We do this by working with long-term development programmes, humanitarian interventions and advocacy toward decision-makers to address the root causes of injustice, poverty and power imbalance. Our work is undertaken closely with local civil society partners and other NGOs. NCA Afghanistan is currently working on Climate Resilient WASH, Climate Smart Economic Empowerment, Humanitarian Response, Learning and Social Development, Integrated Community Resilience Action (ICRA) project and Civil Society capacity building.

Job Description

NCA is implementing a UNDP funded project aimed at building community resilience in Afghanistan targeting the North, South and Eastern regions. The intervention is under UNDP's Area-Based Approach to Development Emergency Initiatives (ABADEI 2.0), which is a flagship programme that brings UN agencies and many national and international NGOs and civil society organizations (CSO) together through a coherent approach and funding platform over a wide geographic coverage, ABADEls focus is to help meet basic human needs and services by revitalizing local markets and assisting local communities to rebuild their lives and livelihoods.

Under this intervention, the Regional Coordinator will provide guidance and technical leadership and coordinate the implementation of NCA's PEARL and REACH project in the four provinces. The key deliverable is to lead and coordinate the overall implementation of the two projects in the four provinces and with the Kabul project team inclucling leading the planning, budgeting, quality implementation and reporting and supporting monitoring.

NCA is implementing the two projects in partnership with CaWC Centra! Afghanistan Welfare Committee. The main focus of the projects is to support highly vulnerable groups, i.e., women, girls, marginal farmers, etc., using an integrated and environmentally sustainable approach to strengthen socioeconomic recovery and resilience.

Following is list of the main tasks and responsibilities for this position:
Coordination and Technical Leadership

-  In close coordination with the Kabul based project coordinator and thematic expats, develop in-depth understanding of the PEARL and REACH project scope and particulars i.e. timeframes, outcomes, budget, and reporting commitments.

- Coordinate the overall implementation of project activities in the four provinces and with the Kabul project team including leading the planning, budgeting, quality implementation and reporting and supporting monitoring.

- Provide guidance and technical leadership to the regional project team (NCA and CaWC), ensuring that the relevant resources and equipment are always available and used efficiently,

- Promote identification and synthesis, and documentation of best practices and lessons learned for organizational sharing and learning.

- Contribute to the strategic programmatic direction of NCA by identifying and expanding opportunities for learning with a focus on value chain analysis and ecosystem-based adaptation (EbA) approaches.

- Analyse project risks, including anticipated contextual changes and identify mitigation strategies, closely coordinating with the project management team in Kabul.

- Coordinate closely the implementation of the project with UNDP regional team and represent NCA in regional delivery meetings and other relevant discussions.

- Participate actively in regional coordination forums, including representing NCA in meetings with ACBAR, INSO and other relevant regional technical working groups.

- Participate actively and engage with communities through accountability workshops and receive community feedback to improve program quality and delivery.

- Provide technical guidance to project staff and ensure that they are regularly reporting on outcomes, and impact on beneficiaries.

- Support colleagues, ensuring that they adhere to Complaints Response Mechanism (CRM), Core Humanitarian Standards (CHS) on quality and accountability, and the SPHERE standard.

Reporting, Communication and Visibility

- In collaboration with the Kabul based Project Coordinator, ensure timely and quality reporting of project activities / targets and accomplishments.

- n collaboration with NCA Communications team, support the development of materials that can be used to increase the visibility of the project at the province.

- Support the Project coordinator in maintaining dose links and coordination with communities and provincial/district local authorities.

- Support the Project coordinator to collaborate with stakeholders in organizing advocacy platforms and providing oversight in advocacy initiatives

- Organize orientations, lessons learned workshops and document project experience in collaboration with the communications officer.

Job Requirements

Bachelor's degree in Business  Administration, Social Science or related field. Master's degree in the relevant field is an added advantage.

A minimum of 5 years of previous experience in managing humaniatraian and development projects. A minimum of 5 years of experience in an international organization is an advantage and knowledge of UNDP projects.

Can effectively communicate in English and the local language.

Must be willing to travel to project areas.

Has an eye on detail, be development oriented, analytical thinking, and creative thinking.
