About Concern Worldwide- Afghanistan

Identity: Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Currently, Concern has been working in Afghanistan since 1998, when it responded to an earthquake disaster in Takhar province.  Currently Concern has been working in Takhar and Badakhshan provinces undertaking both emergency response and long term developmental work in the areas of livelihood security, primary education and Water, Sanitation and Hygiene.

Job Description

Main Duites and Responsibility

WASH Programming:

  • Effective and timely implementation of all interventions outlined under AHF WASH emergency response project including:
    • Ensure the emergency WASH infrastructure are completed in 4 district of Takhar
    • Conduct community sensitization on the project goal, objectives, and beneficiaries
    •  Ensure the hygiene messages are carried out in target communities of Takhar and Badakhshan.
    • Support CDFs in identification of beneficiaries, delivering of hygiene kits, and delivery of hygiene promotion messaging
    • Ensure CDFs receive all relevant trainings and refresher trainings
    • Coordinate with project engineers for timely completion of emergency water repairs
  • Act as a focal point in respective provinces (Takhar and Badakhshan) for emergency WASH project in forums such as line departments, nutrition centers/clinics, communities and NGOs which are active in the target districts.

 

 Technical Assistance and Capacity Building:

  • Provide technical guidance and support to Concern staff on all water, sanitation, hygiene promotion related activities, ensuring quality, cost effectiveness, sustainability, and adherence to sector guidelines, Concern WASH guidelines and standards, and UN standards.
  • Assist in the development of appropriate IEC materials and generate a database of all these items.
  • Assist CDF and technical team in developing operational work plans for conducting community-level hygiene promotion activities and emergency repairs of wells and water systems. .

Reporting and Communication:

  • Submit accurate monthly work plans and reports to the SPO
  • Liaise with logistic and finance team for all logistical and financial related issues such as SR tracking, updating procurement plan and assuring of on time payments.
  • Participating in stakeholders meeting at national and provincial level where needed.
  • Assist Senior Project officer on technical aspect of WASH project activities.
  • Ensure government participation in key social events such as trainings, exposure visits, workshops etc. as appropriate.

Capacity Building:

  • Coordinate with advisors for the development of training materials on WASH and nutrition related topics
  • Ensure CDFs are trained on hygiene promotion modalities in line with the project design

Staff Management:

  • Effectively manage a team of WASH CDFs. This includes the development and review of job objectives, performance management, and monthly and weekly action planning in collaboration with the SPO.
  • Development of performance development plans and implements them together with the WASH CDF
  • Coordinate with SPO for staff development opportunities

Effective coordination and collaboration for effective Project implementation

  • Oversee and coordinate Concern activities of HPP and CUS Projects at Takhar and Badakhshan provinces.
  • Coordinate with the Humanitarian Program Manager to ensure the implementation of activities as per the required standard and in accordance to project commitment.
  • Lead HPP and CUS Projects distribution process of relief items to affected populations in coordination with ANDMA, DoRR and other related departments and write distribution reports.
  •  Assist Humanitarian Programme Manager in design and implementation of appropriate disaster preparedness and response Plans.
  • Support the Humanitarian Program Manager in planning and implementing cash for work activities, to ensure that they are completed within the given timeline and achieved the intended targets.
  • Closely monitor and assess the humanitarian situation in Takhar and Badakhshan provinces, especially in Concern’s Programme areas, through appropriate monitoring tools as well as regular coordination with other stakeholders.
  • Lead the team of Community Development facilitators and ensure a team environment workplace, manage and coordinate over all services provided to the beneficiaries.
  • Attend and represent Concern at community, district and provincial level forums when necessary and ensure district and provincial level coordination is obtained with all the stake holders including the district governor, DoRR and ANDMA.
  • Establish governance and community participation/mobilization mechanisms.
  • In coordination with Humanitarian Programme Manager, oversee security situation of the HPP and CUS project location and update the project team on movement plan arrangements.

Networking and Coordination:

 

  • Liaise with relevant government departments and NGOs,  at district level.
  • Participate in relevant district level meetings
  • Liaise with M&E officer in updating M&E tools on monthly basis
  •  Liaise with logistic and finance team for all logistical and financial related issues such as SR tracking, updating procurement plan and assuring of on time payments.

 

CHS & Emergency:

  • Concern is committed to CHS to ensure downward accountability. Concern activities are guided by CHS standards in all stages both emergency and development projects /programs. In Afghanistan we also bounded our activities by Accountability framework and therefore any Afghanistan employees are responsible to comply with CHS principles and benchmarks as instructed by its policies and therefore make sure that you accept and implement CHS standards in all your activities.

Job Requirements

Qualification & Experience:

  • Diploma/degree in Health sector, engineering, environmental science, or other related or related field. Master degree is an advantage. 
  • At least 3 years’ experience delivering WASH, nutrition, or similar programme with an international NGO or UN agency.

Skill:

  • Knowledge of MS Word
  • Excellent Dari and English
  • Excellent facilitation skills
  • Community organizing skills
  • Experience managing a team
  • Strong documentation skills

Competencies & Skill:

  • Ability to write reports and various correspondence in English language is an advantage
  • Strong sensitivity and respect for local cultures
  • Professional manner in dealing with community members and co-workers.
  • Strong listening skills combined with excellent interpersonal and conflict resolution skills
  • Ability to work in remote communities throughout Takhar (Chah-ab & Namakab, Farkahr, Baharak and Darqad), and Badakhshan (Argo, Arghanjkhawa, Yawan, and Koranow Munjan) districts.
  • Ability to work with community members and spend at least 70% of time in the community.

Reporting:

  • Develop and submit accurate monthly work plans and reports to  Senior Project Officer
  • Ability to submit technical reports on a monthly basis
  • Ability to write reports and various correspondence in English language is an advantage.
  • Proper communication skill, preparing personal file, leave record etc.
