Job Description

Assignment

ACTED is seeking a candidate with experience processing and analysing datasets, ideally using R. Under the supervision of the REACH Database Manager, and with the support of the Data Specialist, he/she will support quantitative and qualitative assessments conducted by REACH.

The seniority of the position (ranging from Junior to Senior) will be determined based on qualifications and work experience, but the candidate will be responsible for overseeing data processing and analysis on a single research cycle, or supporting more senior staff in data management for more complex projects. He/she should be comfortable conducting regular data cleaning and translation, with the ability, or willingness to learn how, to draft analysis scripts in R. The role will require the ability to work autonomously, and the candidate will be expected to display initiative and coordinate within a team as needed. 

Key responsibilities:                        

Under the line-management of the Database Manager, the Database Officer will fulfill the following functions:

  1. Data Quality Assurance
  • Responsible for daily data checking in line with processes established by the Database Manager (DBM);
  • In coordination with the DBM, provide daily feedback on data quality issues to the Assessment Officers (AOs);
  • In coordination with the DBM, follow up daily issues with the corresponding Operation team members.
  • Apply data protection regulations during daily activities;
  1. Develop Tools and Training Materials
  • In coordination with the DBM, develop and test data collection kobo xls forms;
  • Support the training of enumerators on the use of data collection methods, tools, and processes;
  • Provide support to other REACH team members as required in data aspects.
  • In coordination with the DBM, develop training materials on data collection techniques, data safety and security;
  1. Development of Analysis and Coding Skills
  • Drafting of data cleaning and analysis scripts in R as needed and at current skill level
  • Fulfil technical training and learning plan and continuously conduct self-study to improve data wrangling and analysis skills.
  • Maintaining, expanding and optimizing the existing functions/scripts of data wrangling and analysis, and automation of possible data cleaning and analysis processes
  1. Team and Project Management (depending on seniority)
  • Monitoring all running projects in terms of data processing, data collection tracking, and analysis.
  • Collate and report relevant lessons learned to the Database Manager and Assessment Focal Point
  • Monitoring and quality checking of overall and daily based works of Jr/DBOs under supervision.
  • Supporting Jr/DBOs in terms of problem solving and capacity building.

The Database Officer will maintain the strictest confidentiality on all data collected and related processes. He/she will actively take measures to prevent the unauthorized sharing of any information and data belonging to ACTED and its partners, or collected during his/her assignment with ACTED.

Job Requirements

  • Academic qualifications, including a bachelors degree in Computer Science, Statistics, Economics, GIS, Information Systems, or relevant discipline; [required for Database Officer or Senior Officer level]
  • Experience working in information management, database management or a related field; [0-1 year for Junior, 2-3 years for Officer, and over 3 years for Senior]
  • Advanced knowledge of Microsoft Excel/Spreadsheet, Word, and data visualisation and analyses tools (e.g.: SPSS, Tableau);
  • Fluency in English is required;
  • Good analytical and problem-solving skills;
  • Good team working skills;
  • Good organizational, communication and interpersonal skills;
  • Ability to think creatively in terms of tool and process development;
  • Positive attitude and a willingness to learn;
  • Ability to operate in a cross-cultural environment requiring flexibility;
  • Ability to work independently.
  • Knowledge of R, Python, or other programming languages are highly desired;
  • Familiarity with data processing, cleaning, wrangling is highly desired.
  • Experience in developing data collection tools i.e. ODK/KOBO, and databases is highly desired;
  • Understanding of sampling methodologies and statistical analysis is highly desired
