Job Description

The Regional Manager is responsible for the overall management of the field offices’ cash, staff and activities in the region; to ensure DACAAR strategies are implemented in all aspects. To ensure coordination with local authorities, NGOs and other stakeholders in the region is established. To ensure that program management is updated with relevant information in the region.

Responsibilities:

Management

  • Manage overall project implementation by planning for and allocating staff, materials and equipment in an efficient and timely manner to ensure that field offices can implement activities smoothly as per the action plan.
  • Ensure that the implementation process complies with plan, budget and DACAAR strategies.
  • Ensure the smooth running of the regional office & relevant field offices.
  • Ensure that recruitment at the field level is done according to the rule and procedure of DACAAR.
  • Ensure those field offices’ stock/ store and non- expendable issues are as per DACAAR rules and policies.
  • Manage and control cash flow and cash in the region.

Planning

  • Prepares its work plan and ensures that all staff at regional/field offices have proper plans and adhere to them throughout implementation.
  • Support the program in project survey, identification and planning.
  • Ensure preparation of future activity plans for DACAAR thematic areas for the region.
  • Ensure monthly money requests prepared by the Finance / Administration officer. And send it to the main office for approval and further processing. 
  • Ensure the procurement plan is prepared for material and equipment according to the approved budget.
  • Ensure proper staffing plan for the field offices.
  • Ensure that all activities are performed according to the approved LFA and objectives of the proposal.

Monitoring/ Reporting

  • Undertake project monitoring and ensure that all project monitoring takes place promptly and the relevant field offices receive feed-back.
  • Respond to any shortcomings as well as external monitoring reports when requested.
  • Ensure that at all standard reports are prepared and submitted to Operations Manager according to schedules – including, standard reports on surveys; project progress and completion; expenditures; procurement; material use; stock: assets; inventories; staff attendance, leave, vehicles and equipment.
  • Notify the operation manager promptly on all problems and delays in plans and recommend solutions to problems.
  • Supervise and monitor, physically minimum twice a month each  activities of field offices under the regional office.

Finances

  • Oversee proper use of relevant project budget and closely monitor the cash flow.
  • Ensure that procurement is efficiently planned and implemented per DACAAR standards and procedures.
  • Ensure that all expenditure reports are properly prepared and checked according to DACAAR regulations.
  • Ensure that all expenditures are according to a specific donor, location, and budget lines.
  • Ensure that remaining project materials are timely transferred after project completion to another project or stock.

Security

  • Ensure strict adherence to DACAAR Security Manual and Standard Operation Procedures.
  • Represent DACAAR in all relevant security meetings.
  • Ensure the Safety Officer has regular contact with the MO Safety Team and all other relevant staff.

The holder of this position must strictly follow the organization existing security policies, procedures and daily instructions of the safety personnel.

Administration

  • Monitor and authorize relevant staff attendance and leave.
  • Ensure and monitor efficient and correct use of DACAAR assets, including vehicles and equipment.
  • Ensure and monitor that field offices are supplied and equipped according to standard camp accommodation lists.
  • Ensure that proper accommodation and food is provided for the staff visiting the regional and field offices officially.

Coordination

  • Represent DACAAR in various coordination meetings with authorities and other organizations in the region, including the NGO coordination meetings and security meetings.
  • Chair monthly meetings with all field officers and submit minutes of the meetings to Operation Manager and Cc to Deputy Operations Manager.
  • Ensure that all field offices are kept updated with relevant information and decisions taken by DACAAR Senior Management and program management,
  • Any other task given by the Supervisor
 

Job Requirements

Education/ Qualification and Employment Benefits                                               

Education: Bachelor Degree in Civil Engineering is required (Master degree in Civil Engineering  is preferable)

Experience: At least (8) years of relevant experience in WASH related projects, both in management and implementation (4 years in Management) is required.

Other qualifications’ an advantage:  

Ability in team working, Management skills and ability to properly  planning, Organizing and implementing

Languages:  Fluency in English, Pashto and Dari languages are required.
