SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Job Description

The Sr. HR Officer will be responsible for the full cycle of the recruitment process of SCA National staff in KMO, including receipt of the job request forms, posting job announcements, receiving and screening applications, and facilitating the written test and interviews, and preparing the recruitment committee report. The position holder will also facilitate employees’ health insurance and will process health cost reimbursement of staff based on HR Policy. The incumbent will also check the work references of the recommended candidates and will negotiate salary as per the SCA salary scale. The senior HR Officer will provide a job offer to the selected candidates. He/She will be reporting to the head of the HR Unit and will supervise up to two recruitment officers.

Main Responsibilities:          

  • Facilitate the full recruitment process of SCA national staff in KMO and provide technical support on the recruitment for the RMOs HR team.
  • Plan recruitment exercises, act as panelists, and train line managers to prepare good standard job descriptions and job requisitions.
  • Ensure that adverts for websites, newspapers, and emails are attractive and well circulated, and posted on notice boards.
  • Manage team to track email and paper applications, long list candidates, prepare and conduct written tests and provide the recruitment panel with shortlisting tools,
  • Ensure procedures are in line with policy guidelines and employee Committees are trained on these policies.
  • Participate in a relevant interview for higher level discuss with Senior Project Manager or notify appropriate HR person in case you are unable to take the interview; properly maintain recruitment-related documents.
  • Prepare panel recommendation summary for approval of Head/Director/Country Director
  • Prepare the offer letters (Conditional and full offer for successful Candidates) notify runners-up, and unsuccessful candidates: negotiate salary and agree on a start date with the successful candidate.
  • Maintain a weekly track of recruitments and generate the monthly report. Share progress and challenges with the line manager on a need basis.
  • Facilitate Health Committee meetings, register medical cases, and generate final report on same on monthly basis.
  • Manage and implement the recruitment module of SCA-HRIS and timely notify any error/shortfall within the system.
  • Comply with and promote the SCA Code of Conduct and all other SCA policies such as policies for safety and against fraud and harassment.
  • To ensure that human rights and gender issues are taken into consideration in all activities and processes.
  • Assist other HR functions/section on need basis and any other task assigned by manager.

Job Requirements

  • Bachelor's degree in business administration, public administration, or any other related field, masters’ degree will be preferred.
  • 5-6 years’ experience in Recruitment, especially within an NGO, UN agencies or similar organizations.
  • Strong interpersonal and communication skills
  • Computer skill at operator level, especially with MS Office packages.
  • Fluency in English and Dari and/or Pashto, both written and spoken
  • Interpersonal and communication skills
  • Supervisory, team worker, analytical, and troubleshooting skills
  • Experience of planning, reporting
  • Ability and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.
  • Honest, proactive and well mannered.
  • Open to Afghan nationals
