The Aga Khan Agency for Habitat (AKAH), an agency of the Aga Khan Development Network (AKDN) in Afghanistan, on Sunday was introduced as an agency specializing in emergency management and the built environment.

Onno Ruhl, the General Manager of the Aga Khan Agency for Habitat (AKAH), said the program has helped promote standard dwellings for returnees and helped those living in remote regions to find adequate shelter. 

“All these activities I mentioned would be highly relevant in Afghanistan at the present time - that’s why we are here today. We are here because of all of us at AKDN believe that Afghanistan is one of the most important countries in the world for Aga Khan Agency for Habitat to deliver its mandate. 

"We want to build on 22 years of FOCUS’s excellent work, to make remote communities in the mountains of the Hindukush not just safe but for them to thrive. We want to deepen our partnership with the government and in particularly with ANDMA for even greater impact on all Afghanistan,” said Ruhl. 

Afghan officials welcome the move and pointed out that Afghanistan deals with a wide range of regular natural disasters. 

“We are in the first or second position among ten countries which have a lot of natural disasters,” said State Minister For Natural Disaster Management Najib Aqa Fahim. 

“Restoring degraded land means better lives and incomes for farmers and pastoralists and less pressure on people to migrate to cities. We see this ethic of partnership,” said Nurjehan Mawani, the Ambassador the AKDN in Afghanistan. 

“We can see some very alarming numbers that are coming from various reports, based on the World Bank and the The Global Facility for Disaster reduction and recovery report which was produced in 2017; we can see that in Afghanistan annually we have 560 people on average who lose their lives due to earthquakes; floods are threatening their lives and poverty is also impacting 800,000 people. 

“Based on the report, 10,000 kilometers of roads in Afghanistan is under threat of avalanches which happen every year; the effect of drought is very significant. Based on a report, $280 million in agricultural losses are sustained annually and if you go to rural areas, the impact is indeed very challenging,” said Shodmon Hojibekov, CEO of Aga Khan Foundation for Habitat. 

In Afghanistan, the Aga Khan Agency for Habitat (AKAH) − previously Focus Humanitarian Assistance − engages with communities living in remote mountainous areas to increase their resilience to natural disasters and complex emergencies.  

The Aga Khan Agency for Habitat also supports communities to utilize an enabling habitat to enhance their health, education and economic development. 

The approach is to predict where possible potential emergencies may impact homes and livelihoods, identify structural and non-structural interventions that can prevent or mitigate the impact of those hazards, and to build the capacities of communities and local and national governments to reduce their vulnerability to risk and to increase their capacities to help their neighbors.  

To enable this, AKAH implements a wide range of disaster prevention and response initiatives in local communities, including disaster preparedness training, vulnerability assessments, risk mitigation activities and disaster relief efforts. 

Job Description

(Overall purpose of the job):

The Regional Program Manager is responsible for overall program implementation and coordination, management of Offices in Baghlan region and provision of appropriate support and leadership in the field. However, s/he will be primarily responsible for implementation of program/project activities, emergency response management on timely fashioned manner, budget implementation and leading the entire technical and none-technical team in the region in close coordination with Department Heads; developing and maintaining strong relationships and partnership with government authorities, AKDN agencies, donors, external stakeholders and other AKAH counterparts within the region.

 

(MAIN RESPONSIBILITIES AND TASKS):

Program Management:

  • Lead all program activities and their implementation according to the approved plan.
  • Ensure successful implementation of the projects in accordance with the approved logical framework, budget and work plan (DIP), in close coordination of Department heads and project managers.
  • Deliver effective program coordination and implementation and on time budget utilization at region level.
  • Participate in annual budgets meetings at national and regional level and ensure all requirement for quality services for program implementation is taken into consideration.
  • Prepare/develop the monthly, quarterly, and annual reports and onward submission.
  • Assist in developing Operations SOPs and policies / procedures as needed and ensure their implementation.
  • Attend all provincial/regional meetings and represent AKAH at all levels.
  • Facilitate field visit for AKAH/AKDN delegations, partners and donors in Baghlan region and provide appropriate logistical and administrative services.
  • Ensure that the program activities comply with the policies and regulations of AKAH, donor, and government as well as enforce program/project standards.
  • Develop seasonal emergency response management plan and effectively implement emergency response activities in the target areas.
  • Manage community stockpiles and ensure the stockpiles are in a good condition, clean and organized and take immediate action for establishment & replenishment based on the stockpile strategy interpreted by EM department.
  • Troubles shoot program and operational problems, identify and implement creative solutions.

