Job Description

Position Summary:

The position of Senior Monitoring and Evaluation Specialist entails broad responsibilities that are central to the university’s mission, programs, and operations. Included among responsibilities are keeping up with the university’s programs that are funded by Department of State, reporting on those activities as required by the donor, advising the Program Manager and Chief of Party about program quality and improvement, and contributing to the conceptualizing and writing of proposals for additional funding by donors.  Because donor relations are of special importance to the university, as is the quality of all of the programs the university offers, this position is of particular importance.  The primary responsibility of the Senior M&E Specialist is towards the Transition to Success (TTS) Program but is expected to also provide M&E support to other USG/PDS-funded programs at AUAF as required.

 

Responsibilities:

  • Developing and implementing Monitoring, Evaluation, and Learning (MEL) plan for the Transition to Success Program;
  • Monitoring other requirements in the performance monitoring plan and work plan for the Transition to Success (TTS) program
  • Working with various AUAF departments to ensure quality data is collected and relevant tracking tools are maintained by the departments;
  • Developing Terms of References for the various M&E activities including but not limited to Baseline and Endline Surveys, Focus Group Discussions and Key Informant Interviews
  • Collecting data from Program Participants and other AUAF Department
  • Developing data collection tools including but not limited to survey questionnaires, KII guides and FGD guides
  • Writing monthly, quarterly and other regular M&E reports as required by PDS; Including baseline/Endline reports and reports for all other M&E activities
  • Contributing to the development of MEL plans of other programs implemented by the Program Management Department;
  • Overseeing the M&E reporting on other grants from the US Department of State, US Embassy in Kabul, and other donor agencies as required;
  • Maintain working knowledge of all the USG-funded programs and grants managed by the Program Management Department at AUAF;
  • Meeting with appropriate persons at PDS regarding program performance;
  • Working with the Communications Department in preparing success stories for submission to USAID as requested;
  • Coordinating with various departments to collect data; creating and maintaining databases and tracking tools to manage data and information;
  • Briefing the President, the CoP, the Provost, and other senior administrators on the quality of TTS program and potential issues that need to be addressed in order to ensure quality;
  • Maintaining a working knowledge of all PDS-funded programs at the university;
  • Participating in contributing monitoring and evaluation components of proposals as may be required;
  • Assuming other assignments as needed and assigned.

 

Job Requirements

Essential Qualifications and Skills:

  • Minimum five (5) years’ experience with USG-funded programs;
  • Experience in M&E and reporting procedures
  • Minimum Bachelor degree in related field
  • Experience in writing reports, project evaluations, and other documents and publications
  • Excellent English language writing and speaking, at university educated native speaker level
  • Excellent organizational skills
  • Excellent interpersonal skills and experience in working in an environment that requires teamwork and collaboration
  • Flexibility and adaptability as needed in an environment that can present challenges 
  • Experience working with donors and donor country representatives regarding contracted work
  • Strong management skills
  • Strong computer skills
  • Strong negotiation skills
  • Problem solving and decision making
  • Knowledge of both Afghan national languages
