Job Description

The Senior Technical Advisor will feed into informed policy setting and strategic direction of the programme. He/She will compile and utilize technical expertise from partners and other expert individuals/entities towards quick and informed programmatic decisions by the core group lead by the NEOC director; and provide support to NEOC director in day-to-day liaising with other Government departments/entities for polio eradication interventions.

Duties & Responsibilities

Advise and support NEOC Director with oversight and management of NEOC, including effective functioning of working groups, and coordination and communication with REOCs, PHDs, and other relevant MoPH and Government departments.

Manage and utilize technical expertise of partners and other available entities for developing strategic direction and taking informed decision by the core group lead by NEOC director

Support NEOC in development of National Emergency Action Plan (NEAP)

Support NEOC on tracking progress against NEAP and providing input into course corrections

Prepare for internal and external oversight and advisory forums, including Technical Advisory Group, Independent Monitoring board, Polio Oversight Board and other polio program related meetings and forums.

Maintain awareness of programmatic issues related to the polio eradication across Afghanistan, identify gaps in effective implementation, and advise the NEOC Director and Core Group.
Undertake tasks as assigned by NEOC Director and Core Group

Job Requirements

Doctoral or Masters degree in Medicine, public Health, and/or health Management

· At least 10 years experience in technical and/or management position in a public health program

· Ability to work within a team and excel at collaboration

· Ability to design and implement innovative approaches

· Excellent communication and presentation skills and Afghan languages as well as English language.

· Proper judgement skill in resolving issues.

· Being professional, disciplined and transparent.

· Able to cope with stress and meet deadlines.

· Flexible in working hours and working on off-days.
