The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. Job Description

To maintain strong logistics systems to support the ABADEI project in Afghanistan, safeguarding SCA’s funds and supplies and ensuring their effective use in adherence to SCA policy. The Senior Logistics Officer is responsible for the management of ABADEI project logistics functions, which comprise procurement, fleet management, inventory, and asset management. He/she will be working under the direct supervision of the Project Manager

Main Responsibilities:          

  • Ensure ABADEl's project asset and inventory lists are updated on daily bases and any loss, change in status of assets, or shortage of inventory is reported to the Administration Manager/Senior Project Manager immediately.
  • Support warehouse personnel to make sure an efficient and secure storage system is in place.
  • Maintain effective stock keeping systems, including use of bin cards, stock, or inventory re-order point, tracking, and security systems.
  • Ensure timely delivery or transportation of goods to programs/requestors
  • Ensure proper tracking of all IRC assets including maintenance of asset listing.
  • Prepare monthly logistic reports and share them with the concerned stakeholders.
  • Conduct timely physical count of inventory and make update reporting
  • Maintain a close relationship with Procurement and Finance unit to ensure that payments are processed promptly and accurately.
  • Carry out the day-to-day logistical functions of the project
  • Ensure accurate files and records are maintained to support the requirements of the project and donor.
  • Manage and develop staff capacity working in logistics, including logistics staff in field offices.

Job Requirements

  • Bachelor’s level qualification in a relevant field, or equivalent in supply chain management.

Experience:

  • At least 5 years’ experience in supply chain management including at least two as a logistics manager.
  • Experience working for an international NGO or large national NGO.
  • Experience in handling procurement of assets and inventory using UNDP funding.
  • Experience in managing a fleet of 5 or more vehicles.
  • Experience in dealing with local authorities, and national and international NGOs /UN bodies.
  • Experience in team building and supervision of staff, Strong management and reporting skills, Strong communication and interpersonal skills, Able to work under pressure, Advanced skills in use of Microsoft Word and Excel, Strong flexibility and multi-tasking skills
  • Additional requirements:
  • Excellent computer skills, especially with MS Office packages.
  • Fluency in English and Dari and/or Pashto, both written and spoken
  • Interpersonal and communication skills
