Overview of position

Treatment of severe acute malnutrition (SAM) is one of the key components of PND activities serviced through BPHS NGOS. It is primarily implemented in the emergency affected provinces where the prevalence of SAM is high. The services will be expanded as part of emergency response once there is emergency induced SAM cases. Therapeutic nutrition supplies (e.g F-75, F-100 and RUTF) are core elements of the services. PND manage the overall supply chain including forecasting, requesting, distributing, and collecting the reports on a quarterly basis.

Purpose of the post:

The main objective of this assignment is to support PND to manage quality IMAM services delivery as inpatient care and outpatient care. Also, to manage the therapeutic supply and minimize the nutrition supply stock outs through improved nutrition supply management system. The technical assistance will also be responsible for emergency related activities in PND including coordinating with Nutrition cluster. 

Job Description

  • In collaboration with UN Specialized Agencies, national and provincial government authorities as well as International and national NGOs, and other Mission related projects, facilitate effective delivery of humanitarian/emergency assistance for emergency/disaster situations; prepare situation reports, apprising of situation to date and specifying requirements of stricken areas.
  • Supervise the implementation of the HAP activities in their area of responsibilities, including assessment and response coordination, facilitating disaster risk reduction activities and shelter interventions
  • Support the HAP and the regional/provincial team in liaising with the local authorities, ANDMA (Afghanistan Natural Disaster Management Authority), Directorate of Refugees and Repatriation (DoRR), provincial and district governors, Chief of Police, ministerial officials, Shura representative, community leader, etc.
  • Ensure office correspondence is maintained in good order (incoming/outgoing filling etc.), organize and manage filing in accordance to program guidelines, and system for documentation (IRF, MSRAF, BDS, Reports) related to the program, including the accurate data entry into the HAP database.
  • Develop a thorough understanding of IOM administrative procedures and programme reporting methods in order to assist the program in ensuring these are employed in accordance with programme requirements.
  • Ensure HAP field staff have a clear understanding and use of all documents/forms, including Multi Sector Rapid Assessment Form (MSRAF), Family Assessment Form (FAF). Beneficiary Distribution Form (FAF) and all other relevant documents.
  • Prepare administrative documents, tracking systems and reporting templates and mechanisms for internal and externals, and ensuring quality reports are prepared and submitted on time.
  • Support the Programme Management team in tracking financial expenditure of programme grants, program milestones and deadlines, ensuring the project outputs are delivered in timely and affective manner.
  • Support field staff in coordination of relief assistance distribution including supervision and monitoring of assessment and distribution, regular field visits to assessment and distribution sites, and mobilization of resources to the affected areas and project implementation sites through coordination with HAP support team in Kabul
  • Develop training plan for HAP regional staff following training needs assessment, mentor/coach and train field staff in the areas identified as need for improvement including HAP processes and procedures, use of assessment tools and overall humanitarian thematic areas necessary for field staff.
  • Facilitate assessments, distributions and supervise field staff a to ensure HAP processes/procedures, criteria in the identification/verification of the beneficiary are in line with HAP manual and project set objectives ensuring timely delivering of assistance.
  • Coordinate the DRR activities with government relevant departments, local authorities as well with CDCs as well as supervise and support DRR teams in implementation of disaster risk mitigation infrastructure and community-base disaster risk management activities
  • Take the lead and supervise warehouses and stock levels in the region and respective provinces ensure warehouse policy is implemented and stocks are replenished regularly to address the needs in the region and provinces.
  • Oversee and closely monitor all distributions including cash base interventions (cash for NFIs, winterization, shelter), and ensure AAP standards are applied and complaints mechanisms are in place.
  • Serve as a main focal coordination with Kabul HAP management and support team ensuring project activities and needs are closely coordinated. Provide feedback and recommendation for improving process/procedures, assessment tools and modification/improvement to HAP database.

SKILLS

  • Good knowledge of humanitarian structure in the region, referrals and clusters level coordination

 

Required Qualifications and Experience

 

Education

  • Completed advanced university degree in Political or Social Science, International Relations or Law, or other relevant field with specialisation on human rights.

 

Experience

  • Five years (or seven years for candidates with first level university degree) of professional experience in the field of emergency response and humanitarian assistance especially in conflict or post-conflict area.
  • Experience at an international level with specialised international agencies (UN Agencies, International Organisations, and International specialized NGOs) and in complex humanitarian operations, including conflict and post-conflict situations.
  • Good knowledge of UN, IOM, International Organisations and NGO mandates and programmes in the area of migrant's rights in humanitarian assistance, post conflict migration and development.
  • Direct experience in the region an advantage.
  • Experience in the usage of office software packages (MS Word, Excel, etc.), kobo /other assessment tools and knowledge of spreadsheet and data analysis is an added advantage.

Languages

  • Fluency in English, Dari and Pashto (oral and written).
