About Coordination of Humanitarian Assistance

Background: Afghanistan is one of the high reported PV malaria cases (11%) among the (85%) of estimated vivax malaria cases among six Eastern Mediterranean countries. Malaria continues to be a major public health problem in Afghanistan. The transmission of malaria is seasonal, and its distribution varies largely from place to place, depending on a variety of factors related to parasites, vectors, and human populations under different geographical, ecological, and socio-economic conditions in the country. 27% of the Afghan population lives in areas at high risk for malaria, 50% at medium risk, and the remaining 23% live in areas with no risk or very low risk of malaria transmission (WMR 2019)

Due to the substantial impact of scaled-up interventions (including the distribution of LLINs through the mass campaign and ANC, the use of a new generation of anti-malarial (ACT) and Rapid Diagnostic Test (RDT), indoor residual spraying during the outbreaks) along with the mobilized serious commitment of the government and international partners, socio-economic improvements, climate changes and some other factors a significant progress has been made toward control of malaria resulting in decreasing its burden in Afghanistan. Countrywide there is a significant reduction in malaria deaths from 47 to zero death and malaria cases from 384,943 to 174,893 (54.6%) compared to 2016 to 2019.

The malaria project is implemented across the country with the biggest operation in the endemic eastern region. UNDP will contract BPHS implementers to deliver the project as an integrated package with the BPHS grants. The BPHS implementers will use its offices across the country, storage facilities, and health centers. To ensure the sustainability of malaria control efforts, malaria case management and surveillance are integrated into BPHS/EPHS health service delivery and the services are delivered through community engagement (CBMM). The use of CHWs to deliver services to the communities ensures efficient coverage of the population in remote areas.

 

Objective: Lead, coordinate and monitor the malaria project activities at the national and provincial levels.

Job Description

Currently, the Coordination of Humanitarian Assistance (CHA) is looking for qualified candidates for the position of Project Focal Point in Farah province to ensure the sufficient implementation of the project in the relevant province.

 

The position holder will carry out the following main activities :

 

The Project Focal Point will work under the overall supervision of the Agriculture Program Manager and Project Coordinator in close coordination with the Field Office Manager.  S/He will provide support to the Social organizer team for the integration of the project perspective to enhance the capacity of the Social organizers and targeted beneficiaries on modern agricultural practices.

  • The Project Focal Point should be an Afghan citizen and have at least 5 years of working experience in agriculture project implementation.
  • Having experience in Kitchen Gardening activities is a surplus.
  • To implement all project activities based on the LoA.
  • To manage all activities in the best efficient way with the project team on priority and time consideration.
  • Strong Management capabilities and a demonstrated record of successful management of multi-disciplinary teams with greater planning skills.
  • Project Focal Point will attend all coordination meetings with stakeholders such as PAIL, DAIL, District Governor, DDAs, CDCs and etc...
  • Oversee the activities of the Social Organizer both on technical as well as practical training in the field.
  • Overview of the training manuals for various pieces of training which are required to be given to beneficiaries by the Social organizer before its implementation in the area.
  • Assess training and development needs as well as practical field activities of Social Organizer in the targeted districts and provide appropriate induction and orientation, training, supervision, and support as required.
  • Supervise the field activities of all Social organizers based on the visiting schedule and field activities.
  • Assist the Social Organizer in developing his/her training Work Plans; designing their schedule for visiting farmers based on a regular visiting pattern, and training the farmers/beneficiaries following the Crop Calendars and Training Calendar.
  • Making regular weekly, monthly and final reports.
  • Performing any other related tasks assigned by responsible authorities.

 

Job Requirements

Education: 

  • Minimum Bachelor Degree in agriculture preferably Agronomy or Horticulture or any other related field.

Experience: 

  • Minimum of 5 years of progressively responsible working experience in the field of agricultural management, increase farmers' production, Extension, and training;

Technical Skills:

  • Both spoken and written fluency in the English language.
  • Honest and Responsible.
  • A Master’s degree in Agriculture is preferred.
  • High-quality communication and correspondence skills.
  • High-quality reporting skills.
  • Familiar with the geographical and cultural context of the job locations.
  • Able to travel to all parts of the project impact areas and meet with stakeholders. 
  • Experience using Microsoft Office package;
  • Commitment to the mission and objectives of the project and CHA.
