Job Description

Main Purpose of the Job:

The Protection and Rule of Law Manager is responsible for supervision of protection monitoring officers and oversee of their activities.  The management of programs includes planning and execution of program activities; capacity building of staff and community groups and assisting with research, assessment, and monitoring and evaluation. The position is based at the IRC Country Office in Kabul and reports to the Senior Emergency Protection and Rule of Law Manager. The position holder will also work closely with field coordinators.

Key Responsibilities:

    • Support the Deputy Protection and Rule of Law Coordinator with design and development of programs and proposals and ensure that protection component such as protection from violence, child protection, gender based violence and psychosocial support are  integrated as cross-cutting in all programs and projects
    • Support in the rollout of Case Management
    • Ensure that staff and the community-outreach groups have  appropriate knowledge and understanding of the protection programming
    • Develop Protection Manuals and presentation related to child protection and rights, women right and protection, rights and protection of IDPs, returnees and refugees.
    • Develop training manuals and presentation on IDP Policy.
    • Train the project staff, target communities and Government Departments of Protection Related topics
    • Develop a clear database for monitoring of the protection activities.
    • Provide technical support to protection teams consistent with international and national standards and ensure that program design and implementation creates no harm in the communities, promotes human rights and has positive impact.
    • Work closely with field teams and community groups to  involve communities to organise their resources for  preventing  or responding to protection threats and increase resilience, particularly ensuring  safety and dignity of  the most vulnerable groups
    • Represent the IRC in external forums and attend key meeting such as Protection Cluster, Child Protection Sub-Cluster, CPAN and specific working groups.
    • Liaises with government authorities, key humanitarian actors and UN agencies, as appropriate, to obtain maximum benefit and efficient use of resources in the implementation of assistance programs
    • Manage the overall supervision of the protection program and it’s mainstreaming in within the humanitarian and other sector programs.
    • Develop and support effective monitoring and evaluation system  by collection, analysis of data about protection issues  in order to improve the program interventions 
    • Identify protection gaps and concerns facing by the IDPs returnees and refugees population; in particular women and children of the affected communities and share the information with central office
    • Compile assessment reports on the protection concerns and priorities of the refugee population collected during the protection monitoring activitiess
    • Provide support and recommendations for delivering of  service in line with IRC protection policy
    • Train and supervise the protection officers to deliver awareness-raising activities  such as informing about protection rights and adopting access seeking behaviours
    • Assist the protection officers with establishing a referral network with available service providers in the target area
    • Oversee activities and conduct out-reaches activities to provide the refugee population with relevant information on services and address reported cases or protection concerns
    • Integrate IRC Psycho-social support approaches  in the humanitarian interventions, in order to ensure protection form violence and child protection in intervention areas

 

Job Requirements

  • Degree / Post graduate degree in social, business and administrative sciences, or  human rights law or other related field; specialization or education in  Psychology highly prefered 
  • At least 4-6 years professional technical experience, including 2 years implementing humanitarian protection programs in emergency and conflict contexts;
  • Experience in emergency settings / conflict areas
  • Demonstrated experience in capacity building, project design and budget management
  • Strong understanding of protection principles within the Afghanistan context
  • Strong understanding of Islamic principles and able to provide protection information through Islamic values and ideology.
  • Possess context sensitivity
  • Experience in working with and coordinating with the UN, donors, INGOs and other stakeholders
  • Strong interpersonal, intercultural and communication skills
  • Excellent analytical and written skills, and good computer skills
  • Flunecy in English and Local Languages
