Job Description

Job Purpose: The Primary Role of the Roving HR & Admin Manager is to support and ensure the consistent Implementation of HR and Admin Processes throughout the  International Medical Corp field offices that, includes but not limited to the Office Administration, Field Guest house Management, Recruitment cycle, staff onboarding process, employee relations, personal file management, staff data management, payroll and timekeeping, performance appraisal management, payroll, and timekeeping management and Staff Separation process.   Under the supervision of the Sr. Manager HR, the Roving HR Manager will ensure that all HR and Admin processes follow the laws of Afghanistan. The Roving HR and Admin Manager will play a key role in providing technical support and building up the capacity of field HR & Admin staff through on-the-job training on the overall HR & Admin processes.

Main Duties & Responsibilities: 

Recruitment:

  • Serve as the point person facilitating International Medical Corpse’s new recruitment process. This includes preparation of position description in consultation with the hiring manager, obtaining approvals for the position, advertising the position, receiving and short-listing the candidate applications, respond enquires from candidates, arranging interviews, coordinating to complete the interview evaluation process, and preparing a list of finalists, conduct vetting and reference checks of short-listed candidates, prepare offer letter and employment contracts.  Ensure that all field sites have updated recruitment trackers and that each recruitment has an action plan.
  • Increase outreach to potential female applicants to onboard more female employees in International Medical Corps offices.

HR Compliance:

  • Ensure the International Medical Corps’ staff recruitment process fulfills Afghanistan's legal requirements, standard practices, and local labor law.
  • Interpret and implement the International Medical Corps’ Personnel Manual. Organize meetings/training on specific topics of the Personnel Manual and orient the new staff. Communicate with all staff for any changes to Personnel Manual.

Personal File Management

  • Ensure HR Personal Files are maintained and updated for each employee. Conduct an audit of all personal files regularly to ensure their completeness.

Employee Relations:

  • Be responsible for handling HR-related issues in consultation with the Sr. HR/Admin Manager. Keep the Country Director fully informed of Personnel issues, including employee conflict, recruitment, warning, annual performance appraisal, termination, implementation of Personnel Manual, and compliance with Local Labor law and donor requirements.

Staff Onboarding:

  • Ensure that all new starters are onboarded as per IMC policy and procedures.

Performance Appraisal

  • Responsible for coordinating the annual staff appraisal for each employee according to their yearly anniversary dates. Ensure all employees are evaluated by line managers at the end of the probation period and annual performance appraisal.

Employee Data Management

  • Prepare and maintain a database of international Medical Corps staff, which can generate various reports related to personnel. This includes records/reports by departments and offices, gender, age, and duration of services.

Payroll Management, Time Keeping & Benefits:

  • Provide technical support to the field HR Team in following up and tracking the monthly timesheet and ensuring that all field teams are timely submitted.
  • Review all field sites’ payrolls and ensure that there are no errors in calculation.
  • Ensure actual grants/department allocations sheet and monthly payroll are timely submitted to finance for salary payment.

Staff Separation

  • Ensure that all field staff that are separating from IMC Afghanistan Country

Staff Supervision and capacity building

  • Supervise, guide, train, and support a team of HR and support staff to ensure an effective day-to-day operation of facilities, services, and clerical support.
  • Set the highest standards and accountability for every staff in HR Department.

Office Administration & Guest House Management

  • Provide technical support to all field HR Admin teams for efficient and effective office administration & Guest House Management.

Others:

  • Conduct her/himself both professionally and personally in such a manner to raise the International Medical Corps’ highest standards.

As applicable to the position, maintains a clear understanding of International Medical Corps and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity

  • It is all staff’s shared responsibility and obligation to safeguard and protect populations with whom we work, including adults who may be particularly vulnerable and children. This includes safeguarding from the following conduct by our staff or partners: sexual exploitation and abuse; exploitation, neglect, or abuse of children and adults at risk; and any form of trafficking in persons. 

Job Requirements

Qualifications: Bachelor’s degree in a related area. An equivalent combination of relevant education and experience may be substituted as appropriate. A degree in HR management is preferable.

Experience: 

  • At least Five (5) years of experience in HR and Admin working with UN and INGO/NGO.
  • At least Two (2) years of managerial experience in HR and Admin with UN and INGO/NGO.

Competency : 

  • Demonstrated skills in planning and implementing policies and procedures and working collaboratively across teams internally and externally. Experience in preparing administrative plans and collaborating with other departments and offices.
  • Knowledge of local labor laws.
  • Strong MS office and the ability to use technology to collaborate.
  • Good conflict management skills
  • Excellent communication and interpersonal skills.
  • Fluent (oral & written) in Dari /Pashto / English speaking, understanding, and writing is a must for the position.
  • Ability to work effectively and collaborate with others.
  • Ability to maintain confidentiality and foster trust and respect.
  • Self-motivated, highly organized, and detail-oriented.
  • Flexible, comfortable with deadlines, and able to work well under pressure.
  • Ability to perform multi-tasking.
  • Flexible and goal-oriented to complete the assigned task.
  • Must be highly professional, honest, collaborative, hardworking, and well-mannered.
