About CRS

CRS began direct operations in Afghanistan in early 2002. CRS maintains four main offices throughout the country: Kabul, Herat, Chaghcharan, and Bamiyan, with sub-offices in of all these provinces as well as Daikundi. The CRS strategic plan for Afghanistan focuses on poverty and risk reduction, human development, and emergency response in rural areas in western and central Afghanistan. CRS works to:

  • Support people, especially girls and women from marginalized communities, gain basic education
  • Support poor rural and peri-urban households to have increased livelihood security
  • Support vulnerable communities to survive shocks without long-term negative impacts on their livelihoods.
  • Support the Water, Sanitation, and Hygiene (WASH) needs of vulnerable households through community-driven construction and rehabilitation projects and hygiene promotion.

CRS launched a high-profile, multi-sectoral livelihoods and WASH early recovery response in July 2021 that will help households meet immediate needs following the recent drought through food security interventions and water source rehabilitation and development.  Additionally, the project will focus on building the capacity and long-term livelihood resilience of participants through training events on simple, low-cost, low-risk, agriculture practices that are proven to yield quick and positive results in a single growing season.  Lastly, the early recovery response features a hygiene promotion component that emphasizes behavior change related to water treatment and storage, as well as household hygiene practices. The WASH response will support communities through participatory approaches to implement small and community-driven infrastructure projects that rehabilitate water sources and facilitate access to safe drinking water. CRS is currently looking for a Project Officer (PO) with a project management background, preferably experienced in managing agriculture or WASH projects in the Central Highlands. The PO will be responsible to lead the day-to-day implementation of multiple projects in Ghor Province. 

Job Description

CRS is seeking a qualified and well-experienced Senior Project Officer (SPO) to supervise the implementation of a complex 2-year program that aims to enhance the resilience of vulnerable populations through a combination of trainings on improved practices for agricultural and livestock productivity, activities to assist farmers in establishing beneficial market connections, and the rehabilitation of water sources alongside hygiene promotion. Under the supervision of the CRS Livelihoods Program Manager for Ghor and Daykundi provinces, the SPO will lead a team that includes technical staff who will manage the Water, Sanitation, and Hygiene (WASH) component of the project and a field team responsible for delivering high-quality learning events on select agriculture practices and marketing techniques. The SPO will have a direct line to senior level management and will be responsible for ensuring that programming activities are consistent with project implementation plans, and address program quality issues as they arise. The SPO will also build relationships with beneficiary communities, work closely with Community Development Committees (CDCs)/Shuras, facilitate coordination with local government agencies, and support the PM to monitor progress, prepare reports, and evaluate results. The SPO will work closely with Monitoring, Evaluation, Accountability, and Learning (MEAL) Project Officers (POs) and be responsible for the timely collection and documentation of relevant project data and information for internal and external reporting purposes. The SPO will take on a leadership role over the Livelihoods team in Lal wa Sarjangal district and will closely monitor team dynamics and work to build the capacity of other staff.

Roles and Key Responsibilities

Support to Project Implementation

  • Ensure that the WASH technical team and all field staff understand the project strategy and technical approach 
  • Work closely with the WASH technical team (Engineers, Technical Advisors, Foremen) to monitor water source construction activities and address challenges as they arise
  • Support the Field Officer who supervises field activities to quickly resolve any social issues related to project implementation that may arise in the community
  • Oversee the timely completion of high-quality community trainings on selected agriculture and hygiene promotion techniques
  • Identify challenges in the implementation of project activities with the team and offer ideas for potential solutions
  • Oversee the timely procurement and documentation of goods and services required by the project according to the Detailed Implementation Plan (DIP) and budget, including accurate submission of purchase requests and other necessary purchasing documentation
  • Coordinate regularly scheduled field visits with Technical Advisors (TAs) to offer farmers timely advice on project techniques

Support to Project Monitoring, Evaluation, Accountability, and Learning (MEAL)  

  • Support data collection and analysis for project indicators
  • Contribute to quarterly and semi-annual reflections on project progress towards indicators
  • Support the collection of regular monitoring data including but not limited to farmer feedback sessions, observation forms, and activity tracking
  • Support MEAL staff with updating the feedback mechanism database and coordinate with PM to follow-up on feedback received

Staff Supervision

  • Directly supervise and build the capacity of the FAs to develop and carry out work plans.
  • Support professional development through individual coaching, reviewing staff performance management plans, and providing trainings as necessary.
  • Provide technical assistance to field staff and beneficiaries.

Teamwork and Relationships

  • Develop and maintain positive relationships with project participants, community leaders, and other community members
  • Develop and maintain positive relationships with CRS colleagues and promote an office atmosphere that promote professional development
  • Foster positive relationships with key stakeholders, including government officials, service providers, vendors, NGOs and other actors in the district
 

Job Requirements

  • Afghan national with a university degree in the field of agriculture, master degree is a plus.
  • Minimum of 5 years related work experience with an NGO or government agency, ideally in the field of agriculture or WASH and for an NGO.

Supervisory Responsibilities: Field Officer, Foreman, Engineer

Key Working Relationships:  

Internal: Lal wa Sarjangal Field Officer, Ghor and Daikundi Livelihoods Program Manager, Ghor MEAL Officers, Heads of Office, Technical Advisors, and MEAL Coordinator

External: Project Participants, Community Leaders and other Community Members, Government Agencies, and other NGOs

Required Languages – Excellent English reading, writing and verbal skills; fluent Dari speaking and writing

Travel - The position will be based in Lal and Dowlatyar with frequent travel to districts project communities but may require occasional travel to other CRS offices in Afghanistan for workshops and trainings.

  • Willingness to be based in Lal wa Sarjangal district and work in field locations, as assigned

Preferred Qualifications 

  • Knowledge of agricultural livelihoods a plus
  • Experience working on water source construction projects an advantage
  • Experience working in rural communities preferred
  • Experience monitoring projects and collecting relevant data.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint, OneDrive, SharePoint, Microsoft Teams).
