About PU-AMI

PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. PU-AMI’s main objective is to contribute to reduction in morbidity and mortality, and provide emergency relief to those in immediate need in order to help them regain their dignity.

Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. PU-AMI teams currently deliver the integrated health care, combined with nutrition, psychosocial support; water, sanitation and hygiene (wash), as well as trauma services. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond.

Globally, PUI provides assistance to around 6 million people in 23 countries and across 5 continents: Africa, Asia, Middle East, Latin America, and Europe.

Job Description

General conditions of employment

The employee shall abide to this job description, his/her employment contract, PU-AMI Afghanistan National Staff Regulations together with its annexes and attachments, as well as any rules, regulations, internal policy that may be adopted by PU-AMI Afghanistan.

Work relationship

Reports to:                                  Security Manager

Supervise:                        Radio Operators, Head of Guards

In close collaboration with:           Logistics Department, HR Department

Overall Responsibility

Successful candidate will lead the Security Officer responsible for management of on-site security including planning and execution of the movement, as well as securing PU-AMI premises. SO is in charge of continuous monitoring and analyzing of the security developments in Kabul, and also in a broader area where PU-AMI activities take place. Furthermore, SO monitors the implementation of security and safety protocols, and considers their effectiveness and relevancy as context changes. Head of SO with his/her team plays also a critical role in incident management.

                             

 

Objective 1: Security System and Protocols Implementation

Activities/Main/duties:

  • Continuously monitors effectiveness and relevancy of security protocols
  • Continuously monitors adherence to and observance of security protocols
  • Actively participates in the security protocols reviews
  • Advices and provides feedback to security manager on possible improvements
  • Reports any irregularities immediately and without delay
  • Mentors immediate staff members (guards, drivers) on security regulations and procedures
  • Plays critical role in security incident management as per PU-AMI protocols and practices
  • Ensures confidentiality of security information and that. No information is shared outside of the office.
  • Supports in ensuring the safety and security of PU-AMI premises in Kabul

 

Objective 2:  Security Management

Activities/Main duties:

  • Monitors, assesses and analyses the security developments in Kabul and broader area of PU-AMI operations, through open-source reporting, as well as liaising with security personnel in other NGOs, and continuously shares the information with Security Manager, Head of Mission and other person designated to manage security and safety of PU-AMI staff and assets
  • Remains always aware of the security and safety around PU-AMI premises through CCTV, radio communication with the guards, coordination with the neighbors
  • Manages Access control
  • Ensures that PU-AMI premises are regularly monitored
  • Makes sure to inform immediately the Security Manager of any unusual security developments happening around the PU-AMI establishments.
  • Keeps updated contact lists and other relevant security databases
  • May assist the Security Manager and HR Department colleagues in recruitments of security personnel
  • Follows strict confidentiality protocols and practices
  • Continuously mentors the security operations staff to improve their capacity related to the job, also works with guard force team leader and guards.
  • Performs administrative functions in Security Office
  • Supports in and validates the guards schedule

 

Objective 3: Movement

Activities/Main duties:

  • Manages all movements initiated from PU-AMI offices in Kabul
  • Daily dispatches the Kabul office vehicles and updates the vehicle movements schedule.
  • Provides briefing to the staff and drivers prior to their movements to a specific location on movement protocols including communication schemes and contingency plans.
  • With support of security manager, conducts security check of the location at destination, as well as roads
  • Share related information to the staff members in advance having trip to specific locations.
  • Plan debriefing with the staff returned from the trip, look to identify the mistakes has done and work for its improvements. For the next round of trip and inform the security manager immediately on the weak point.
  • Have regular movements to the operation areas, maintains the database of GPS.
  • Brief drivers and guards that how to communicate and give information about location/person etc. prior movements’ starting with support of Security Manager.
  • Ensures confidentiality of department at all times, and particularly during planning and execution of the movement
  • Ensures proper radio check between the passengers and Security Office 
  • Reports results of radio checks to Security Manager, also if any other unusual things happening around the PUI establishments must report to Security Manager.

Objective 4:  Others

Activities/Main duties: 

  • Train the drivers on the good use and practices of mobile or other communications items

  • Job knowledge – demonstrated ability to monitor and analyze the security and context developments, as well as knowledge of standard security and safety policies, frameworks, operating procedures and measures of SOPs enforcement; past experience in security management is required;

Job Requirements

Job requirements

  • University Graduated (Preferably graduated from the faculty of Law, Political science, Management, Public relations etc.)
  • Intermediate level of English Language and Fluent in Dari and Pashto Languages.
  • At least 4 (four) years of progressively responsible experience in INGO or International Organization environment
  • Solid experience in troubled security context and security management
  • Proven operational unit or sub-unit command, staff and leadership experience required
