About (WASSA):

The Women’s Activities and Social Services Association (WASSA) was established in 2002 as Afghanistan's first women’s independent organization. WASSA aims to promote the women’s equal participation in socio-economic sectors and support the current humanitarian crisis by providing emergency humanitarian and livelihood assistance to vulnerable households, especially women.

To support WASSA’s vision and mission, some potential candidates are needed to be recruited for a project funded by UN Women to strengthen women’s livelihoods through increased access to skills and resources. The project will be implemented in three districts of Herat Province for a period of 15 months.

Job Description

Position Overview:

The Project Supervisor - SMEs will oversee and manage the implementation of the SME Development Project in Herat, Farah, Ghor, and Badghis provinces. This project aims to support the growth and development of small and medium-sized enterprises (SMEs) in these regions through training, capacity-building initiatives, and access to necessary resources. The Project Supervisor will be responsible for coordinating the activities related to medium and small enterprises, ensuring the effective delivery of support services, and overseeing the beneficiary selection process. The role requires strong project management skills, knowledge of SME development, and the ability to work collaboratively with stakeholders.

Responsibilities:

  1. Coordinate the implementation of the SME Development Project in Herat, Farah, Ghor, and Badghis provinces.
  2. Oversee and manage the activities related to medium and small enterprises, including market demand and supply analysis, beneficiary selection, and support services.
  3. Collaborate with relevant stakeholders, including UNHCR, WASSA, and community Shuras, to ensure effective project planning and implementation.
  4. Develop and implement a beneficiary selection process, ensuring that the most vulnerable and eligible individuals are selected for support.
  5. Ensure that agreements are signed with selected beneficiaries and coordinate the distribution of cash assistance according to the project's plan.
  6. Provide comprehensive support to medium-sized enterprises, including business development training, mentoring, and the provision of necessary tools, equipment, and supplies.
  7. Support small enterprises by offering business development training, mentoring, and access to resources, with a focus on fuel selling, groceries, gas selling, and similar ventures.
  8. Ensure inclusivity by providing support to individuals from vulnerable backgrounds, including people with disabilities and those from big-sized households.
  9. Monitor and evaluate the progress and impact of the SME Development Project and prepare regular reports for project management and stakeholders.
  10. Identify challenges and propose solutions to enhance the effectiveness and efficiency of project activities.
  11. Foster strong partnerships with local stakeholders, government entities, and relevant institutions to support the sustainability of SMEs.
  12. Stay updated on the latest trends and best practices in SME development and entrepreneurship.
  13. Provide guidance and support to project staff, ensuring their professional development and performance.
  14. Adhere to project timelines, deliverables, and quality standards.

Job Requirements

  • Bachelor's degree in Business Administration, Economics, or a related field. A Master's degree is preferred.
  • Proven experience in project management, particularly in SME development projects.
  • Knowledge of market demand and supply dynamics, entrepreneurship, and small business development.
  • Familiarity with the context and economic conditions of Herat, Farah, Ghor, and Badghis provinces.
  • Experience in conducting beneficiary selection processes and implementing support programs.
  • Strong analytical and problem-solving skills to identify business opportunities and challenges.
  • Excellent communication and interpersonal skills to collaborate with stakeholders and beneficiaries.
  • Ability to work effectively in a multicultural and diverse environment.
  • Proficiency in project management tools and software.
  • Fluency in English and local languages is required.
  • Strong organizational and time management skills.
  • Ability to travel to project locations as needed.
