About Jhpiego

The USAID funded Urban Health Initiative (UHI) Program’s goal is to improve health outcomes of people living in urban areas, particularly focusing on the health of women and children and other vulnerable populations. Interventions aim to increase demand, access and quality of health services. Lead by Jhpiego and implemented by a dynamic consortium of organizations, UHI is implemented in five cities in Afghanistan – Kabul, Herat, Mazar-e-Sharif, Jalalabad and Kandahar.

Job Description

 Responsibilities:

Assist RMAD with the development and implementation of the UHI Risk Management and Program to include:

Continuous Risks Analysis of the Regional Office, areas of operation, venues, and transit routes Development and implementation of mitigation measures and review of Standard Operating Procedures in line with Risks Analysis

Development of contingency plans and procedures

Briefing of UHI staff as required, including risk management awareness training Training of security personnel and UHI staff in line with RMAD direction

Conduct assessments and develop SRAs of UHI regional office and for all HFs supported by the UHI

Direct and manage the Operations Room

Maintain current operational situation 24/7

Control incidents and act as a focal point for the coordination of UHI guards and IEA response Conduct immediate risk assessment and instigate initial response to security or safety-related incidents involving UHI personnel

Member of UHI Regional crisis management team

Provide advice and assistance to RMAD in formulating and implementing coordinated joint responses to crisis and emergency scenarios

Establish and manage routines, systems, and personnel to ensure the effective management of operations Direct the duties of the operations room routine, guard duties/shift patterns, and driver tasking process and make recommendations for improvement

Direct and manage all guards and drivers within the Region

Command all UHI Region risk management personnel

A focal point for Journey Management Process. Assess risk and authorize all UHI tasks and present to RMAD for approval

Maintain currency of SOPs and ensure understanding of and adherence to them by all risk management staff

Monitor and assess the performance of all security staff to ensure standards.

Ensure a pre-planned risk management training program is produced and implemented to maintain risk management standards.

Collate task records

Ensure appropriate behavior, approach and discipline are maintained by risk management staff Plan and manage the guard roster.

Responsible to SSM

Plan and identify risks to UHI staff and program in the Southern Region.

Maintain an overview and instigate improvements to all aspects of the risk management staff Maintain UHI’s low-profile and situational awareness.

Produce a formal Daily/Weekly Report.

Maintain information links and networks to provide a detailed information picture for UHI HQ in Kabul.

 

Job Requirements

Qualifications and Requirements:

  • Bachelor's degree or equivalent with three years of relevant experience
  • Minimum three years of experience in Risk/Security Management with international NGOs.
  • Demonstrated expertise in report writing, security assessment & situational analysis.
  • Demonstrated experience working on USAID-funded projects and knowledge of USG rules and regulations
  • Results-oriented and strong decision-making skills
  • Understanding of performance improvement and training techniques
  • Excellent verbal, written, and presentation skills
  • Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform
  • Fluency in English, Pashto, and Dari languages
  • Should be well familiar with the context of the Southern region.
