Job Description

Position Summary:

The Senior Safety and Access Officer will advise and assist the Country Director (CD), the country senior management team and Regional Directors (RD’s) to develop and implement Relief Internationals Safety Risk Management System (SRMS) across our current and future programming areas in Afghanistan. Fully implementing the SRMS must ensure that Relief International meets the highest possible level of duty of care for those who fall under Relief International's responsibility, extending to our valued partners and communities.

The CSC reports to the CD with a technical line to the Regional Safety and Access Director.

ESSENTIAL RESPONSIBILITIES AND DUTIES

Safety, Security Access Management

  • Assist and monitor the development of country operation safety risk assessments (SRAs); supervise and manage the assessment of safety levels; ensure that the safety level system is current to the ambient context within each programming area.
  • Advise the CD and SMT on available safety management strategies, including the transfer, avoidance, acceptance and/or control of risks.
  • Lead the development of safety plans, including local safety rules (LSRs); standard operating procedures (SOPs); critical incident management plans (CIMPs); and minimum operating safety standards (MOSS)
  • Support the implementation of safety improvement plans (SIPs) and assist in the implementation of staff capacity training plans, including the delivery and prioritization of training modules, specifically personal awareness, and safety training (HEAT/PAST) and incident management team (IMT) training to country operations.
  • Develop and maintain regional safety operating procedures (RSOPs) and support the contextualization of the RSOPs at country and area levels, as necessary.
  • Undertake regular safety audits across programming areas.
  • Ensure informed briefings are delivered to Country and Regional teams.

Screening of media and preparation of daily reports. Liaison with external sources, including Government and security forces.

  • Develop detailed weekly reports identifying key elements of the current context and analysis of potential future trends.
  • Develop a network of key stakeholders to support or programming.
  • Support management of incidents and crises in collaboration with the Country Director and designated HQ Crisis Cell.
  • Supervise the incident reporting system of the field offices and make sure corrective measures are implemented.
  • Collect and analyses qualitative data on the context; support CD/Field Management in their context follow up and analysis through evidence-based analysis; and share with the CD and Regional  Access & Safety Director
  • A Proven track and Ability to produce and demonstrate Access & Safety Management on ground according to Relief International Requirements 

Incident and critical incident management and response

  • Support the establishment and maintenance of the Country CMT.
  • Coordinate the CMT in the event of a critical incident.
  • Manage membership and representation of the CMT are in place.
  • Brief CMT members are fully conversed and trained on their responsibilities and ensure alternate members are available.
  • Assist in the management of safety incidents and provide timely and accurate incident reports.
  • Conduct post-incident analysis for lessons to learn and restructuring of mitigation and response measures.
  • Ability to Provides deep incidents analysis  using the different methods of risk analysis
  • Ability to create incidents Maps using IGIS / Google earth 

Representation

  • Be the focal point for safety coordination between relevant actors.
  • Attend INSO, UN and other relevant external forums.
  • Establish a network of contacts and represent Relief International at meetings.
  • Ensure that Relief International is represented and promoted in a positive position at all times.

Humanitarian Access:

  • Conduct security/access assessments of new areas of operation for Relief International, advising His Line Manager and program teams on contextual change and reporting.
  • Liaison with Government and external actors for safety
  • Collection of information regarding Access and security in all RI’s intervention areas in Afghanistan as well as on safety & security issues concerning Relief International.
  • Taking part at humanitarian access negotiations by RI/AFG at the field offices supporting the program teams.
  • Support RI/AFG field staff in reaching humanitarian access for all RI/AFG intervention areas.
  • Establish a strong network with external stakeholders
  • Regularly advise about RI’s access strategy and ensure it aligns with the program implementation strategy and security protocols.
  • Ensure that regular awareness sessions for RI’s staff are completed (situation updates, security rules and procedures)
  • Ability to design and produce Access training in order to train National & Internal staff
  • Ability to produce access & security management documents & forms  to measure the level of acceptance

Technical support, advice, and capacity building

  • Provide technical supervision and support to all safety staff across the country. Develop their skills and knowledge through constructive feedback, training events and supporting personal development goals.
  • Assist field offices with the selection, recruitment, and professional development of safety staff.
    Provide regular analysis, statistics, and reporting on key developments within the country to the CD.
  • Provide safety steering as part of programme development and during programme implementation, including programme assessments. Identify potential scenarios, indicators of change and key decision points.
  • Conduct ad hoc safety risk assessments.
  • Ensure risk registers identify safety risks where relevant and work with SMT on identifying risk treatments and program or operation access constraints.
  • Act as the focal point for technical advice on procurement and installation of safety-related equipment.
  • Provide strong oversight to consortiums where Relief International is involved to maintain an appropriate level of duty of care.
  • Oversee the travel clearance request system to ensure compliance.

Capacity Building:

  • Follow up the yearly country training plan and work accordingly within the frame of the plan.
  • Organize/supervise specific exercise/trainings for categories of employees as needed, ensuring understanding awareness and compliance of staff with the necessary ways of functioning on their areas.
  • Play a key role in building the capacity of each Safety Focal Point (SFP) /security guard, consistent with the assessed needs.

Safeguarding and Security:

  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure team members operate in a secure environment and know policies.
  • Consistent with RI’s safeguarding and protection policies, ensure all people who come into contact with Relief International are as safe as possible.

Accountability:

  • Relief International team members are expected to support all efforts toward accountability, specifically to our program participants and to international standards guiding international relief and development work, while actively engaging program participants as equal partners in the design, monitoring, and evaluation of our field projects.
  • Team members are expected to conduct themselves professionally and respect local laws, customs, and Relief International policies, procedures, and values at all times and in all in‐country venues.

Job Requirements

  • Relevant university degree (in lieu of degree, at least 8 years’ experience in the safety and security sector not including military experience)
  • At least 5 years in security and safety management, including international safety and security experience in several countries, preferably within the current region.
  • At least two years as a safety and security manager with an INGO at a country or regional level, preferably with experience in high-risk environments.
  • Proven ability to develop and implement effective and contextualized safety and security protocols and systems.
  • Ability to be flexible and demonstrate an innovative approach to safety risk management.
  • Substantial experience in information gathering, analysis and report writing, including conducting and producing high-quality SRAs.
  • Demonstrated experience with critical incident management.
  • Demonstrated experience with delivering effective safety-related training.
