Community development is very important for every society because when members of the communities are self-reliant and independent, they could support their families and create opportunities for those who are less fortunate. So, that is why CICA is committed to delivering programs such as educational, community recreational, athletic, and other community development programs which directly make a positive difference within communities. Our programs help communities to develop and become self-reliant. CICA deliver services to all the people in need regardless of their gender, race, color, religion, or social status.

Job Description

Job Description:

ROLE PURPOSE:

  • The WASH project manager will be responsible to provide leadership and participate in assessments, Design of construction projects, preparing bills of Quantities, and supervising and monitoring all construction projects.
  • Supporting the WASH team in developing appropriate immediate and longer-term WAS /construction response plans and outlining a strategy for longer-term WASH.
  • Work with teams to provide technical inputs to develop high-quality concept notes and proposals related to WASH/construction as mandated under WASH strategy, Support in the development of project concept notes and proposals, including innovative quick impact projects both for stand-alone WASH/construction and integrated WASH/construction projects.
  • In close discussion with the WASH teams, make regular frequent field visits to review the program and build field staff, and implement the partner’s Capacity in quality program Implementation Build the humanitarian response capacity of the field team to be able to cope with the increasingly severe Condition of the communities.
  • Provide technical support to Canadian international Community Association teams in designing, Planning, implementing, monitoring, and evaluating WASH/construction project activities that are integrated into other sectors. Ensure technical quality of programs and support team to analyze Monitoring data to improve program design and implementation.
  • Where and when required. Review proposal outputs and indicators and budgets with the WAS team to ensure the timely delivery of programs.
  • Strengthen coordination and Integration between, Health and Nutrition, Education and CP, FSL, and Shelter/infra programs and develop ideas for Integration of hygiene promotion activities with health and nutrition, education, and Child protection interventions including adopting learning from Previous WASH response/hygiene promotion activities.
  • Technical Capacity Building and Support.
  • Support the area team to see child participation and community involvement in the project cycle management and provide timely technical Support through hands-on training/scale-up on WASH/construction response activities including water supply, sanitation, and hygiene promotion.
  • Monitor completion of quality WASH/construction facilities in targeted communities and institutional WASH/construction facilities in health/Nutrition Facilities (where relevant).
  • Liaise with the appropriate authorities to attain design approvals and share where necessary reports with the authorities and the cluster in general.
  • Design and develop WASH/construction designs, BOQ, and technical specifications and including working with logistics in the development of tender documents for a successful tendering process.

Representation and Advocacy:

  • Represent CICA in the weekly WASH cluster meetings and all related meetings or of any WASH and construction-related forums.
  • Support field teams as requested and build their capacity to lead representation and advocacy in technical government and civil society related to WASH and construction approaches.
  • Support the Senior Program Manager in documenting best practices and lessons learned in the course of the program implementation.
  • Monitor the capacity building and community mobilization activities, and advocacy sessions for quality assurance and prepare review reports with recommendations for continuous quality improvement in collaboration with MEAL.

Assessment, Monitoring, and Evaluation:

  • Undertake and lead rapid assessments in emergencies and standard surveys and generate quality assessments and survey reports.
  • Assist and support in reviewing quality benchmarks and reports.
  • Support Field teams and partners to carry out regular monitoring to measure and report on achievement and progress towards project objectives and results.
  • Organize periodic technical project review meetings with field teams (Senior Program/Project Managers) of other sectors and consortium partners and internally share progress and action.
  • Carry out field monitoring visits to document observations and experiences and share them with field and PDQ teams and contribute to the improvement of Program quality.
  • Contribute ta internal and external reporting including strips and other MEAL-related activities.

 

People Coordination and Support:

  • Work closely with the program quality team and operations team in a matrix management environment for the development and implementation of high-quality projects in WASH both in development as well as emergency situations.
  • Provide support and constructive feedback for learning and development and capacity building of relevant staff managing health/nutrition/Protection/education-related programs/projects in the targeted area.
  • Support the development of an organizational culture that reflects our dual mandate values, promotes accountability and high performance encourages a team culture of learning, creativity, and innovation, and frees up our people to deliver outstanding results for children.

Job Requirements

  • Graduate Degree in Civil Engineering or Contraction Management and/or social work or another related disciple from a recognized national or international university.
  • At least 5 years of relevant work experience in a construction related and a minimum of 3 years of recent experience in WASH.  
  • Previous working experience with local and international NGOs.
