Citizen Organization for Advocacy and Resilience, COAR (formally Coordination of Afghan Relief) CoAR is an Afghan, independent, non-political, non-sectarian, and non-for-profit organization established in 1989 and registered formally with the Ministry of Economy.  COAR actively bridges between donors of humanitarian aid and rural Afghan communities severely affected by almost four decades of wars, internal conflicts, natural and manmade disasters, and complexities. COAR endeavors to reach the unreached and embark on strengthening local coping mechanisms to enable communities to find durable local solutions to their local problems and encourage self-reliance and sustainability. COAR works with communities to proactively utilize their own scarce and limited resource in the most efficient and effective way and discourage a culture of aid dependency, except in times of disasters and extreme poverty.  COAR has maintained the access of beneficiaries to basic services with strict observation of humanitarian principles of Independence, Neutrality, and Impartiality in practice.

 

Job Description

The Sr. Finance Officer will be based in Kabul, which is the main body of COAR, and will work under the overall supervision of the Finance Manager with close coordination with Financial Controller and projects coordinators. The incumbent responsibilities include but are not limited to the followings:

Duties & Responsibilities:

-Process monthly payroll and reconcile those with paying agent on monthly basis
-Verify and send invoices (both contractual and non-contractual) for payment to paying agent;
-Prepare petty cash requests;
-Check completeness and accuracy of procurement documents prepared by the administration team;
-Perform monthly cash and expenditure reconciliation with paying agent;

-To feed QuickBooks with daily head office transactions and that of field offices as well

-Ensure compliance with local regulations in respect of financial matters(Taxation, IAS, and others).

-Perform clearance with the Administration team for all advances;
-Keep records of taxes paid by all staff during their employment with COAR.
-Maintain HQ cashbook and perform weekly petty cash reconciliation;
-Assist Finance Manager in preparation of forecasts and budget;
-Regularly update the finance share folder;
-Prepare and review monthly Expenditure Reports and budget versus actual reports;
-Keep Record of all suppliers’ payments;
-Follow up with paying agent on timely payment of suppliers’ invoices;
-Prepare Suppliers invoices for grant disbursements.
-Process, record, and track all EDPs grant payment invoices and follow up with the paying agent for grants payments;
-Verify suppliers and grantee invoices to ensure all expenses are backed by proper supporting documents and are within the allocated budget;
-Manage grantee's account and prepare account reconciliations when required;
-Process invoices from the grantee account
-Undertake any additional tasks and responsibilities that may be assigned by the Corporate Finance Manager.

Job Requirements

-Bachelor's degree in Finance and Accounting and or ACCA is required.
-Preference will give to candidates with a Master's degree
-Minimum of 5 years of relevant work experience in the financial management of donor-funded projects. Previous experience in writing financial reports is mandatory.
Skills:
-Must be fluent in Dari, Pashto, and English.
-Strong team orientation and staff development skills;
-Performance management and improvement skills;
-Good written and oral communication skills, as well as strong interpersonal skills;
-Knowledge of accounting software is mandatory, preferably QuickBooks and advanced excel.
