Citizen Organization for Advocacy and Resilience, COAR (formally Coordination of Afghan Relief) CoAR is an Afghan, independent, non-political, non-sectarian, and non-for-profit organization established in 1989 and registered formally with the Ministry of Economy.  COAR actively bridges between donors of humanitarian aid and rural Afghan communities severely affected by almost four decades of wars, internal conflicts, natural and manmade disasters, and complexities. COAR endeavors to reach the unreached and embark on strengthening local coping mechanisms to enable communities to find durable local solutions to their local problems and encourage self-reliance and sustainability. COAR works with communities to proactively utilize their own scarce and limited resource in the most efficient and effective way and discourage a culture of aid dependency, except in times of disasters and extreme poverty.  COAR has maintained the access of beneficiaries to basic services with strict observation of humanitarian principles of Independence, Neutrality, and Impartiality in practice.

 

Job Description

The Education & Child Protection Officer will lead the implementation of the COAR child protection activities under Education department, Education and CP Officer will work towards ensuring the program is of a high technical quality, child protection and monitoring processes are in place. He or she will make sure timely reporting occurs according to donors’ requirements. In addition, he or she will make sure the program is continually assessed and solutions quickly put in place for a change of context.

He/ she will also play central role on the implementation of the Education Activities along with Child protection within the Education program such as addressing violence against children by strengthening Child protection systems at all levels. Work specifically with project Staffs as Trainers, Teachers and Community Mobilizers, in order to improve child protection capabilities, attitude and behaviors; increase the capacity of the children themselves to prevent and respond to violence against them and increase learning and generate best practices related to child protection approaches

KEY AREAS OF ACCOUNTABILITY:

  • With support from Education Program manager, the Education and CP Officer will take the lead role for the planning and implementation of all project activities while ensuring compliance with both COAR and donor guidelines. 
  • Collaborate with Project Manager, officers (community mobilizers) and MEAL staff to design project implementation plans - including all technical specifications.
  • Provide full support in development and translation of training materials (literacy courses, livelihoods skills development training, community development training, government capacity building training, etc.).
  • Submit timely, high quality activity reports to donor and Submit timely MoE – Education Reports
  • Develop short-term implementation plans (weekly and monthly) in reference to project detailed implementation plan.
  • Education officer will report the technical and/or non-technical problem within the project implementation to the project manager on timely manner.
  • Support project manager on day to day handling of department tasks related to Education projects at HQ level and Provincial Level
  • Develop weekly, monthly, and quarterly narrative reports for all literacy related activities
  • With support from Education Program manager, the Education and CP Officer will establish, improve and maintain regular working relationships between Ministry of education), representatives of other organizations (INGOs, NGOs), Child rights networks, community leaders and community members.
  • Supporting in planning and implementing Covid-19 related activities while ensuring compliance with Covid-19 guidelines (use of technology is highly encouraged and physical meetings only held when necessary). 
  • Ensure that the principles of child safeguarding and ‘do no harm’ are embedded in all project activities. Ensure transparency in targeting beneficiaries, delivery of services and participation of beneficiaries and partners in planning and monitoring of process is reflected in program delivery.
  • Work with the Child right networks to organize joint advocacy forums targeting relevant authorities to address identified gaps.
  • Ensure effective management of program resources

  • Ensure that you work to the best of your ability and demonstrate high levels of commitment to COAR in order to ensure the objectives of your role and the program are met.
 

Job Requirements

  • At least four years’ experience in education, preferably in an NGO environment or educational setting
  • Bachelor’s degree in education, development or another social science 
  • An understanding of formal and non-formal education
  • Understanding of government institutions, particularly the public school and CBE Policy
  • Excellent planning and coordination skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities;
  • Understanding of child rights programming.
  • Good communication skills with fluency in written and spoken English, Pashto and Dari
  • Ability to analyses information, evaluate options and to plan strategically
  • Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies
