Job Description

(Overall purpose of the job):

The Project Supervisor (WASH) will be based at the AKAH Kabul Office with regular travel to the target provinces of Bamyan, Baghlan and Samangan. S/he will lead and manage the WASH project complete components. S/he will coordinate with a team of professional WASH specialists and engineers, and social mobilisers committed to improving quality of life for target geography of focus. The Project Supervisor (WASH) will ensure that development program activities and projects are completed with the highest standards of quality, positioning AKAH at the forefront of provision of potable drinking water and sustainable sanitation in the geography of focus. The project components will involve extensive travelling to operation area.

(MAIN RESPONSIBILITIES AND TASKS):

  • Lead and manage the feasibility survey, design, drawings, and construction of integrated infrastructure for safe drinking water, sanitation, and grey water drainage in isolated rural communities, often in high mountain regions and urban areas as per SoPs.
  • Under the supervision of the Development Program Manager, the WASH Project Supervisor is responsible for the daily technical planning, supervision, monitoring and reporting of the field activities and for ensuring proper coordination with communities, municipalities and related AKAH departments.
  • Lead the construction and rehabilitation process from inception to completion, working closely with clients, WASH Specialists, WASH Engineers and Assistant WASH Engineers.
  • Supervisor a team of professional Engineers to improve quality of life by increasing access to potable drinking water, sanitation, and hygiene promotion in the targeted communities.
  • Provide technical support and guidance to the field staff with regards to drinking water and sanitation, and capacity building for effective implementation of the project.
  • Develop project briefs, document client requirements, review plans and blueprints to ensure requirements are being met through high quality design, developing, and enforcing project schedules.
  • Determine material and labor costs, negotiating with contractors and workers, obtaining permits, and ensuring that the projects are being completed on time, within budget and to the standards, specification and quality that has been approved by AKAH and/or the client.
  • Ensure the WASH committees are established in the field and relevant responsibilities are introduced and trained properly.
  • Improving AKAH presence and visibility in the field level and WASH groups.
  • Bi-weekly field visits of multi districts which is under a particular project to ensuring work done/quality/community participation / sustainability of the program/ mobilization/capacity building/training programs/ community base accountability and confirm all the proposed activities according to the program design and feasibility.
  • To ensure that sustainable systems are set in place for longer term operation and maintenance of all WASH and sanitation facilities, including the provision of all necessary training
  • Ensure that the security, health, and wellbeing of staff as general on the field along with security department
  • Lead and manage the water quality that meets WHO standards through appropriate and adequate testing and monitoring in close coordination with laboratories and AKDN agencies as per WASEP model and SoPs;
  • Lead and manage the development of the capacity of residents to manage, monitor and maintain all aspects of the water supply and sanitation infrastructure through village level committees, capacity building, manuals, visual communication material.
  • To regularly observe the progress of the project and provide supportive feedbacks to the staffs accordingly.
  • Provide leadership to the field team and ensures that the project activities are completed with the highest standards of quality.
  • Support the field team in conflict resolution during execution of project.
  • To ensure the project activities with WASH Cluster and Rural Water, Sanitation, and Irrigation Program (Ru-WaSIP) of the Ministry of Rural Rehabilitation and Development (MRRD) of Afghanistan.
  • Develop and review detailed work plans to ensure implementation of projects within approved budgets, highest quality, and timeframes.
  • Coordinate meetings with the relevant regional local authorities and other non-governmental organizations and communities.
  • To ensure proper and timely supply of the necessary equipment and materiel to the project sites.
  • In close coordination and consultation with MERLI department, take active part in the process of monitoring and evaluation of the project and properly documentation of results.
  • The project components will involve extensive traveling to operation area, government and community level discussion, training and awareness raising.
  • To encourage staff members to positively contribute to overall goal and objectives of the project.
  • Any other duties as may be required

 

MAIN ACCOUNTABILITIES

  • Provision of regular and effective reporting to the Development Programme Manager.
  • Extensive field visit as required to oversee the implementation of project and/ or capacity building of team.
  • Staff management and coordination including WASH Specialists, WASH Engineers Assistant WASH Engineers and liaison with local authorities and field stakeholders.
  • To ensure that sustainable system is in place for longer term operation and maintenance of all water supplies and sanitation facilities, including the provision of all necessary training.
  • Ensure cross-program integration, learning, sharing and adoption of best practices for other AKAH regional programs.
  • Assessment, survey, and implementation of all WASH activities in the field level.
  • Make sure the Implementation of the projects according to the approved budget and timeline.
  • Any other duties as may be required by the senior management.
 

Job Requirements

SPECIFICATIONS (MINIMUM REQUIREMENTS):

Education: Graduate degree in Civil Engineering or Water Supply Engineering or related discipline from a recognized national or international university.  Additional qualifications in social sciences, management and/or social work are also desirable.

Experience: 5+ years of experience in a construction related field and a minimum of 3 years of recent experience in WASH.

Skills:

Technical Skills:

  • Knowledge of WHO water quality standards, testing methodology and monitoring and evaluation practices
  • Knowledge of emerging trends and innovation in water and sanitation infrastructure delivery with a focus on remote mountainous regions
  • Excellent computer skills including MS Office (Word, Excel, PowerPoint) and other relevant software
  • Familiar with the area of Baghlan, Bamyan and Samangan provinces.

  • B2 Level of English proficiency and fluent in Dari and Pashto

  • Well-networked, physically fit, and able to face challenges.
  • Strong analytical skills, and the ability to think logically
  • Respect for the cultural sensitivities of the project locations in different contexts
