Job Description

Job Purpose:

Reporting to the Project Manager, the Senior Project Officer will be based in Kabul and will make frequent trips to the project sites in all three provinces. The main purpose of this role is to support the Project Manager in the Management and Implementation of the Integrated Protection and MHPSS Emergency Response in all three provinces.

Coordination and supervising the project’s interventions; ensuring smooth implementation in all three provinces. Support the Project Manager in planning, budget management, implementation management and supervision of the projects staff. Coordinate and supervise project activities, ensure a smooth implementation according to the project work plan and achieve planned results. Providing Protection and MHPSS expertise support and assistance to the Project Manager and the provincial team to ensure implementation according to technical standards. Coordination of the project activities with all relevant stakeholders, especially Community Development Councils, MoPH/PPHDs, MoE/DoE, Provincial Public Health Hospitals, etc.

Main Duties & Responsibilities:

  • Advise and assist the Project Manager in planning, implementation, budget management, coordination, and stakeholder management
  • Develop monthly work plans and budget planning together with the teams, with support and guidance from the Project Manager and in close cooperation with the finance team
  • Arrange weekly update meetings with the teams in all three provinces, arrange monthly team meetings, and take the minutes of the meeting
  • Regularly update the procurement plans and provide technical assistance to the Operations team in the procurement process and quality control of the project materials. Do regular follow up with the procurement and logistic team for the procurement and delivery of the project materials to the project sites
  • Coordinate all project activities with relevant stakeholders, including project participants, their household members, communities outside of the project, Community Development Council representatives, religious leaders, governmental departments, NGOs, and other national and international institutions, and make sure the implementation is in compliance with the national, organizational and donor’s regulations and policies
  • Support the Project Manager and HR team in the recruitment of members, orientation, and capacity-building of staff
  • Support the Project Manager in developing the procurement plan for the project. Raise the required PRs and do regular follow with the procurement and logistics teams
  • Compile the weekly update reports shared by the Protection Officers and MHPSS Officers and share a compiled version with the Project Manager
  • Actively participate in sectorial meetings of government departments and meetings of other relevant stakeholders in consultation with the Project Manager
  • Assist the Project Manager in responding to inquiries of a technical nature from field staff, the government, donors, and other stakeholders
  • Assist the Project Manager in drafting/developing the project reports including quarterly/project completion report
  • Translation of documents from and to Dari and Pashto

 

HR Management Support:

  • Participate in the recruitment and technical appraisal of all relevant staff
  • Continually assess the quality of work and technical competence of all relevant field staff, and ensure that capacity-building needs are met through training, on-the-job coaching, or other methods, as appropriate
  • Regularly visit all project sites, to assess the performance of staff and quality of the implementation, provide information, encouragement, and technical support as required
  • Support the National Protection Manager and Protection Technical Coordinator in developing technical training materials and capacity-building plans and conduct training for field staff if necessary
  • Facilitate and actively participate in experience sharing workshops and staff meetings at the provincial and national level

M&E Support:

  • Provide support, collect and consolidate monthly reports from the team and regularly submit the monthly progress reports to the Project Manager
  • Support the Project Manager and the M&E Officers to prepare quarterly and annual project completion reports
  • Work closely with the M&E Officers and the team to document and share case studies, success stories and field visit reports as and when required
  • Assist the project M&E Officers in monitoring the activities
  • Carry out joint monitoring of technical aspects of the project with the representatives of different stakeholders and ensure field visits can happen on a regular basis
  • Support the Protection Officers and MHPSS Officers in data collection and data entry of the collected data and report generation

Job Requirements

Qualifications: University degree in social work, psychology, medicine, business administration, or economics.Specialized training in Protection, and MHPSS

Experience:Minimum 4 years of experience in a similar capacity proven experience in project implementation, management, team management and coordination with stakeholders ,Experience in Protection and MHPSS programs

Competency :

  • Ability to provide technical supervision and motivate the project staff, proven skills in mentoring, coaching, and facilitating learning and development of staff and peers
  • Willingness, enthusiasm, and experience in working with vulnerable people, IDPs, and people in the host community. Special focus on Protection and MHPSS services to women and girls
  • Strong understanding of the local context and Islamic perspective on women’s rights
  • Demonstrated ability to think strategically, effectively plan, set priorities, and meet tight deadlines; results-oriented approach to delivering work priorities
  • Strong communication, analytical and report writing skills with fluency in spoken and written Dari, Pashto, and English
  • Good knowledge and experience of Microsoft Office including spreadsheets, PowerPoint, and word processing
  • Teamwork: Committed to working collaboratively with colleagues to achieve project tasks for the team. Willing to learn from others and open to giving and receiving feedback.
  • Proactively: It requires the capacity to take initiative in the development of technical and creative actions which improve results.

Demonstrated ability to provide specialized support to the Project Manager and Field Teams in implementation of the technical aspects of the projects
