About Swedish Committee for Afghanistan (SCA)

SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Job Description

  • Overall management of project including management of human resource, financial/resource, logistic and implementation plan.
  • Technical lead the project related activities in coordination with RMO, RDP and other relevant units.
  • He / She is primarily responsible to establish linkage with community leaders in the target area of project.
  • Represent Swedish Committee for Afghanistan in external and internal forums.  
  • Establish and maintain a good working relationship with all key stakeholders to ensure coordination, partnership, and mutual support at provincial level.
  • Coaching the staff.
  • To conduct project activities on time and regularly visiting the field.
  • Ensure donor compliance is adhered to during the course of project implementation.

  Programme and Budget Management:

  • Supervise and oversee projects operations under his/her direct responsibility to meet targets and goals specified in the projects scope and documents.
  • Responsible to ensure all activities are implemented according to the work plan.
  • Conduct follow up and supportive field visits (60% field visits).
  • Prepare monthly work plan for field staff and execute the plan accordingly.
  • He/she will be responsible for conducting initial and refresher training to CM in coordination with involved units and donor zonal points.
  • Responsible to contribute to timely spending according to budget allocations.
  • Review and refer to procurement plan for the program needs and put in request for the purchase of program related materials.

   Monitoring and Evaluation:

  • Supervise the program, through regular field visits, collection and analysis of information/data and providing feedback for improvement.
  • Ensure data quality and data audit.
  • Track monthly indicators.
  • Ability to contribute to annual/project reports in collaboration with line manager.
  • Prepare and submit monthly activity progress reports.
  • Capacity to conduct observational monitoring during supervision visits.
  • To coordinate and conduct the baseline, Midline and end line assessments on the spot monitoring and post-implementation monitoring.
  • He/ she responsible to participate in project evaluation.
  • Any other job-related duties assigned by respective line manager.

       Coordination with projects Stakeholder:

  • Ensure project stakeholders expectation are well identified, analyzed, and managed during project life cycle.
  • Stakeholders’ engagements are well managed by regular and professional communication to ensure their expectations are met and any issues risen timely addressed. 
  • Attend and participate in all organized meetings with partners.

       Occasional Significant Duties:

  • Perform any other job-related duties assigned by the supervisor.

  • Represent SCA in community level sessions.
  • Keep close coordination with other community groups and rely important information.

Job Requirements

  • Bachelor’s degree in the Field of Civil Engineering
  • 4-6 years of experience in the similar position.
  • Strong communication skills
  • Full working knowledge of English. Fluent in both local national languages.
  • Competent in community mobilization and engagement
  • Ability to work in challenging geographies.
  • Self-motivated pro-active efficient reliable and creative.
  • Report writing skills.
