Job Description

3. Scope of Work

The incumbent will undertake the following tasks in order to ensure the success of the project: 

  1. Strengthen the application of Social and Environmental Safeguards (SES), including the development and monitoring of the required tools including the ESMP (Environmental Social Management Plan) 
  2. Strengthen the capacity of project staff and partners relating to the SES, the use of the relevant tools, implementation and knowledge sharing 
  3. Ensure appropriate monitoring, reporting and evaluation of relevant SES and ESMP measures and oversee and support compliance with the SES and any ESMP requirements within the context of the project.
  4. Establish/strengthen of a Grievance Redress Mechanism (GRM) and environmental and social risk management, Knowledge Management and Strengthening GRM systems
  5. Knowledge sharing, Communication, reporting and capacity building 
  6. Undertake any other duties as required.
  1. Strengthen the application of Social and Environmental Safeguards (SES), including the development and monitoring of the required tools including the ESMP (Environmental Social Management Plan) 
  • Review and update the ESMF as needed in order to adjust to lessons learned, new information, and/or evolving policies and guidance followed by UNDP, the World Bank, and Responsible Parties.
  • Work closely with UNDP Country Office, World Bank, sub-grant recipients, and Responsible Parties to ensure effective management systems are in place for implementation, including integration into the Management Information System.
  • Support relevant Responsible Parties/Sub-grant recipients in considering options for ensuring that ESMF is embedded in operating procedures, institutional arrangements and roles and responsibilities.
  •  Ensure that sub-project screenings, assessments and management plans are tracked and available
  • Develop tailored ESMF operational tools and checklists as needed.
  1. Strengthen the capacity of project staff and partners relating to the SES, the use of the relevant tools, implementation and knowledge sharing 
  • Strengthen the capacity and awareness of project staff and partners to implement SES and tools 
  • Develop and ensure implementation of a capacity development and training plan for the SES and ESMF.
  • Build the capacity of UNDP Country Office staff, relevant Responsible Parties (including managers at headquarters and branch offices as well as staff at sub-project site level), and Third-Party Monitors
  • Develop training and communications materials in local languages related to SES/GRM 
  • Provide technical assistance to the consulting firms related to SES/GRM so that they can organize national/regional training workshops, and run other capacity-development-related events 
  1. Ensure appropriate monitoring, reporting and evaluation of relevant SES and ESMP measures and oversee and support compliance with the SES and any ESMP requirements within the context of the project.
  • Develop and implement a detailed monitoring plan for the ESMF measures including indicators and the preparation of monitoring reports.
  • Support improved sub-project monitoring, recording and reporting, including tracking of incidents and response measures.
  • Ensure the effectiveness of grievance mechanisms and that all grievances and responses are tracked.
  • Work with Third-Party Monitoring Agents (TPMAs) to ensure that ESMP/GRM implementation is considered in monitoring activities.
  • Review TPMA reports to ensure that all findings and lessons relating to ESMP/GRM implementation have been responded to.
  • Ensure that the grant recipients, contractors, implementing NGOs/CSOs and responsible parties, provide monthly monitoring reports on ESHS performance in accordance with the metrics specified in the respective procurement documents and contracts.
  • Prepare and submit regular monitoring reports on the environmental, social, health and safety (ESHS) performance of the project to the World Bank. These reports should include information on the implementation of the ESCP, the status of preparation and implementation of E&S instruments required under the ESCP, stakeholder engagement activities, and the functioning of the grievance redress mechanism.
  • Ensures corrective actions are identified and issues are addressed as needed if there are potential compliance issues.
  • Provides technical support and assists with quality assurance measures, including spot-checking and screenings of ESMP implementation.
  • Provides technical and advisory support, related to SES/GRM, to Responsible Parties and partners.  
  1. Establishment of a Grievance Redress Mechanism (GRM) and environmental and social risk management, Knowledge Management and Strengthening GRM systems
  • Coordinate with ACBAR to establish international standards for the GRM mechanism involved in the CSOs/NGOs capacity Support project  
  • Strengthen the capacity of GRM focal points in each of the selected CSOs and NGOs and provide support for the ACBAR GRM mechanism
  • Carry out an assessment of the existing GRM mechanisms in the selected CSOs/NGOs for the Capacity Support Project
  • Provide technical guidance in establishing communication channels and to support the hotline numbers, toll-free numbers and feedback and reporting mechanisms.
  • Training and orientation of GRM project staff and CSO participants to help them adapt the existing NGO Code of Conduct on the Prevention of Sexual Exploitation and Abuse (PSEA), Gender-Based Violence (GBV) and GRM options.
  • Establish PSEA GRM organizational committees and a higher-level body for escalation.
  • Provide and report on the GRM compliance requirements of the project as per the agreed timelines in the SES, ESMP, GRM and ESCP
  • Work closely with the UNDP gender focal point, SES specialist and the IRMU (Integration Risk Management Unit) on environmental and social risk management issues.
  1. Knowledge sharing, Communication, reporting and capacity building 
  • Systematically and strategically share experience and lessons learnt, from the SES/GRM capacity-building activities, with team members and broader UNDP Afghanistan Country Office colleagues and donors.
  • Develop progress updates as well as summaries of lessons learnt and present them at relevant key meetings.
  • Collects lessons learned and case examples to facilitate learning.
  • Participates in international, regional or national meetings related to social and environmental standards in humanitarian contexts.
  • Support the organization of meetings, seminars, and other events on social and environmental standards issues.
  • Provide specialized environmental and social safeguards-related inputs to feed into UNDP/World Bank knowledge and learning systems.
  • Perform other related tasks as assigned.

