Overview of position

Treatment of severe acute malnutrition (SAM) is one of the key components of PND activities serviced through BPHS NGOS. It is primarily implemented in the emergency affected provinces where the prevalence of SAM is high. The services will be expanded as part of emergency response once there is emergency induced SAM cases. Therapeutic nutrition supplies (e.g F-75, F-100 and RUTF) are core elements of the services. PND manage the overall supply chain including forecasting, requesting, distributing, and collecting the reports on a quarterly basis.

Purpose of the post:

The main objective of this assignment is to support PND to manage quality IMAM services delivery as inpatient care and outpatient care. Also, to manage the therapeutic supply and minimize the nutrition supply stock outs through improved nutrition supply management system. The technical assistance will also be responsible for emergency related activities in PND including coordinating with Nutrition cluster. 

Job Description

  • Preparing monthly/quarterly/annual work plan in line with policy and strategy of the organization
  • Review and design and managing construction projects from survey to completion
  • Participate in the identification of infrastructure projects in consultation with the program management and provincial teams.
  • Prepare and review all community sub- projects proposals technical designs, specifications, cost estimations, bills of quantities, and work plans including water syupply and WASH Projects.
  • Check and review the design and planning of essential services and infrastructure projects at provincial level including the preparation of  project proposals, technical designs and specifications, cost estimation, bills of quantities and work plans;
  • Provide  technical expertise and support for the formulation, monitoring and reporting on infrastructure projects  to the field and Provincial Engineer, ABADEI partners and stakeholders;
  • Monitoring and quality control of the ongoing projects in relation to the work plan and technical specification.
  • Prepare Quality assurance plan and supervision for the ongoing projects and advise both
  • Track and record of the progress of the ongoing project and update work plans with the contractors for the ongoing projects.
  • Ensuring close and regular  coordination and proper communication with related government departments, program PUNOs technical staff  and stakeholders
  • Identify problems and constraints if any and take approprate action as well as seek advise of TL and Senior Program Engineer.
  • Support CDCs in maintaining appropriate level of accountability and transparency in disbursement and utilization of block grants for community-driven infrastructure projects including guiding contractors on contract requirements on technical specifications and standards and the project delivery schedule.
  • Check and Prepar monthly/quarterly/completion report reports
  • Carry out any other tasks assigned by the National program Coordinator or National Program Manager.

Job Requirements

  • A Bachelor degree in Civil Engineering, Infrastructure Project Management or related filed, with 8 years of relevant work experience  and 2 years with Master Degree is required;
  • Previous work experience in urban infrastructure rehabilitation and construction is required.
  • Proficiency in the use of computer packages and internet for project work and communication is required;
  • Previous work experience in community-based development programs is highly desired.

Language

English and French are the working languages of the United Nations Secretariat. For the advertised post, fluency in oral and written English is required. In addition, fluency in a local language is required.
