About Afghan Family Guidance Association |AFGA

Afghan Family Guidance Association (AFGA) is an Afghan non-governmental, not-for-profit and non-political organization established in 1968. AFGA has been working in the field of Reproductive health and Rights since its inception and has recently become an associate member of the International Planned Parenthood Federation (IPPF).

AFGA activities were suspended due to war and conflict in the country for ten years (1992-2002) and resumed its activities in 2002 with financial support from International Planned Parenthood Federation (IPPF).

IPPF is an alliance of 151 family planning associations known as Member Associations which has projects in over 180 countries. IPPF continues to be the largest civil society provider of reproductive health information and services in the world.

Job Description

Project Planning & Startup:

  • Develop the overall project implementation plan, approaches, management tools, and materials in close coordination with AFGA’s Program Manager.
  • Organize & lead the project kick-off and close-out meetings with relevant authorities & stakeholders.
  • Plan the various stages of project implementation and set direction by prioritizing and organizing activities and resources to achieve project objectives within the project life-cycle.

Project Implementation and Follow-up

  • Oversee and manage the project implementation, ensuring that technical quality and standards are considered and respected during project implementation.
  • Organize regular project coordination meetings with project team, donor, and relevant authorities & stakeholders.
  • Ensure budget utilization and project target achievements are reviewed at least once a month as per the work plan.
  • Ensure project implementation is on time, target and budget, through using effective management tools to reach the desired impacts.
  • Anticipate and mitigate risks and troubleshoot any unforeseen challenges during the project implementation.
  • Regular update the work plan, action plan, and other documents relevant for effective project management.

 

Project Logistics & procurement:

  • Contribute to the development of procurement plans and ensure all the required procurements and logistics are in place to effectively implement project activities.
  • Contribute to quality checks and procurement committees to finalize suppliers’ selection according to the AFGA’s established procedures and set requirements of Logistics & Procurement Department.
  • Confirm quality of material selection if and when applicable.

 

HR & Administration:

  • Support in close coordination with AFGA’s HR Department in the overall recruitments of project technical staff (development of ToRs, shortlisting the vacancies, preparing the tests papers, reviewing them, interviews and other required procedures.)
  • Ensure that project staff understand and are able to perform their roles and responsibilities as required for the effective & efficient implementation of the project.
  • Follow-up the work plans and day-to-day activities of the project staff at all targeted areas and provinces.
  • Manage the project staff in cooperation with project Regional Coordinators.
  • Ensure a positive working environment and good team dynamics at all stages of the project and Manage interpersonal conflicts.
  • Undertake regular appraisals of staff and report on staff that fails meeting the job expectations and performing in line with their established ToRs.

 

Transparency:

  • Ensure transparency in overall stages of project life cycle (staffing, project planning & implementation, services deliveries at Family Health House(s) and other Services Delivery Points (SDPs) and etc.) and make sure staff awareness of AFGA’s code of conduct.
  • Ensure all the project activities, records and required documents are adequately prepared, processed, compiled and filed according to AFGA’s procedures & donor requirements and shall be available anytime for audit trail.

 

Security & Safety:

  • With the support of AFGA’s Security Officer, ensure that each and every member of the project team is aware of security issues, policies, SOPs and make sure they follow them accordingly.
  • In cooperation with the AFGA’s Security Officer, monitor the local security situation and ensure security clearances for site visits at community, district & provincial levels.
  • Contribute with AFGA’s Security Officer in updating of the security guidelines in the project area of intervention.

 

Communications & External Relations:

  • Support, facilitate or undertake communication and liaison activities to actively engage with the project donor, stakeholders, and other relevant authorities in all stages of project design and implementation.
  • Cultivate good relations with key project actors, including government authorities and non-government authorities, through regular attendance at project progressive & coordination meetings.

Quality Control & Project Effectiveness & Efficiency:

  • Assess the activities undertaken and ensure efficient & effective use of resources.
  • Undertake regular field visits to provide technical guidance and supervision as well as regularly monitor the progress of project activities
  • Ensure lessons learned are documented, shared, and reflected in project planning and decision makings with Program Manager and AFGA’s SMT.
  • Advise on, and assist with, project reviews conducted by AFGA’s Program Manager.
  • Ensure quality control, analysis of added-value and impact, identification and capitalization on best practices and lessons learned, and provide relevant feedback for project development.
  • Close coordination with AFGA’s M&E Manager and ensure appropriate monitoring and evaluation (M&E) mechanisms are in place to ensure project implementation according to the project agreed requirements.

Reporting:

  • Provide regular and timely updates on progress and challenges to Program Manager and AFGA’s SMT.
  • Draft (internal) weekly, bi-monthly & monthly narrative reports and contribute to the development of consolidated monthly progress reports (MPR) with Program Manager.
  • Contribute to drafting (external) project progress reports, ensuring the quality and accuracy of technical information.
  • Any other task relevant to the project implementation.

Job Requirements

  • Bachelor's degree in BBA, Project Management, Public Administration (MBA in project management and Medical Degree is preferable).
  • Minimum of 5 years’ progressive experience in project management & implementation with national & international well-known NGOs or organizations.
  • Fluency in English, Pashto & Dari Languages both spoken & written.
  • Advanced computer skills (Ms. Word, Excel, Outlook).
  • Strong report writing skills & proficiency in writing quality weekly, bi-monthly, monthly & quarterly reports.
  • Excellent negotiation, coordination, communication, leadership, multitasking & managerial skills.
  • Ability to travel to various provinces of Afghanistan.
