Job Description

Assignment

ACTED is seeking an experienced candidate, who has previously managed field teams of staff in implementing quantitative and/or qualitative assessments - ideally in a humanitarian setting. Under the supervision of the Program Manager, and in Coordination with the field operation team, the Senior Project Officer will manage all operations for REACH’s field activities. The candidate should both be comfortable in managing teams of Enumerators as part of field research, and also representing REACH in local project coordination with other field-based Field Officers from other organisations for project implementation, to ensure that activities are implemented in line with the project goals.

 

Duties & responsibilities:

In coordination with the REACH Country Focal Point/Operation Manager, and under the supervision of Program Manager, the Senior Project Officers will be responsible for data collection in the field, Project management and training, safety, and security of all data collectors and all those who are involved in data collection.

  • Manage and oversee all aspects of project planning, development, and implementation for a range of projects, including developing project plans, coordinating resources, managing budgets, meeting reporting requirements, and supporting project-related activities, to ensure project outcomes are achieved on time, on budget, to quality standards and within agreed scope in line with established agency project management methodology.
  • Undertake research and formulate recommendations to support evidence-based project planning and decision making.
  • Support project team on daily project implementation and regular follow up with provincial team to manage implementation in line with work plan and project scope.
  • Assist with provincial team to plan and conduct project kick off meeting at provincial level.
  • Support local team to develop a comprehensive cash distribution plan and get sign off program lead.
  • Explain project proposal log-frame and implementation modality to provincial staff.
  • Review and confirm area mapping process mobilization selection and verification procedure presenting by local staff.
  • Monitor and evaluate all aspects of project implementation, including risk and contingency management, benefits realization, project impact and quality measures, to identify and address issues, assess project progress and effectiveness, and achieve project outcomes.
  • Project tasks as coordinated with AO and Program Manager (reporting, AME, translation).
  • Qualitative and quantitively data cleaning and review according to data cleaning plan.
  • Daily data quality feedback to Program Manager and SFOs (or partners), based on 1) quantitative Data feedback from Data unit and 2) qualitative review from project team.
  • Review & contextualisation of AO analysis & output production.
  • Coordination with PM as well as with related projects focal point in ACTED.
  • Data Collection / Analysing in the Field
  • Collaborate on Project tools design.
  • Collect data independently in line with specified tools and methodology.
  • Collect completed forms from the Sr. Field Officers / Field Officers, check them, and send them to Kabul.
  • Assure that data collection take place based on the designed work plan.
  • Communicate with PM any delay in data collection, due to security events or any other challenges that impede work in the field.
  • Follow up and ensure that Sr. Field Officers / Field Officers comply with deadlines of all requested work.
  • Guide, support, coach, and mentor team members
  • Work collaboratively to contribute to achieving team outcomes.
  • Staff Management and Training of Sr. Field Officers / Field Officer / DBO, Enu
  • Train all Sr. Field Officers / Field Officers on data collection, sampling, survey methods, and other training topics as required by the REACH Country Focal point.

Coordination

  • Provide timely updates to the Program Manager and Reach Field Manager of any challenges and difficulties related to the field work.
  • Coordinate assessment schedules with PM, and Field Manager and potential partners in the field, as well as arrange assessment dates, and communicate any challenges and blockages to the REACH Operation Manager.
  • Conduct timely coordination meeting with ACTED related focal point.
  • Willingness to travel extensively to lead data collection across regions covered by designated field office.
 

Job Requirements

  • Bachelor’s degree in social sciences humanitarian and/or development studies or relevant field. Master’s Diplomas or Certification in M&E, Statistics or related fields is an added value.
  • A minimum of 3-5 years‟ experience in a similar position involving data collection, project management, coordination, and reporting.
  • Previous experience leading others.
  • Previous experience with data collection in the field, including mobile data collection platform
  • Leadership qualities, such as motivation techniques and conflict-management
  • Computer literacy for spreadsheet and word processing software
  • Time management skills, especially familiarity with calendar management and goal setting
  • Familiarity with the work being done by each team member.
  • Knowledge of project management processes
  • Ability to think creatively in terms of tool and process development.
  • Flexibility and adaptability to ever-changing needs and responsibilities
  • Ability to work both independently, and as part of a team.
  • Strong leadership skills, ability to work both independently, and as part of a team.
  • Fluency in English required.
  • Strong translation skills