 

Program Coordination and Facilitation:

  • Attend all management meetings (weekly, monthly and quarterly), participate in discussions and decision making
  • Interpret organization policies to staff, managers and area managers.
  • Ensure that policies and procedures are properly implemented at all levels.
  • Coordinate emergency response interventions in close coordination with inter-agency team. beneficiaries, communities, and authorities at regional level.
  • Manage day-to-day operational aspects of the program and projects at regional level.
  • Ensures projects documents are complete, current, and stored appropriately.
  • Ensure the team maintains consistent contact with target villages and monitor the functionality of the communication infrastructure which has been implemented by the organization.
  • Ensure functionality of the Weather Monitoring Posts (WMP) and emergency communication devices in close coordination of relevant Technical Team.
  • Work with EM team to generate Incident Situation Summary (ISS) report and send to national Office on timely manner.
  • Coordination with government authorities in the regional level for project confirmation and documentation and obtain required document to support project closure with MoEc.

 

HR, Monitoring and Liaison:

  • Conduct human resource objectives 1(recruiting, orienting, training, assigning, coaching, counselling, and disciplining employees; 2) communicating job expectations; 3) planning, monitoring, appraising, and reviewing job contributions; enforcing policies and procedures.
  • Maintain an inspired, motivated, and positive team who are eager to take responsibility.
  • Ensure staff receives proper training and education so that they effectively carry out their duties while improving their own skill-sets.
  • Implement human resource system e.g. TORs, performance appraisals, attendance and leave records.
  • Conducts site visits to monitor the program/project implementation status and address and report any inconsistencies noticed between program implementation and goals.
  • In collaboration with the MERLI and SPPD departments, identify “lessons learned” and “best practices” as well as develop project success stories for wider dissemination.
  • Work with the MERLI to track indicators set in the project’s logical framework as well as AKAH’s general qualitative indicators.
  • Monitor proper utilisation of the program/project budget and report to national office any deviation and challenges and seek solution.
  • Maintain strong relationship with government officials, AKDN agencies, NGOs, UN, communities, and humanitarian actors at regional level.

 

Financial/Accounting:

  • Oversee the financial management of the program budget and prepare monthly/quarterly project forecast budget, as required.
  • Work with finance department to maintain monthly financial statements (including program budget, balance sheet, payroll ledger, cash receipts and disbursements ledger.
  • In coordination with finance, conduct weekly/monthly cash counts.
  • Work with regional finance team to ensure that the program monthly payroll, bills, cash receipts and petty cash objectives are met and duly recorded.

 

Any other tasks as maybe assigned by the Supervisor(s)

Job Requirements

SPECIFICATIONS (MINIMUM REQUIREMENTS):

Education: A post graduate degree (master’s degree) in Social Sciences, Business Administration or any relevant Management discipline from a recognized university or institution.

  • Experience: 5+ years’ experience in a senior management position preferably looking after program and Operations areas with a national or international organization working in emergency response and/or disaster management and/or planning and building areas.
  • Experience working in Afghanistan and knowledge of local community culture in these areas is highly desirable
  • Demonstrated experience in team building and capacity development.
  • Knowledge in resource mobilization, building and maintaining collaborative relationships with government bodies and donors.

 

Skills:

Technical Skills:

  • Good conceptual skills Proficient in training, coaching and capacity building of the team High level of ability to perform tasks with minimum supervision, ability to lead and work within multi-cultural, multi-disciplinary team.

 

Other Skills:

  • Demonstrated leadership and management skills
  • Excellent reporting, interpersonal and presentation skills 
  • Professional in English both verbal and written, knowledge of local languages is highly desirable.
