Job Description

Generic Responsibilities:

  • Ensure compliance with NRC policies, guideline and standards.
  • Ensure compliance with Shelter strategy, tools, handbooks, guidelines and standards.
  • Shelter officer specific technical responsibility for implementation of technical activities of the project.
  • Shelter officer specific technical responsibility for tracking of financial expenditures for technical activities.
  • Shelter officer specific technical responsibility for the quality control and monitoring of project activities.
  • Provide specific technical support and capacity building towards project staff.
  • Provide specific technical analysis and feedback to NRC representatives in coordination forums.
  • Assess, promote and document ideas for technical improvement and further program development options.
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific Responsibilities:

  • Quality control of all construction activates at each stage of the progress- travel regularly to all the sites of implementation of shelter activities, ensuring that all activates are in line with norms and standards.
  • Provide on job training to the shelter beneficiaries.
  • Monitor and document the implementation of project activities done by implementing partners and/or contractors (plan of action activities, contracts, financial expenditures and project documentation).
  • Conduct quality control and provide technical support to implementing partners and/ or contractors.
  • Responsible for: assessment, vulnerable beneficiary selection, project planning, implementation and monitoring for shelter construction activities.
  • Participate in field missions, shelter activities monitoring, and technical assistance to beneficiaries.
  • Collection and analysis shelter data and report.
  • Provision and completion of all field related forms, contracts and retain in profile.
  • Prepare reports on weekly, monthly and require base as well.
  • Conduct the meeting with community/or village elders, Maliks, local authority and other stakeholders at filed level.
  • Provide the technical progress reports, mid-term and final reports.
  • Ensure that vulnerable displacement affected families have shelter to upgraded and winter friendly dwellings also shelters upgraded.
  • Participate in NRC staff seminars and training, when scheduled.
  • Properly operate the NRC assets (HF, VHF, Computer and set phone…. etc.)
  • Support Emergency Coordinator. Or PM to Prioritize the emergency activities in different region such as field assessments, distribution, responses, PDM, risk monitoring, HR, Finance or Logistics and coordination.
  • Any other tasks as assigned by the immediate superior.

 

Job Requirements

Generic Professional Competencies:

  • Graduated from Engineering University (Civil Engineering).
  • At least minimum (3-5) Years of experience working with NGOs in Shelter Field.
  • Experience with field level coordination with national/international organizations.
  • Experience from working within technical expertise area in a humanitarian/ recovery context.
  • Familiar with designing, implementing and monitoring of construction projects.
  • Knowledge of international standards code for building material and testing.
  • Previous experience from working in complex contexts.
  • Documented results related to the position’s responsibilities.
  • Core competency expertise.
  • Experience in emergency interventions.
  • Familiar with Urban Shelter standards.
  • Excellent communication skills.
  • Computer literacy.
  • Fluency in English and local language Pashto and Dari.
  • Able to express your ideas clearly and confidently in speech.
