The Aga Khan Agency for Habitat (AKAH), an agency of the Aga Khan Development Network (AKDN) in Afghanistan, on Sunday was introduced as an agency specializing in emergency management and the built environment.

Onno Ruhl, the General Manager of the Aga Khan Agency for Habitat (AKAH), said the program has helped promote standard dwellings for returnees and helped those living in remote regions to find adequate shelter. 

“All these activities I mentioned would be highly relevant in Afghanistan at the present time - that’s why we are here today. We are here because of all of us at AKDN believe that Afghanistan is one of the most important countries in the world for Aga Khan Agency for Habitat to deliver its mandate. 

"We want to build on 22 years of FOCUS’s excellent work, to make remote communities in the mountains of the Hindukush not just safe but for them to thrive. We want to deepen our partnership with the government and in particularly with ANDMA for even greater impact on all Afghanistan,” said Ruhl. 

Afghan officials welcome the move and pointed out that Afghanistan deals with a wide range of regular natural disasters. 

“We are in the first or second position among ten countries which have a lot of natural disasters,” said State Minister For Natural Disaster Management Najib Aqa Fahim. 

“Restoring degraded land means better lives and incomes for farmers and pastoralists and less pressure on people to migrate to cities. We see this ethic of partnership,” said Nurjehan Mawani, the Ambassador the AKDN in Afghanistan. 

“We can see some very alarming numbers that are coming from various reports, based on the World Bank and the The Global Facility for Disaster reduction and recovery report which was produced in 2017; we can see that in Afghanistan annually we have 560 people on average who lose their lives due to earthquakes; floods are threatening their lives and poverty is also impacting 800,000 people. 

“Based on the report, 10,000 kilometers of roads in Afghanistan is under threat of avalanches which happen every year; the effect of drought is very significant. Based on a report, $280 million in agricultural losses are sustained annually and if you go to rural areas, the impact is indeed very challenging,” said Shodmon Hojibekov, CEO of Aga Khan Foundation for Habitat. 

In Afghanistan, the Aga Khan Agency for Habitat (AKAH) − previously Focus Humanitarian Assistance − engages with communities living in remote mountainous areas to increase their resilience to natural disasters and complex emergencies.  

The Aga Khan Agency for Habitat also supports communities to utilize an enabling habitat to enhance their health, education and economic development. 

The approach is to predict where possible potential emergencies may impact homes and livelihoods, identify structural and non-structural interventions that can prevent or mitigate the impact of those hazards, and to build the capacities of communities and local and national governments to reduce their vulnerability to risk and to increase their capacities to help their neighbors.  

To enable this, AKAH implements a wide range of disaster prevention and response initiatives in local communities, including disaster preparedness training, vulnerability assessments, risk mitigation activities and disaster relief efforts. 

Job Description

Overall purpose of the job:

The Site Engineer will help the team on the conducting needs assessment and technical survey of the beneficiaries houses for identification of most needed people for both transitional and repairing and upgradation of their shelter. These staff will be based in AKAH-A Kabul office. Each site engineer will lead and manage the 25 Shelter construction process (layout implementation, foundation and wall construction, windows and door installation, roof construction, etc…) and train people to build their capacity in the shelter construction.

S/he will work closely with P&B Manager and Contractors or community to ensure that projects are being completed on time, within budget and to the standards, specification and quality that has been approved by AKAH and/or the client. S/he is responsible for the day-to-day supervision of construction process.

MAIN RESPONSIBILITIES AND TASKS:

  • To attend introduction meeting with village decision makers and perform community mapping exercise for any new project, HVRA studies, etc.
  • Manage the field survey for any new construction or retrofitting projects
  • Manage and oversee the day-to-day construction management of the project
  • Ensure effective quality control systems are in place and contractor and engineering consultancy companies work in compliance with technical specifications and AKAH quality standards.
  • Inspection of all ongoing and completed works on various projects
  • Ensure that the contractor is following the contract Quality Control Plan
  • Determine the extent and nature of defects when discovered in the course of construction
  • Use material qualification tests to evaluate the conformance of material with the Technical Specifications prior to construction
  • Monitor in situ material qualification tests provided by the Contractor; and review the test results recommend for further evaluation testing etc
  • Ensure re-evaluations shall continue until it is verified that defects have been corrected before any additional work is performed by the Contractor in the area of the deficiency
  • Ensure conflict resolution and problem-solving mechanism for the projects
  • Monitor and report to Supervisor Construction Management on project details, including progress, risks and opportunities in a timely manner
  • Prepare interim and final project/handover reports and maintain the relevant project records
  • Provide full support with all details and forms required for HVRA, Re-HVRA or Habitat Assessment studies including Identification, design, estimation cost and implementation of mitigation projects in each assessed village
  • Adhere to Safety Standards and promote safety culture among the ranks throughout the Company
  • Provide full support in development of VDMP
  • Performs Level 0/1 survey for the AKDN facilities and Level 2/3 survey for the projects
  • Perform activities related to the AKDN Safety Guideline
  • Writes and presents reports, proposals and application on timely basis
  • Travels regularly to building sites, proposed locations and client meeting
  • Diagnose construction or machinery problems
  • Inspect and test material and machinery for safety

Job Requirements

(SPECIFICATIONS (MINIMUM REQUIREMENTS):

Education: A bachelor’s degree in civil engineering, or related discipline from a recognized national or international university.  Certification of specialisation in construction project management will be considered an asset.

Experience:

  • 3+ years of experience in relevant field with 1+ year of experience in construction site management with credible organization or institution.
  • Experience in planning, implementation, monitoring, and supervision of new construction (relatively complex projects)
  • Excellent and proven experience in dealing with contractors, labors, vendors, and project partners

 

Skills:

 

Technical Skills:

  • Functional knowledge of computer assisted design (CAD) software.
  • Complete knowledge of construction drawings (architecture, structure, MEP), BoQ, technical specification.
  • Skills and complete knowledge of on-site control and in-site tests.
  • Excellent writing and communication as evidenced by a body of written work.
  • Understanding of safety guidelines.
  • Attention to detail.
  • Familiar with the area of Khost and Paktika provinces.

Willingness to travel in-country, at any remote areas where the projects are under implementation. S/he should respect the cultural sensitivities of the project locations.
