About People’s Action for change ( PAC )

People’s Action for change is a not for profit, non-governmental organization with a mission to work with the poor, excluded and marginalized sections of the society by empowering them to lead a life with dignity. PACo priority objectives includes empowerment of people through community organization and capacity development, promoting rights of women and children, ensuring livelihood options to end hunger and food insecurity and respond to calamities and conflicts through humanitarian assistance. PACo strategically expanding its program and intervention to support most vulnerable population to Qushtepa district of Jawzjan provinces, with focusing vulnerable women headed households. For implementing planned intervention which will be focusing on lifesaving through humanitarian response on improving participating household nutrition and household income. Thus, PACo, planned to recruit monitoring and evaluation officer considering the conditions and requirement state in this announcement. Job Description

  1. Rapport building

The project office representing organization intended to build good rapport with;

  • Community: The project officer should facilitated a close coordination with project participating community in Qushtepa district of Jawjzan Province , encourage community participation with ensuring vulnerable groups inclusion and  proactive participation.
  • Stakeholders / duty bearer :
    1. Facilitate cooperation environment for stakeholders and duty bearer to understand the project overall objective, plan output and activities as well as implementation approach, participating groups and coverage area.
    2. Attend project related coordination meetings, share the update and progress as well as constrain and challenges faced if any.
    3. Facilitated the stakeholder and duty bearer active participation in the project related events.
  1. Guide project team in provincial level for effectively implement
  • Build understanding of Project staff and community on the on PACo mission, project objective and planned activities.
  • Support project manager on develop project operational and  implementation plan including clear milestones for the project activities
  • Train and orient project team on PACo policies, procedure and Identifying capacity building requirements of project staff members.
  • Regular meet the participating community and stakeholder through district and provincial level coordination meeting / events.
  • Support the M&E and PDM activities on field monitoring from ongoing and implemented activities
  • Orient team on context, participating communities’ culture, social norms and sensitivities.
  • Orient project team on PAC PSEA, AAP policies as well as on CRM.
  1. Assure project Implementing in compliance with agreed standards and practices:
  • Design awareness creation measures in the form of; Conduct participatory learning process to assess challenges, opportunities and risks of project implementation.
  • Promote open and democratic processes of decision making through proactive and inclusive participation women
  • Facilitate monthly reporting and planning session / meeting with team and inform the project coordinator on the projected  progress
  • Compile and Prepare the project report based on the result and or donor designed result oriented framework
  • Assist the team to facilitate processes of community mobilization, beneficiary survey and Identification
  • Orient and train  the team including social organizers and trainers, on project field level deliverables particularly on, poultry beneficiaries survey, distribution, trainings and follow up
  1. Assist  PAC and funding partner M&E/MEAL staff in monitoring in compliance with  project set indicator and or donor guiding document  such as Project Logical frame work, and PAC M&E frame-work
  • Conduce /support project participant identification and selection process implementing planned activities.
  • Assist / conduct baseline surveys prior of the project participant prior initiating relevant intervention.
  • Develop precise baseline report
  • Periodic reviews of the quality and progress of implementing activities based on field and monitoring visits by stakeholder and feedback from the M&E staff.
  • Assist in organizing social audit of project invite government officials, project participants, community and other actor working in the areas.
  • Systematically capture, document and record lessons from field for shared learning across and out of  the organization and to highlight success to measure project effectiveness
  1. Assist PACo Engagement with provincial and regional government to appraise PACo’s work and to feed it into provincial and regional priorities :
  • Assist PAC representation in Government and sectorial meetings at the local and provincial level to apprise them of PACo's work to garner support in smooth implementation of projects
  • Attend to stakeholder meetings as advised by line manager
  • Ensure compliance with humanitarian requirements at the provincial level for effective implementation
  • Closely coordinate with duty bearer and stakeholder to avoid project participant duplication.
  1. Networking and solidarity:
  • Assist in building solidarity across the community networks , such as CDC, DDA, and government agencies to achieve project related advocacy and campaign objectives.
  • Represent PACo in sub-national level dialogues, forums and committees strategically and with management advice.
  1. Learning and staff development:
  • Assist and provide ongoing coaching and mentoring in the form of ‘learning by doing’ and ‘leading by example’ on program quality, policy and communication portfolio in coordination with other key teams.
  • Train staff member  prior deploying in to the field on community mobilization, organization , as well as on organization policies and procedure particularly on PSEA , AAP and PACo CRM mechanism
  • Facilitate project completion workshop/meeting in the provincial, document learning rom the event
  1. Assist in Coordination:
  • Ensure and assist highest levels of coordination within the program in regional and head office levels through close interaction and information sharing within different departments and also with external stakeholders as guided by line management in consideration and sensitivities of confidentiality.
  • Attend district and provincial coordination bodies meeting
  • Coordinate in provincial level with stakeholder and likeminded aid agencies to avoid beneficiary duplications
  1. Budge utilization control.
  • Close follow up with finance on effective budget utilization
  • Should have the update on status of budget utilization in monthly base from concerning finance unit.
  • Support the project manager on monthly budget planning and request for release.
  • Ensure proactive participation for effective procurement with procurement team.
  • Ensure the application of the procurement PACo policy and procedure being strictly followed without any compromise
  • Ensure the project inventory / asset register maintained and updated.
  • Ensure project weekly, monthly and quarterly reports submitted on time based on reporting procedure.
  1. Report and communication.
  • Develop update the management through weekly progress report
  • Develop and submit project monthly progress report
  • Prepare activity / event completion report
  • Develop project final report base prescribed format

Job Requirements

  • Willing and demonstrate full commitment on the organization mission and vision.
  • Bachelor ( university degree ) prefer BA , preference with Business administration,/ Management and Veterinary / Agriculture  
  • At least five years’ University degree and two year for Master degree having same and smiler experience with humanitarian / development projects.
  • Fluent in English read and writing is essential
  • Ability of  quality report  writing
  • Have good communication skill
  • Have basic knowledge of logical framework, performance indicator ( process, input and out)
  • Ability to travel toll project coverage areas ( covering villages )and stay.
  • Understand gender, gender equity, equality and working with women in the country current context
  • Have a good computer skill.
  • Prepared to work hard and long when needed to achieve deadlines, targets and quality standards set by the project.
  • Committed to be accountable and transparent to organization, partners and with communities.
  • Good interpersonal skills, flexible, patient and able to mentor others.
  • Understanding the local language is an advantage
