Job Description

This position is based in the Kandahar Field office. The position holder will be working with HR, Finance and Logistic Departments and will be responsible to manage all support operations at the provincial level (HR, Finance and Procurement). this position will be direclty reporting to Provincial Coordinator Lead and Operations Managers in Kabul country office.

Generic Responsibilities:

Able to represent Street Child appropriately both internally and externally.

Carry out all reasonable requests that are within the broad remit of the role.

Specific Responsibilities:

HR:

Provides assistance to HR department on job requirements, recruitment process, selection of interview panel, preparation of Interview Plan and preparation of job descriptions.

Ensure that all HR documentation is completed and filed, and that personnel records are complete and kept confidential and responsible for the confidential filling and archiving of all personnel files both active and non-active.

Maintain trackers and records and compile statistical reports concerning personnel-related data such as performance appraisals, attendance, and timesheets for field office.

Manage Timesheets for office, ensuring timely submission, approval, accuracy, and filing and ensures all HR related form (Attendance Form, Salary Advance forms and Timesheets are filed in proper manner.

Ensures all HR related form (Leave forms and Salary Advance forms and are filed in proper manner and update and maintain the system to track annual, sick, holiday and other leaves in lined with Afghanistan Labor Law.

Ensure Staff updates and HRMIS is shared with central HR department on regular and continues basis.

Carry out additional responsibilities as assigned by the HR Manager.

Finance:

Prepare and generate vouchers and code them according to the donor codes and appropriate accounting codes. Ensure the correct calculation and payment of provincial staff salary and submit the signed payroll slips to the Finance manager.

Responsible to scan all the financial documents on a weekly basis and make sure that all the payments are paid and supporting documents are all stamped “paid” and scanned, all transactions are properly signed and dated.

Make sure to coordinate with provincial coordinator lead to provide the Finance team their monthly cash projection, and to follow up that their projected expenses has taken place properly.

Ensure that financial records provide clear documentation and approvals and that internal control procedures are followed.

Ensure that advance forms are properly reconciled and accurate clearance are provided to the Finance team.

Update and maintain financial records and report any discrepancies if found.

Prepare spreadsheets for data entry, including advance sheet, Top Up sheet, accounting information, etc.

Implement the CiC/SC's financial policies and procedures and Generally Accepted Accounting Principles.

Carry out additional responsibilities as assigned by the Finance director/manager.

Procurement:

Ensure adherence with CIC/SC policies, tools, handbooks and guidelines. Prepare and develop status reports as required by management.

Ensure proper filing of all procurement documents.

Manage procurement and logistics of all the requested goods under the direct supervision of the Logistics Officer and Logistics Manager.

Checking and confirming that the requested goods are approved by the authorized responsible.

Bringing the procured goods to the warehouse and obtain the receipts.

Preparing complete documents to the finance department (approved request form, quotations, demand form, bills, and etc.).

Prepare Requests for Quotations and collect quotation from suppliers, compare offers and submit to finance manager and project manager.

Market survey to update prices for various program and non-program items.

Maintaining proper tracking for the goods purchased and stocked.

Supplying goods to the field office as required by the logistics department.

Delivering the goods based on the figures mentioned in the delivery sheet and taking a receipt of the goods from the receiver.

Carry out additional responsibilities as assigned by the Procurement and Logistics Manager.

 

Job Requirements

Experience and knowledge:

Bachelor's degree in management, BBA or any other relevant field.

At least 3 years of relevant experience.

Skills and abilities:

Experience with KOBO/tablet collection.

Ability to prepare tabular and graphic presentations of data/information.

Excellent community mobilization/ sensitization and communication skills.

Ability to manage, track and report on program data, proficiency with Excel in monitoring and analysing data.

Fluency in English, Dari and Pashto, written and spoken.

proficiency in report writing skills.

Strong writing and communication skills.

Knowledge of Electronic Data collection tools.

Excellent critical thinking skills; ability to multi-task.

Master’s degree in Relevant Fields is Preferred.

4 to 5 years’ experience is desirable
