About Agha Khan Health Services

Aga Khan Health Service, Afghanistan (AKHS,A), an agency of the Aga Khan Development Network (AKDN), is a long-term partner of the ‘Ministry of Public Health, Islamic Republic of Afghanistan’ for the implementation of “Basic Package of Health Services” in three provinces (Baghlan, Bamyan and Badakhshan), and implementation of Essential Package of  Hospital Service (EPHS) in Badakhshan and Bamyan province. AKHS-A is implementing three Community Midwifery Education Program Schools each in Bamyan, Badakhshan and Baghlan.

 

Job Description

MAIN RESPONSIBILITIES AND TASKS:

Monitoring and Evaluation:

  • Organize, manage and conduct M&E trainings at Kabul and Regions
  • Undertake grant specific monitoring visits to project areas regularly.
  • Undertake evaluation activities such as baseline, midterm, or end of project evaluations in coordination with GHIS members.
  • Support and arrange any external evaluations conducted by consultants
  • Identify performance gaps in program implementation and provide feedback
  • Consolidate documentation of program implementation from regions
  • Develop and review monitoring reports and identify areas for improvement
  • Assist, coordinate and provide technical support to national and regional M&E activities
  • Analyse data for summary and thematic reports on M&E findings, lessons learned, and success stories 
  • Develop an in-depth understanding of the health system in Afghanistan and government and donors priorities in health and devise tools to collect relevant information.
  • Develop and implement data quality auditing mechanism for the health program.
  • Develop and implement quality improvement standards for the health program.
  • Attend meetings, workshops, and conferences as necessary related to the project
  • Conduct field visits as necessary related to the project

HMIS:

  • Set-up an effective data-based health management information system (HMIS) for AKHS-A programs
  • Coordinate the collection of data through the work of HMIS data assistant, compile and consolidate HMIS data from the field to the national level
  • Analysis of the HMIS and together with HMIS data assistant, prepare the monthly and quarterly consolidated report and present the report to the Senior Management Team at the national level.
  • Plan, organize and manage teams to conduct surveys such as Base-line and End-line surveys, document and disseminate to the wider audience. This will involve recruitment and training of the survey team; tools development and piloting; database establishment, data analysis and reporting.
  • Prepare information as requested by Manager Community Health Programs or CEO to meet requirements of AKHS-A headquarters and AKDN in country.
  • Advise CEO and Managers on the quality of information received and used for reports.
  • Coordinate all the HMIS related activities with MOPH and donor agencies.
  • Provide update HMIS formats and tools to program areas.
  • Participate in relevant meetings.
  • Make frequent field visit to ensure the collection of information in the planned manner and provide on job training and technical support to the staff.
  • Give advice and support to the field staff in HMIS related activities and assignments.
  • Work closely with training coordinator to identify the training needs for HMIS and develop an integrated training plan and programs for the staff at all level HFs.
  • Design and conduct HMIS trainings to provincial health teams.
  • Manage the work and training of the HMIS data assistant
  • Given any other assignment by line Manager.

Standard Surveys and Evaluations

  • Assist with HHS and CAAC, including training surveyors, supervising implementation of survey, data analysis and final report, as required
  • Conduct bi-annual Standard Based Management tools evaluation of provincial hospitals.  Develop action plans based on the results and follow-up to ensure implementation.
  • Implement standard MoPH monitoring tools and write monitoring reports as required for relevant projects

Job Requirements

Education:

Medical Doctor or University degree in relevant field.

Experience:

A minimum of Three years’ prior experience of monitoring and evaluation/survey implementation.

Skills:

  • Adaptable and professional attitude with excellent interpersonal and facilitation skills
  • Good oral and written skills in English and local languages
  • Proficiency in Microsoft Office (Word and Excel, Access a plus)
  • Ability to work under pressure and to meet deadlines
  • Self-motivated, pro-active, efficient, reliable and creative
  • Strong interpersonal skills and experience with coordinating and managing other staff
  • Experience working in tough environments with many environmental challenges
  • Experience of report writing, Data management/analysis skills, excellent analytical ability
