HealthNet TPO offers ground-breaking and unconventional solutions that foster self-reliance and promote sustainable health care that is accessible to all.   HealthNet TPO in Afghanistan aims to improve the health status of the people in Afghanistan by supporting the local communities and the Government of Afghanistan in the development of a sustainable health care system.  HealthNet TPO is working in Afghanistan since 1994, implementing integrated health projects managed mainly by national staff and supported technically by expatriate staff from the headquarter office. HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. Health Net TPO is currently implementing projects in 22 provinces and the major program it implements are Malaria Control program, BPHS/EPHS, C-IMCI , CME, CHNE, public private partnership, nutrition and Mental Health and Psychosocial program through a community system strengthening approach. 

Job Description

  • Conduct regular supervisory visits from CHWs and CHSs individually and jointly with the TST team.
  • Understand and materialize the concept of TSTs into action through joint planning and implementation with AFIAT staff, PPHO, QIOs and other technical officers.
  • Carry out training and capacity building sessions/events for the CHWs and CHSs in order to improving the capacity of the staff.
  • With support from AFIAT officers to introduce and implement the Community Dialogue plus (CD+), Electronic Community Health Accountability Monitoring Tools (e-CHAMT).
  • Preparation of the supervision and training reports and regularly sharing with the immediate supervisor.
  • Establish close ties with and mentor Community Health Supervisors, CHWs, and local communities’ in particular key influential community members (e.g., members of Community Health Shura) with a focus on respectful maternity care and gender-sensitive care for the related CBHC activities.
  • Work with local communities to improve their participation in TSTs and other provincial-level platforms.
  • Identify the gaps, facilitate a root cause analysis with the staff, and develop an performance improvement plan.
  • Maintain the TST database up to date and inter the relevant data into the database on a timely basis.
  • Collaborate with AFIAT TST staff to lead provincial planning including field visits of selected health posts.
  • Provision of feedback to the supervised CHWs and CHSs regarding their services improvement.
  • Attending relevant meetings on regular basis and representing the project/program as per need.
  • Willing to travel in the province and district and village level as needed and according to the security recommendations given by the provincial BPHS team.
  • Stimulate the society for ensuring the quality of health services provision by regular monitoring of the services and working with the communities.
  • Conduct and document end-of-project learning reviews, and share lessons learned and best practices.
  • Improving community based health programs in the target communities by engaging and motivating the communities.
  • Document and cost the overall provincial TST interventions.
  • Maintaining good coordination relations with communities, health posts and other stakeholders on provincial level.
  • Provide community-level support as TST mentor for further engagement of the community.
  • Reviewing performances of the CHWs and CHSs as well as carrying out on the job training to them.
  • Lead initiation of dialogue with local communities regarding TST support.
  • Taking part in the conducting baseline, Med-line and End-line assessments in the health facilities related to the project/program.
  • Support local communities, the health Shura representative in their role while serving as TST member.
  • Work with local communities to prepare them for the HQIP rapid assessment and follow-up TST visits at the community/HPs level.
  • Produce and submit the required (monthly, quarterly, end project and any ad-hoc) reports on timely basis.
  • Oversee implementation of project surveys by conducting data quality assurance visits from the survey sites.
  • Implement the project activities in the province to ensure quality of the services at the health post and health facilities level.
  • Work with AFIAT Community Health Officers (CHO) to implement project activities in targeted health posts.
  • Carry out additional responsibilities as may be required or assigned by the line supervisor/ manager and the HealthNet TPO management.

Job Requirements

  • Graduated from recognized medical faculty or another medical discipline/institute in intermediate level.
  • Have prior knowledge of CBHC and other field activities.
  • Have good working experience with the community
  • Good communication and social interaction skills
  • Fluent in spoken Pashto, Dari and working knowledge of English.
  • Good abilities of writing reports.
  • Good organizational skills and self-motivated.
  • Computer skills (familiar with Word, Excel, power point) and other programs.
