Job Description

Position Description:

The Senior Finance Officer (Financial Reporting & Compliance) will be responsible for financial reporting &compliance for both Internal and External users. The main focus area of this position is donor and government reporting and ensuring compliance. The post holder works within the framework of Financial Manual set by DACAAR ensuring all DACAAR policies & procedures, donor regulations, accounting standards and local laws are complied with at all times

Responsibilities:

  • Prepare draft donor and government financial reports.
  • Ensure full compliance with to donors and government rules and procedures.
  • Participate in drafting and revision of donor agreements
  • Prepare and ensure the timely submission of the government required reports and tax returns
  • Support finance in technical team in understanding and using donors and government rules, procedure and requirements.
  • Check and ensure that budgets are used as per the terms and conditions stipulated in the donor agreement.
  • Follow up on donors’ income schedule and reporting timelines and communicate it to finance, grants & communication and program team.
  • Prepare and ensure that grants receivables and payables are properly recorded, reconciled and reported
  • Maintain proper and complete record of grants receivable and payables and reconciled with grant contracts
  • Preparing invoices and cover letter against funds transfer by donors in accordance with donor’s payment schedule.
  • Follow on the timely grant receipts and cost reimbursements from the donors.
  • Maintain complete history document of donor funded projects information both in soft and hard copy.
  • Ensure that withholding tax is submitted and reconciled on timely basis with internal system and tax authority record.
  • Facilitate government tax audit
  • Facilitating all the necessary documents before any internal or external audit.
  • Prepare in time and in desired format audit requirements to ensure that audit timetables and guidelines are adhered to.
  • In consultation with the relevant officers in the organization, support the implementation and clearance of audit issues & recommendations.
  • The holder of this position must strictly follow the organization existing security policies, procedures and daily instructions on the safety of personnel.
  • Any other tasks and duties assigned by supervisor.

Job Requirements

Education / Qualifications and Employment benefits:

Education: Master degree in Accounting, Finance, and or P level of ACCA.

Experience: 5 years’ experience with the International NGOs / UN agencies in closely related position.

  • Financial Planning and financial reporting
  • In ensuring compliance with Government and organizational rules and procedures.
  • Strong professional experience in compliance with donors’ rules and regulations
  • Strong experience in facilitating donors audit
  • Experience in using international NGOs, financial system.
  • Willingness to travel and work under difficult conditions.

Languages: Oral and written fluency in(English, Dari, Pashto)
