on lifesaving through humanitarian response on improving participating household nutrition and household income. Thus, PACo, planned to recruit monitoring and evaluation officer considering the conditions and requirement state in this announcement. The interested and competent individual who meet the set requirements are encouraged to apply.

Job Description

1) Community Mobilization and Organization

  • Facilitate opening and introduction meetings with covering communities of Qushtepa district, with community , IDPs, returnees and CDC members
  • Introduce the PACo, project and planned activities to participating communities.
  • Facilitate Identification and selection of project beneficiaries as per set criteria in consultation with relevant participating community, CDC and or leader. Using Kobo toolbox.
  • Mobilize assure that over 80% beneficiary should be selected from women headed household.
  • Facilitate and organize the participating communities (CDCs) to proactively attend planned trainings and orientation
  • Regular visits, monitor and follow up from the ongoing activities and  community leader’s training
  • Assist and support female SO on the community related trainings regular follow up.
  • Keep and maintain the beneficiary contact detail and record for each planned and implemented activities
  • Attend monthly planning meeting and able to extract monthly plan for overall planning.
  • Report the management / line management in regular (weekly) bases.

2) Community Building capacity

  • Regular awareness raising on the project objectives, planned activities and related progress.
  •  Assist on organizing / facilitating capacity building training, orientation, workshop and gathering as per program / project plan, particularly on poultry.
  • Provide regular orientation to communities and participants about project, accountability and complaints response mechanism
  • Facilitated the community review and reflection process and social audit at participating communities
  • Raise awareness on covid 19 and prevention measure
  • Orient the community member on PACo PSEA, AAP policy

3) Strengthen vulnerable community member participation in CDCs/ shura.

  • Facilitate the proactive participation of women through encouraging male community member to assist women attending in community level decision making and involving in beneficiary identification process.
  • Facilitated and conduct project planned capacity building training to community on poultry, rearing, immunization and feeding
  • Follow and facilitate CDCs and community networks meeting regularly.
  • Ensure the record of meeting and other document properly maintained with CDCs/ community network.

4) Coordination with stakeholder.

  • Facilitate the process of meeting and coordination of women participants with local authority, and stakeholders  in consultation project coordinator/ officer
  • Facilitate the CDCs and networks, coordination and linkage in between and with stakeholder.

5) Implement, Monitor and evaluate the project implementation

  • Implement the planned activities project based on project approved activity plan.
  • Visit the project site, project participants and relevant networks, / CDCs on regular basis
  • Support and assist female social worker on implementing women related activities.
  • Regularly monitor the process and progress of implementation.
  • Ensure the implementation of the project is according to planned activities.
  • Ensure the right people as per the project criteria for relevant activity  selected
  • Ensure the receipt of inputs to the female project participants as per planned list
  • Assist the M&E staff on monitoring and evaluation of the implemented and ongoing activities

 6) Plan and Report:

  • Develop monthly and weekly plans in coordination with Project Officer/Manager, Social Organizer and project team member based on project implementation plan.
  • Attend the monthly planning meeting and coordinate with other team member
  • Prepare and submit weekly and monthly progress report to the Project Officer.
  • Collect consent, photo and case study for reporting purpose

7) Other

  • Carry out any other work and activities assigned by the management
  • Mobilize and organize the community for poultry / and project input distribution
  • This JD is subject to change based on project social mobilization and implementation need.
  • Considering the context Female Social organizer should have mahram accompany her during contract period particularly while being in the field.

Job Requirements

  • Graduate, degree from recognized University, preference in social sciences, and other field will be preferred.
  • At least 3 years’ experience in same field and subject preferably with NGOs.
  • Should have adequate community mobilization and organization experience
  • Familiar with Dari, Pasto, Uzbiky & Turkmani languages
  • Willing to commit to the vision and mission of PACo.
  • Prepared to work hard and long when needed to achieve deadlines, targets and quality standards set by the project.
  • Committed to be accountable and transparent to community, line management and as whole to organization.
  • Should have good computer operating skill
  • Good interpersonal skills, flexible, patient and able to mentor others.
  • Able to demonstrate the culture respect of the participating community and follow relevant costume
