HealthNet TPO offers ground-breaking and unconventional solutions that foster self-reliance and promote sustainable health care that is accessible to all.   HealthNet TPO in Afghanistan aims to improve the health status of the people in Afghanistan by supporting the local communities and the Government of Afghanistan in the development of a sustainable health care system.  HealthNet TPO is working in Afghanistan since 1994, implementing integrated health projects managed mainly by national staff and supported technically by expatriate staff from the headquarter office. HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. Health Net TPO is currently implementing projects in 22 provinces and the major program it implements are Malaria Control program, BPHS/EPHS, C-IMCI , CME, CHNE, public private partnership, nutrition and Mental Health and Psychosocial program through a community system strengthening approach. 

Job Description

  1. Key Functions:
  • Under the overall guidance of Grants Technical Coordinator, the Regional Manager will support coordination of efforts towards implementation and rolling out of the humanitarian response, in Kandahar, Nimroz and Farah provinces. 
  • The Regional Manager will be responsible to ensure project implementation is in compliance with the project annual work plan, terms & conditions of the contract.
  • The Regional Manager will be responsible for leading and managing operations, staff management & capacity building, coordination & communication, evaluating and optimizing operational performance, enforcing regulatory and organizational standards.
  1. Duties and Responsibilities:
    1. Program Management:  
  • Overall responsible for all activities (Health Sector Response to PSS, Spotlight Program, Increasing Access to RMNCAH services, and Youth health Program) in Kandahar, Nimroz and Farah provinces.
  • Ensure the implementation of activities is according to the project scope and deliverables stipulated in the Annual Work Plan (AWP).
  • Ensures quality of program/project design incorporating lessons learned, newly developed policies and best practices and establishing appropriate execution and monitoring mechanisms and systems.  
  • Ensures the effective management of HNTPO's activities in the areas of Psychosocial Support, Reproductive Health/Humanitarian interventions, and Youth Health Corners (YHCs).
  • Support HNTPO's key program staff in south and southwest (Kandahar, Nimroz and Farah) to ensure the activities run effectively and make best use of project resources.
  • Tracks and updates HNTPO's humanitarian interventions, including ensuring timely implementation, documentation, reporting and sharing.   
  • Establish productive and effective professional relationships with all stakeholders and the regional level.  
  • Provide management and technical support for the project planned trainings in all relevant thematic components.
  • Provide technical assistance to provincial team to support the achievement of the project goals and objectives, including planning, reporting, community-based involvement, monitoring and evaluation.
  • Lead and conduct project reviews & assessment, develop and submit reports to country office
  • Closely monitors project expenditures and cross check/review expenditures incurred with the monthly forecast to ensure the expenditures are in-line with the forecasts.
  • Identify and make decision to solve immediately any problem which interferes in the delivery of services and provide report to immediate supervisor.
  • Enforce implementation of the organization integrity policies.
    1. Information Management:
  • Provide provincial and regional overview on the program (PSS, Spotlight, Humanitarian, and Youth) needs, gaps, flag issues, mitigate, potential obstacles in consultation with UNFPA regional team and HealthNet TPO country team.
  • Maintain and use information management database (3W) for all thematic components to ensure real time data is collected and submitted for informed decision.
  • Establish appropriate monitoring/supervision and reporting mechanism
  • Provide daily, weekly and monthly updates through the predefined/developed information management system.
    1. Coordination and Management 
  • Build multi sectoral partnership, collaboration and coordination between and among all stakeholders. 
  • Maintain close coordination & relation with the UNFPA regional team, seek regular insight and support for the project implementation, flag issues timely and make joint decisions with the regional team of UNFPA and HealthNet TPO country office.
  • Represents HNTPO at the Regional Humanitarian Team and other coordination fora in provinces.   
  • Participate in all relevant cluster meetings, subcommittee meetings in Provincial Public Health Directorate (PPHD), and all other relevant sectoral meetings at provincial/regional level, and share summary discussion/decision points of these meetings with Grants Technical Coordinator based in Kabul.
  • Conduct & lead provincial level meetings with the staff, review AWP activities on monthly basis to ensure implementation is on track, and timely mitigate potential impediments to the project implementation.
  • Coordinate and communicate project activities with the Grants Technical Coordinator to seek regular support for project implementation.
  • Establish close working relationship and coordination with relevant & involved local stakeholders (community key figures and local authorities) to ensure community buy-in and cultural appropriateness of activities, and timely mitigate possible access issues.
    1. Monitoring and Supervision 
  • Regularly monitors implementation of HNTPO's projects of UNFPA funded in Kandahar, Nimroz and Farah provincial for improvement in quality of services and attainment of planned results 
  • Prepare supervision & monitoring reports/remedial action plans and follow up of the findings/feedback with the provincial team.
  • Maintain proper record of the supervision & monitoring reports and follow up with the SDPs and provincial officers.
  • Monitors HN TPO's program activities in south and southwest (Kandahar, Nimroz and Farah) by keeping a close record of activities being implemented on the ground, funds being expended at the project level   
    1. Supply Chain Management:
  • Develop supply chain management plan for all three provinces (Kandahar, Nimroz and Farah) in consultation with the provincial officers.
  • Ensure regular supplies to all Service Delivery Points (SDPs), consumption reports are collected on regular monthly basis from the SDPs, and documents maintained for audit purpose.
    1. Reporting
  • Develop and submit project programmatic (Monthly, Quarterly and Annual Reports) and ensure that all reporting requirements are met.
  • Ensure financial reports (Monthly, Quarterly and Annual) of the project are developed by the finance officer, checked and submitted on due dates to finance department in country office.
  • Provide ad-hoc reports to country office and regional team of UNFPA when asked.
 

Job Requirements

  • University Degree in Health, Development/Humanitarian Studies, Population Studies, or any other relevant Social Science related discipline from a recognized University’
  • Master Degree in Public Health or Humanitarian Studies is an advantage.
  • Seven years’ experience in Project/Program management particularly health and humanitarian projects.
  • Fluency in written and speaking English, Pashto and Dari is required.
