Job Description

Technical Quality

  • Plan and ensure the strategic building of the protection sector and the implementation of daily field activities in relation to protection case management, protection monitoring and community-based protection.
  • Provide technical and management leadership to the protection case management programs in accordance with best practices and IRC policy. Ensure that that persons experiencing protection risks are effectively identified and receive timely individual case management support with adherence to standard tools and procedures and with technical quality.
  • Provide close oversight and conduct regular meetings with the Case Management Officer, Protection Monitoring Officer and Community Based Protection Officer on program implementation and progress.
  • Coordinate with other protection agencies on case management and referrals.
  • Contribute to creation and dissemination of key protection messages for communities
  • Coordinate with ERM Coordinators on the implementation of ERM activities, including implementation of Individual Protection Assistance (IPA) and Rapid Protection Assessments (RPA) in a timely and effective manner. Support and organize implementation of field level assessments, referrals, IPA, analysis of data and advocacy.
  • Build the capacity of protection staff to identify protection risks and flag protection emergencies, such as mass displacements caused by conflict activity or natural disasters for ERM. Build capacity of protection staff to identify cases meeting IPA criteria, implementation and follow up of IPA cases.
  • Coordinate with Child Protection (CP), Women Protection and Empowerment (WPE),  Case Management and Psychosocial Support (PSS), and Information Management for consideration and implementation of integrated protection programming and protection mainstreaming under the guidance of the PRoL Manager and Integrated Protection Coordinator

Staff Supervision & Development

  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Ensure timely completion and submission of monthly timesheets, probations reviews and annual performance reviews.
  • Assist with the recruitment of protection staff, in coordination with PRoL Manager and Integrated Protection Coordinator
  • Ensure training, support and ongoing capacity building opportunities for staff on technical and project management skills. Grant Planning & Implementation

  • Responsible for the overall achievement of grant which include case management programming.
  • Supports implementation and ensure adherence to grant work plans, spending plans and monitoring and evaluation plans.
  • Work closely and coordinates with IRC logistics, finance and grant staff to ensure timely and complaint program activities and expenditures; including active participation in grant opening/closing and review meetings.

Grant Monitoring & Reporting

  • Develop and maintain effective and efficient oversight, support, quality control and reporting systems and processes.
  • Ensure regular field monitoring and modifications as required.
  • Monitor and consolidate information collected from weekly and staff activity reports
  • Ensure high-quality IRC and donor reports on activities, indicators and achievements

Coordination, Representation & Advocacy

  • Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors
  • Regularly attend coordination group meetings at appropriate levels to contribute to the case management responses across agencies
  • Advocate with peer agencies, government and other stakeholders to promote timely and quality case management responses
  • Participate in, and as needed organize regional/provincial protection meetings/workshops

Program Development

  • Contributes to the development of the protection sector strategic direction for responding to protection risks and needs
  • Contribute to proposal development activities (narrative and budget) through planning and program design with relevant field-based staff and ensure technical standards are taken into consideration

Monitoring and Evaluation

  • Develop and maintain effective and efficient oversight, support, quality control and reporting systems and processes.
  • Manage staff that report into monitoring and evaluation systems in order to ensure data quality and timeliness in reporting.
  • Monitor and consolidate information collected from weekly and staff activity reports
  • Ensure high-quality programming according to international minimum standards and best practices
  • Support data analysis and information dissemination to the appropriate coordinating mechanisms, field teams, beneficiaries and IRC implementing team accordingly.

Other

  • Consistently and proactively monitor/assess the safety and security of field teams; promptly reporting concerns or incidents to IRC management and  liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs
  • Other duties as assigned by the supervisor to enable and develop IRC programs.

Job Requirements

  • Bachelor degree in a relevant field (e.g. social work, sociology, psychology, law)
  • Approximately 4 to 6 years of relevant experience, professional technical experience, including 2-year implementing humanitarian protection programs in emergency/conflict contexts
  • Experience in regular report writing
  • Experience with protection monitoring  and case management preferred
  • Experience in designing and implementing surveys or assessments preferred
  • Good communication skills including ability to gain trust and build relationships with new communities
  • High standard of spoken and written Dari and Pashto (depending on location) and English
  • Basic computer skills including Microsoft Word  
  • Technical Competency:
  • Communication and reporting skill
  • Fluency in Pashto, Dari and English
  • Computer skills (including MS Word, Excel, Access, and internet) an advantage
  • Ability to work closely, professionally, and constructively with all others regardless of nationality, ethnicity, gender, religion, race, tribe, or cultural background
