About PU-AMI

PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. PU-AMI’s main objective is to contribute to reduction in morbidity and mortality, and provide emergency relief to those in immediate need in order to help them regain their dignity.

Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. PU-AMI teams currently deliver the integrated health care, combined with nutrition, psychosocial support; water, sanitation and hygiene (wash), as well as trauma services. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond.

Globally, PUI provides assistance to around 6 million people in 23 countries and across 5 continents: Africa, Asia, Middle East, Latin America, and Europe.

Field medical team

Responsibilities and particular assignmentsمسؤلیت ها و وظایف مشخص

  • Participate to project design and proposal writing regarding trauma care sector for PU-AMI Afghanistan, under the supervision of the Deputy Health Coordinator.
  • Supervise the implementation of trauma care activities/projects, including financial and technical follow up.
  • Monitor and support trauma care projects by frequently doing regular field visits to field.
  • Ensure proper capacity building for the health staff involved in trauma projects and organization of internal or external trainings related to trauma.
  • Review, analyse and finalize monthly, quarterly and project reports drafted by the field teams, including narrative, epidemiology, and quantitative and qualitative indicators.  
  • Assure coordination and representation amongst health partners particularly in the field of trauma care.

Objective 1هدف اول : Technical Support in development and implementation of trauma projects

Main activitiesفعالیت ها/ وظایف عمده:

  • Propose and design new  projects related to trauma care
  • Write/participate to writing of concept notes/proposals
  • Develop new trauma care projects action plans and review existing once.
  • Support field teams in the implementation of trauma care activities,
  • Participate in the quality improvement review/analysis of trauma projects,
  • Trauma care related project activities -budgets follow-up,

Objective 2هدف دوم: Support medical teams on the field in implementation of ongoing trauma activities

Main activities فعالیت ها/ وظایف عمده:

  • Follow up of implementation of trauma care activities in the provinces.
  • Analyze developments and suggest actions for improvement of health related activities at field level.
  • Regular supervision field visits to PU-AMI projects in the provinces and production of supervision reports and recommendations after each visit.
  • Provide guidelines, SoPs and protocols to the field health team for activities related to trauma care topics and review existing once.
  • Provide relevant technical support to the field trauma care specialists and technical teams for activities related to trauma care topics.
  • Update health field teams on new changes regarding trauma project implementation, if any.
  • Follow up the implementation of the trauma care M&E plan in the provinces
  • Capitalize on field experiences by using lessons learnt from one province/project to provide insight and recommendations to another province/project.

Objective 3هدف سوم : Ensure proper capacity building for the staff involved in trauma projects

Activities/Main duties  فعالیت ها/ وظایف عمده:

  • Analyse trauma projects’ health staff capacities and gaps, based on project implementation results and health staff performance evaluation.
  • Develop capacity building plans for trauma care specialist’s technical teams and for health facility medical staff to improve the quality of trauma care given in supported by PU-AMI health facilities.
  • Assess the training needs and propose related training for trauma project staff; internally and externally organized.
  • Develop internal curriculum and training material for BSL/ALS trainings.
  • Develop pre and post training follow up tools.
  • Organize and/or participate in different external or internal trauma related training activities.
  • Participate in relevant ToT trainings on national and provincial levels.

Objective 4هدف چهارم Ensure external coordination with trauma stakeholders, in close collaboration with the Deputy Health Coordinator and internal coordination

Activities/Main dutiesفعالیت ها/ وظایف عمده:

  • Represent PU-AMI in external meetings (Technical working groups, task forces, etc.),
  • Participate to the improvement of the National Trauma Protocols, in collaboration with Health Cluster / INGOs / MoPH, etc.,
  • Participation in MoPH meeting related to trauma care.
  • Assure the recognition of PU-AMI inputs in these fora and task forces.
  • Analyse and share guidelines, policy, strategy and tools related to trauma care.
  • Analyze of MoPH policies and strategies related to trauma care.
  • Ensure that PU-AMI trauma projects are harmonized with MoPH policies and recommendations.
  • Attend and/or ensure participation on the meetings, workshops and other events organized with others partners (UNICEF, WHO, UNFPA, NGOs, etc.) on trauma care.
  • Investigate and collect information on the possibility to attend of external training related to trauma care.

Internal Coordination:

  • Actively collaborate and coordinate with Deputy Health Coo and Technical officers in Health Department on relevant program topics.
  • Participate on the weekly Health Department meetings.
  • Contribute with trauma care program bullet points to the PU-AMI Kabul Office coordination meetings.
  • Prepare herself and participate on quarterly/ bi-annual review meetings.

Objective 5هدف پنجم : Reporting

    Activities/Main dutiesفعالیت ها/ وظایف عمده:

  • Facilitate collection and report-drafting of trauma care components on a monthly basis.
  • Facilitate collection and report drafting of other trauma care  related projects (Emergency project, BHA, ECHO, etc.), on a monthly basis.
  • Review, analyze and finalize monthly, quarterly and project reports drafted by the field teams
  • Revision of different trauma care projects’ report-drafts, seek clarifications with field teams, and finalization of relevant monthly and other reports to relevant stakeholders.
  • Submission of consolidated of reports to relevant health and trauma stakeholders, on national, regional and provincial levels.
  • Receiving feedback from relevant authorities and transferring their findings to the field.
  • Contribute to interim and final projects’ reports.
  • Receiving feedback from relevant authorities and sharing with field team.
  • Develop systematic feedback based on the reviewed monthly trauma reports and sharing with field team for improvement of the trauma program on monthly basis
  • Develop and share monthly/quarterly feedback with the project team
  • Uploading trauma activity report to online reporting HUB

Job Requirements

Qualification/ Requirements تحصیلات و شرایط لازمه

  • Education as medical doctor with specialization of Orthopedic - Traumatology, Intensive care or General Surgery.
  • Certification of trainer on BSL/ASL
  • Relevant training experience.
  • Experience with INGO/ NGO, an asset
  • Flexibility and ability to work under pressure, in challenging security environments.
  • Good interpersonal skills, motivation for teamwork.
  • Full proficiency in MS office
  • Good knowledge of Afghanistan health policies and strategies.
  • Ability to travel to the field and health facilities.
  • Fluent Pashto and Dari, and excellent speaking and writing skills in English (significant reporting in English).