 4. Institutional Arrangement

Under the overall guidance of the ABADEI CSO/NGO Capacity Building Project Manager, and under the supervision of and in coordination with the International SES Specialist and the Social and Environmental Safeguards Specialist (SES), the Grievance Redress Mechanism (GRM) Specialist will ensure that the key results shown in the ESMP (Environmental Social Management Plan), SES (Social Safeguard Standards) and ESCP (Environmental Social Commitment Plan), are achieved. The GRM Specialist will also provide technical support for the implementation of other tasks, social and environmental safeguard oversight, and provide monitoring and reporting on the safeguard requirements as detailed in the UNDP/World Bank Social Environmental Standards. 

 

Job Requirements

Min. Education requirements    

Master’s or Bachelor’s degree in Social/ Political Science, Law, Public Administration, Environmental Management, Gender, Development Studies, or any other related field.

Min. years of relevant work experience   

 Minimum of five (5) years with a Master’s or seven (07) years with a bachelor Degree of relevant experience in Social/ Political Science, Law, Public Administration, Environmental Management, Gender, Development Studies, or any other related field, including solid experience In coordinating and implementing GRM, SES and ESMP in projects

Required skills   

 •    A minimum of five years of relevant experience implementing environmental and social safeguards, including protective measures focused on occupational health and safety, is required.
•    Experience Working with Afghan CSOs/NGOs is required.
•    At least three years of experience in strengthening the GRM and SES system is required. 
•    Relevant experience in producing various reports related to environmental and social screenings, assessments, and management plans.
•    Good capacity for communicating with people from different backgrounds and positions, as well as with local and national stakeholders and authorities.
•    Demonstrated extensive experience in working with grassroots organizations, NGOs and civil society is required. 
•    Proficient use of MS Office (Word, Excel, PowerPoint, etc.) and the internet is required.
•    Proven experience in coordinating and managing GRM/SES/ESMP and in related progress monitoring.


Desired skills in addition to the competencies covered in the Competencies section 

   •    Earlier experience with UN and International organizations will be preferred
•    Practical experience in the field of monitoring and evaluation related to GRM/SES.
•    Experience in coordinating and managing grievance redress mechanisms and CSOs' capacity-building activities in relation to GRM and SES/ESMP. 
•    Experience in working in grievance handling is an asset.
•    Experience working with communities and the NGOs/CSOs sector is an asset.
•    Experience working with international non-governmental organizations (INGOs) or international financial institutions (IFIs) such as the World Bank and Asian Development Bank is an asset.

Required Language(s)   

 •    Excellent writing and speaking skills in English are required.
•    Fluency in Pashtu or Dari is required
Professional Certificates    If required for specific services. For example: ACCA, CIPS, PMP, Law, CCBI (Certificate in Complaint Handling)
