The Organization for Promotion of Health & Community Development (OPHCD) is a nonprofit, non-political, impartial and independent organization registered with the NGOs Department of the Ministry of Economy of the Government of Islamic Republic of Afghanistan, the organization established to serve the community and advocate for better coordinating and directing the available resources and activities for provision of quality services to the communities with an equitable manner.

OPHCD, as a non-governmental organization committed for a joint mission with having dedicated and expert staff in public health, Water Sanitation and Hygiene, community development as well as volunteers who have been working in technical and managerial positions with national and international NGOs since more than a Four year. The members of senior Management Team (SMT) and Board of Directors as well as the volunteers of the organization having appropriate experience, dedication and voluntarism which is a professional contribution to the health and development sector and systems for achieving of more sustainable results. Thus, the core staff of OPHCD have over Four Years of successful experience of being directly involved in developing different policies in the areas of health, wash, education and community development, designing and implementing service delivery projects (PHC,Water & Sanitation and Hygiene, Primary and higher education, Literacy programs, youth awareness and development, Public Nutrition, emergency preparedness and response and disaster risk reduction, trainings and coordination of different humanitarian Aids. Furthermore, the SMT and core Technical, Administration and Finance staff of the organization have up to date knowledge and rich experience of Grant Management, Project Management as well as conducting professional tasks of supportive Supervision, Monitoring, Evaluation, and Researches. Likewise, developing and on-time reporting (monthly, quarterly, annual, end of project and ad-hoc reports) to the donors and stakeholders, presenting the results of the aforementioned programs at the community, organizational, national and international levels are the expertise of the organization’s technical and administrative staff.

Job Description

Provincial Project Manager is reportable to the Program Director and General Director of the organization and following are the main responsibility of the position:

  • Manage the assigned health and nutrition project(s) to meet the project objectives within the allocated budget and time frame and report promptly any operational concerns to Program Director OPHCD.
  • Provide strong leadership of the assigned health and nutrition project team to ensure both, short and long-term positive impacts and outcomes for the beneficiaries and local health and nutrition staff
  • Contribute to development and implementation of effective health and nutrition interventions including project planning, staff capacity building, data collection, reporting and monitoring and development job aids and data quality assurance processes.
  • Oversee proactive planning for responsible exit in consultation with Program Director and other technical staffs at the country office.
  • Continuously monitor and supervise project health and nutrition activities, evaluating progress through outputs and impacts using both quantitative and qualitative data, and involving the health and nutrition team(s) (and where applicable local health authorities/staff in analysis and taking appropriate action as needed to ensure continued progress.
  • Prepares annual project work-plan/action-plan and Manage over all implementation of the work-plan in the field
  • Attempt for extension and sustainability of the projects and Propose/recommend allocation of the field staff.
  • Ensures proper field staff management and coordination, identification of project, staff and administration needs’
  • Provides expert support to field and provincial office staff in the MoPH policies and standards.
  • Develops/implements appropriate office systems/procedures, supervises staff, and prepares JD with health director.
  • Establishes and maintains effective channels of communications and works closely with MoPH,/PPHD , UN, NGOs and internal project team participants to schedule necessary resources in provincial level;
  • Schedules and leads OPHCD health care project at province level progress and problem resolutions meetings, identifies, defines and recommends risks and risk mitigation strategies.
  • Ensures that all accounting and financial systems are in place, preparation of budgets and reports;
  • Assess work performance through timely supervision, monitoring and evaluation and oversees and supports a timely, efficient implementation of all local activities;
  • Ensure the achievement of program objectives in compliance with MoPH national policy approach, focused on nutrition and EPI program . community mobilization and empowerment’
  • Implement continuous follow up and exchange of information with main office and provincial office.
  • Ensure regular project reporting (monthly, quarterly, annual) in a timely manner and in compliance with donor format/guidelines to main office/PHO;
  • ensure that inventory of all asset and maintain of health facilities and perform any other required project-related tasks.
  • Line-manage the Project officer/ supervisor (s) of the assigned project(s), including day-to-day management, development and training, appraisals, etc.
  • Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of project objectives and current work plans and to provide the opportunity for feedback.
  • Provide coaching and technical supervision to staff in order to develop ownership and full responsibility for health and nutrition activities.
  • Assess the training needs of health and nutrition staff and ensure that appropriate training is conducted and new skills are used in the field.
  • Manage the budget for the assigned project(s) and ensure all expenses are according to budget and meet the OPHCD standards with regard to financial management, including accountability and good governance.
  • Perform any other task assigned by OPHCD program director.
 

Job Requirements

  1. Education
  • MD or equivalent medical degree certified by higher education authority in Afghanistan.
  • Attended EPI, IMCI, Nutrition, RMNCH, Mental health, supervision and monitoring   trainings (at least 4 of them) according to the BPHS guideline.
  1. Experience
  • At least 3-5 year work experience with health sector minimum 1-3years full time work experience in technical positions with BPHS preferably manager or technical manager level.
  • Having analytical skills of HMIS data and NMC interpretation and feedback and practical proven experience of BPHS project management and reporting.
  • Strong interpersonal communications and leadership skills;
  • Having community-level work experience and skills.
  • Fluent English, Pashto, and Dari with excellent speaking and writing skills;
  • Proficient computing skills including word processing, spreadsheet design and PPT presentation.

  • Efficiency, result-oriented and excellent management capabilities;
  • Capacity to perform effectively under pressure and harsh conditions; ability to handle confidential and politically sensitive issues in a responsible and mature manner;
  • Excellent capacity development and teamwork skills; cross-cultural and gender sensitivity;
  • Ability to travel throughout the country
