Overview of position

Treatment of severe acute malnutrition (SAM) is one of the key components of PND activities serviced through BPHS NGOS. It is primarily implemented in the emergency affected provinces where the prevalence of SAM is high. The services will be expanded as part of emergency response once there is emergency induced SAM cases. Therapeutic nutrition supplies (e.g F-75, F-100 and RUTF) are core elements of the services. PND manage the overall supply chain including forecasting, requesting, distributing, and collecting the reports on a quarterly basis.

Purpose of the post:

The main objective of this assignment is to support PND to manage quality IMAM services delivery as inpatient care and outpatient care. Also, to manage the therapeutic supply and minimize the nutrition supply stock outs through improved nutrition supply management system. The technical assistance will also be responsible for emergency related activities in PND including coordinating with Nutrition cluster. 

Job Description

  • Liaises and coordinates, as appropriate with de-facto authorities, and/or personnel including national and local provincial authorities, and police officers as well as non-governmental organizations and other non-State actors in the area of operation.
  • Establishes and maintains relationships with key stakeholders to facilitate principled humanitarian access for IOM project activities.
  • Monitors security situation and access environment at the duty station and in the region and ensures appropriate gathering, verification and sharing of security and access information with the IOM and CTG Security Officers, as well as the Humanitarian Access Officer.
  • Communicates alert bulletins with Mission personnel deployed in his geographical field of scope, using most appropriate communication means (SMS, Email, radio communication or cellphone).
  • Maintains a statistical database of all security and access incidents occurring in the geographical field scope.
  • Supports in the addressing and resolution of access constraints in close collaboration with the province access focal points and the Humanitarian Access Officer.
  • Collects data providing daily staff headcount, guard force headcount and timesheet.  
  • Submits a briefing note on daily basis to the HoSO and the IOM Afghanistan security officers and regular updates to the Humanitarian Access Officer.
  • Ensures that staff comply with Mission security standards procedures and protocols of the IOM Security Management System or the CTG security protocols as applicable.
  • Assists with collection of data to perform Security Risk Assessment (SRA), Premises Security Surveys, Standard Operating Procedures (SOP).
  • Provides support in organizing and conducting courses on security and access awareness and preparedness and providing security orientation briefing to newly assigned staff members. Assists in preparation and delivery of other security briefings, as required.
  • Provides general administrative assistance to the HoSO attending local security meetings. Filling security and access incident reports.
  • Maintains routine and confidential correspondence files/documents with HoSO and IOM Afg. Security officers.
  • Maintains warden system records.

SKILLS:

  • Knowledge of Security procedures and protocols, UN Security management System and CTG security management system
  • Knowledge of principled humanitarian access concepts, such as access constraints categories etc.
  • Humanitarian negotiation skills
  • Knowledge how to conduct contextual assessments and stakeholder analysis
  • Strong contextual awareness and understanding of dynamics that impact humanitarian operations
  • Solid computer skills, including proficiency in MS Office suite (Word, Excel, PowerPoint, Outlook), web-based message distribution systems, Google Earth.

Job Requirements

High school. Bachelor’s degree (or equivalent) in social science, law, or other relevant field is desirable.

High School Certificate with minimum of 5 years of progressively responsible experience in security/access related activities and bachelor’s degree with 2 years.

A minimum of 2 years work experience in an international organization

Proven experience supervising staff and leading a team.

Ability to work efficiently and deliver under pressure and strict deadlines

Past work experience in security services is an advantage

Solid computer skills, including proficiency in MS Office suite (Word, Excel, PowerPoint, Outlook), web-based message distribution systems, Google Earth.
