Job Description

ASCHIANA is a non-governmental and nonprofit philanthropic organization who work from 1996 support street working and war affected children in Afghanistan work with vulnerable and disadvantaged, and help them improve their quality of life for the purpose of breaking the cycle of poverty by providing them with the means to better their own future. To improve the social, economic, physical, cultural and mental situation of vulnerable groups of children, and to focus on basic education as a means to do that. ASCHIANA support the children and their families morally and emotionally throughout, teach them educational, protection, nutrition and other life skills.

Aschiana is implementing a project titled “Support the most vulnerable children and their families through the provision of integrated, age-appropriate and gender-transformative child protection interventions”, funded by UNICEF. The project is based on to address the pressing protection concerns of children from most vulnerable and underserved communities including internally displaced persons (IDPs) affected by the complex humanitarian emergency, children living in the streets and working in hazardous situation, unaccompanied and separated children / minors or children on move, women and girls at risks and victims of GBV in Kabul and Parwan provinces.

 

Job Description:

The Project Officer would be required to ensure his/her contribution in the value-based culture including transparency, information sharing, equal participation, open communication, team building, subsidiary and gender concerns in the Child Protection Project, at the field level especially when working with the project beneficiaries and at the same time at team and organizational level.

Project Officers will be responsible for working with target communities within the designated targeted districts of Kabul and Parwan provinces.

Under the close supervision and support of the Project Coordinator and Country Manager, His/her major tasks/responsibilities will be:

 

Key Responsibilities:

Project and Community Mobilization

  • Introduce project to the concern population in the targeted areas and gain community support for the smooth initiation of the project and ensure the implementation of project interventions.
  • Ensure the effective and efficient implementation of community mobilization component of the project by engaging community volunteers, activists, influential along with project concern target groups.
  • Form community-based child protection networks (CBCPN) and conduct consultative and coordination meetings with target communities through members of community-based child protection networks (CBCPN), community activists and volunteers focused on the project interventions.
  • Orient community target groups, committees and stakeholders to the project methodology and objectives. Mobilize and capacitate CBCPN for achieving the project results.

Need Assessments

  • Conduct and assists the project filed staff in assessments of the target communities for each programme component of the child protection and GBV project.

 

Project Implementation

  • Support Project Coordinator in planning and management of project interventions
  • Ensure implementation of quarterly, monthly and weekly plans at field level according to overall project result framework and set project components.
  • Provide timely support and allocation of tasks and targets to project field team i.e. social workers, PSS counsellors, recreation officers, case management worker for smooth implementation of project activities.  
  • Supervise the project field staff in all locations on a regular basis, ensuring that activities are implemented in an appropriate manner and as per standard.
  • Conduct regular follow ups visits at field level and monitor the project activities in timely manner and report it to Project Coordinator and senior management.
  • Implement devised strategies and ensure smooth, coordinated, equitable, transparent and timely asset transfer among the project beneficiaries under each project intervention.
  • Participate in the periodic community meetings and manage community conflicts for the smooth functioning of the project.
  • Ensure the project activities are implemented according to the needs and rights of the targeted communities.
  • Facilitate the accountability and feedback mechanism among the target communities for the project interventions.
  • Participate in experience sharing and consultative process of making necessary adjustments in strategies and approaches on the basis of lessons learnt for Project.

 Coordination

  • Coordinate and consult with project coordinator, project top management and the field team regarding the project implementation and guidelines for effective project execution.
  • Interact and maintain healthy relationship with target communities, concern project beneficiaries, authorities, service providers and relevant stake holders regarding the project and represent Aschiana in various forums and to project Aschiana work in different geographic areas of Afghanistan.
  • Participate in meetings and workshops.
  • Develop a good liaison with staff members and ensure to work in close coordination at all level.
  • Ensure active participation in child protection and relevant clusters for information sharing and networking at provincial and national level.

 

Reporting & Record Keeping

  • Collect and review weekly and monthly reports and time sheets of the project field staff
  • Maintain hard and soft record of all project beneficiaries. 
  • Provide weekly and monthly progress report to project coordinator and support project coordinator in preparation of periodic progress and statistical reports, presentations and case studies in relation to project activities for the management, donors and relevant stakeholders.
  • Provide information, material, document and prepare reports as and when required by Aschiana.

Team Building & Management

  • Provide support and guidance to the project field team on programme and operational issues.
  • Evaluate the team member performances.
  • Mentoring, team building and conflict resolution of team members.
  • Make in liaison and ensure that organizational Policies and Procedures are practicing at Programme level. Also, to support top management by ensuring that SOPs are practiced at organizational level.
  • Respect ASCHIANA child protection and PSEA policy and protection of beneficiaries from sexual exploitation and abuse and report to your line manager any non-respect of ASCHIANA’s policies amongst the teams or partners.

Quality Assurance

  • Ensure that participatory approaches engaging children (girls & boys) women and men include PWDs are incorporated into all aspects of child protection and GBV programming at the community level.
  • Any other duty assigned by the organization.

Job Requirements

  • Bachelor’s degree in related field.
  • At least 3 years of experience in related field.
  • Strong Communication and interpersonal skills

  • Should be able to speak fluently with both national languages Pashto and Dari 
  • Excellent Computer Skills are required (Mandatory)
  • Excellent writing and speaking of English Language (Mandatory)
  • Comfortable with working in all Communities and Different environment
  • Respectful behavior with staff and children.
  • Proper reporting skills are (Mandatory).
  • Should have good management skills
